About this file

This document is a Statement of Work (SOW) for a drone-mountable LiDAR scanning solution required by the Bureau of Land Management (BLM) National Operations Center Geospatial Imaging section (OC534). The BLM is seeking one complete system/unit, including necessary software, that must be compatible with the Freefly Astro aircraft, have a significant range and point density, and preferably be compatible with existing Yellowscan software. Key product specifications include a 3D laser scanner with at least 200m range, 4cm/3.5cm accuracy/precision, 70x4 degree scanning FOV, 250,000+ points/second data acquisition rate, and GNSS-enabled capability. The data processing and analysis software must have the ability to reprocess, edit, and classify point cloud data, as well as automatically register and merge data from multiple flights. The instrument and software must operate in temperatures up to 40°C and function in remote, offline settings. The BLM intends to award a contract to the manufacturer that meets the Freefly aircraft compatibility requirements.

Statement of Work

A. General The Bureau of Land Management (BLM) National Operations Center Geospatial Imaging section (OC534) requires a drone-mountable Lidar scanning solution to facilitate the field-based documentation and characterization of various natural and cultural resources. The system must be compatible with planned aircraft (Freefly Astro), have a significant range (i.e. support flight up to 100 m above ground level) and point density (160+pts/sqm at 100m AGL and 10m/s), and, ideally, should be compatible with existing Yellowscan software in use by the Department, however, this is not a mandatory requirement. One complete system/unit is required, including necessary software for processing scans.

B. Product Specifications

1. 3D Laser Scanner:

a. System Compatibility

i. Must be mountable on the Freefly Astro system and include appropriate mounting hardware.

b. Laser range at least 200m

c. Accuracy and precision at least 4cm/3.5cm, respectively.

d. Scanning angular FOV at least 70° x 4°.

e. At least 3 returns per shot compatibility

f. Data acquisition/scanning rate >250,000 points/second.

g. Scanning frequency up to 10Hz

h. Maximum weight must be under the maximum allowable payload of the FreeFly Astro

i. Must include camera module for point cloud colorization.

j. Must be GNSS-enabled (i.e. not a SLAM system)

2. Data Processing & Analysis Software:

i. Ability to reprocess and/or edit or modify 3D point cloud data, perform strip adjustment, and classify and colorize point clouds.

ii. Ability to automatically register and merge data from multiple flights.

iii. .LAS (.LAZ), minimal default output file formats.

iv. Base license should be perpetual.

3. Additional System Requirements:

i. The instrument must successfully operate in temperatures up to 40° C/104° F.

ii. Instrument and associated add-ons must be able to work offline in remote, backcountry settings for extended periods.

iii. Software must be available in stand-alone, desktop version for working offline in remote, backcountry settings for extended periods.

4. Other Conditions

i. In the near-term, most of the use of this lidar scanner will be on the Astro as that's the agency’s first aircraft.

ii. Situation, the aircraft fleet will continue to change, and BLM plans to lend system out to other offices with other UAV systems with greater capacity (such as Freefly's Alta X).

iii. Moreover, the camera systems on these are modular and optional. They provide visual color so that the resulting data looks more "realistic," but are not required for generating lidar data. Therefore, most missions will likely be flown without the camera system to improve flight time. However, a "complete" package will afford a higher level of flexibility to meet the growing needs of BLM, mostly using the Astro UAV, but also with other government acquired systems.

iv. BLM intends to award a contract to the manufacturer that meets the aircraft manufacturers definition of what is compatible with their aircraft. See (https://freeflysystems.com/payloads).

v. True aircraft compatibility means the scanner can draw power from the aircraft thus removing the weight of the batteries in the scanner, and the batteries themselves unnecessary.
