About this file

This Statement of Work (SOW) details a stabilization project for the Pippins Lake Comfort Station at the Piedmont National Wildlife Refuge in Hillsboro, Georgia. The project involves addressing significant structural settlement issues with the precast concrete building, specifically in the rear shower section, where the slab has shifted and doors have become inoperable. The scope of work requires installing eight push piers through cored openings in the existing concrete slab to reach dense soil, connecting the piers to the slab's underside with steel brackets, lifting the slab to match adjacent elevation, and filling core voids with epoxy.

The project has specific requirements including conducting work during Refuge normal business hours (Monday through Friday, 8AM to 5PM), avoiding work during deer and turkey hunt dates, and coordinating workdays with the Refuge Point of Contact at least two weeks in advance. The contractor must possess a state general contractor license, provide supervision and necessary equipment, and follow strict safety protocols. The work will involve careful navigation around existing plumbing lines, with the ultimate goal of stabilizing the building foundation and restoring functionality to the shower section. After slab stabilization, the Refuge will reseal exterior joints in the roof and walls.

STATEMENT OF-WORK

FOR

Pippins Lake Comfort Station Stabilization (Asset No. 10055713)

At The Piedmont National Wildlife Refuge

Hillsboro, Georgia - Southeast Region

Revised 2/20/2025

1. GENERAL

a. The Pippins Lake Comfort Station (Asset # 10055713/see photos 1 & 2) located at the Piedmont National Wildlife Refuge (718 Round Oak Juliette Road, Hillsboro, Georgia 31038) provides restroom and shower facilities at the Pippins Lake Campground. In 2021, the building appeared to have settled or shifted because the door bolt and bolt receiver were not in alignment. In 2022, one of the four exterior shower doors (photo no. 3) could not be opened due to settlement of the floor slab below the surface of the sidewalk (photo no. 4). In July 2024, Refuge staff observed that the shower section of the building had sunk substantially. At present, three of the four exterior shower doors cannot be opened. See section 4, “Specific Project Requirements” for further information.
