About this file
This document is a Statement of Work (SOW) for the Glasgow Bureau of Land Management (BLM) Road Grading project in Valley County, Montana for 2025 and 2026. The project involves road maintenance and grading for three specific road segments: TC Access Road (26.5 miles of gravel surface), Beaver Branch Road (17.5 miles of earth surface), and Bentonite Road (9.5 miles of earth surface), totaling 53.5 miles. The work includes blading and reshaping existing roads to restore proper drainage, with specific requirements such as maintaining uniform road widths, creating appropriate road crowns (2-3%), removing vegetation over 6" tall, and ensuring proper site drainage.
The contract specifies that road maintenance shall begin in spring after roads have thawed, typically between April 15 and June 15, with work performed only when moisture conditions are appropriate. The contractor must use a road grader with at least 135 horsepower and a 12-foot blade, and must take care to minimize aggregate material loss and avoid environmental damage. The work will be measured and paid for by linear mile, with three specific pay items: TC Access Road Grading, Beaver Branch Road Grading, and Bentonite Road Grading. Environmental considerations are emphasized, including power washing equipment to prevent weed seed spread and limiting soil disturbance.

GLASGOW BLM ROAD GRADING ROAD MAINTENANCE
17301-1
SECTION 17301
ROAD MAINTENANCE
PART 1: GENERAL
1.01 WORK INCLUDED:
A. Description: Work consists of blading and shaping existing roads to restore proper drainage. Work is described and scheduled on the Work Data Sheet.
1.02 DEFINITIONS
A. Reshaping the road surface requires cutting through the crust to remove potholes, washboard, and ruts. The material is redistributed across the roadway.
B. In case weather makes it questionable whether the work can be completed within the dates specified, the Contracting Officer may extend the Contract.
1.03 PROJECT CONDITIONS:
A. Public Safety and Signing: The Contractor shall exercise due caution and care when operating equipment to prevent undue conflict with public users of the road.
1 . A reflective "Slow Moving" vehicle symbol shall be attached to the rear of all appropriate equipment.
2 . Post warning signs on both ends of the section being worked on. Signs shall be moved as needed, so that a sign does not precede the machinery more than one mile. Signs shall be of the size, style, and color as required in the current edition of the "Manual on Uniform Traffic Control Devices for Streets and Highways — MUTCD”.
3 . Berms, windrows, or other obstructions shall not be left in the roadway overnight or on weekends.
1.04 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1 . Formation of pools of moisture on road surfaces. Site drainage shall be of prime importance.
2 . Flow of moisture toward, or entrapment against cattle guard and culvert foundations.
3 . Grading of material into cattle guard grids or pits, streams, rivers, or other waterways.
4 . Road grader induced washboards on the travel surface.
17301-2
PART 2: PROJECT/SITE CONDITIONS
2.01 TIMING
A. Maintenance/improvement shall begin this spring after the roads have thawed and dried to an appropriate moisture level. The Glasgow Field Office will notify the Contractor 7 days in advance of the date they wish blading operations to begin. These conditions usually occur between April 15 and June 15; however, work may be performed outside of these windows if there are adequate moisture conditions. All work will be performed in a timely manner when appropriate moisture is present for satisfactory performance.
B. Gravel road maintenance/improvements shall be done when adequate moisture is present for satisfactory performance. The Government shall instruct the Contractor when conditions are either too dry or too wet for grading. However, as a rule of thumb, the following may be used to determine moisture readiness: if a half ton pickup leaves ruts of greater than 2” then the roads are too wet, and if one cannot dig down 2” and find moisture then conditions are likely too dry.
C. Dirt road maintenance/improvements shall be done when material will shatter and spread evenly over road surface. Any curling of material off moldboard will indicate that conditions are too wet to perform maintenance activities.
PART 3: EXECUTION
3.01 INSTALLATION
A. Contractor will furnish a road grader with operator that has a minimum of 135 horsepower, 12-foot-long blade, and a scarifier. Where potholes, washboards, or ruts are over 3" deep, scarify to a minimum depth of 3-4 inches below the road surface, process the material, and reshape the surface.
B. Road width: Road segments shall be maintained to uniform widths. This does not mean that every road will be of uniform width from start to end, but that each segment of road will be essentially uniform.
C. Grades: Grades shall be maintained to the present grade between points, or uniform slopes where elevations change. Abrupt changes in slopes shall be rounded.
D. Blading: Blading of gravel road surfaces will be done to minimize the loss of aggregate material. High blading, which is merely filling depressions with loose material, will not be acceptable. Berms or ridges shall not be left along the shoulders. During the blading operation, material shall not be graded into cattle guard pits. All loose rock larger than 6 inches shall be removed from the roadbed. Road segments being bladed shall not be longer than 2 miles in length.
Berms/windrows created during blading operations shall be removed prior to the end of each day.
Edges or berms created at approaches shall be feathered and smoothed.
17301-3
1. Dam embankment crossings with gravel surface: Several dam embankment crossings and their approaches have a layer of geotextile fabric located approximately 6 inches below the gravel surface of the road. Extra care shall be taken to stay out of the geotextile fabric layer when blading these segments of road that travel along the crest of dam embankments with a gravel surface.
E. A uniform crown of 2%-3% in straight sections where crown has been established prior to contract is desired. Contractor shall work towards creating crown in other sections. Super elevation on curve sections is desired, including smooth transitions to a straight section crown. See typical Road Profiles on Sheet 3 of the Drawings.
F. Vegetation exceeding 6” in height on the roadway will be mowed to prevent clumps and berms being left on the roadway surface. Excess and unsuitable material including rocks, boulders, or clumps of vegetation that cannot be used on the road surface shall not be left as berms or ridges on the travel way or left where it can block flow in ditches or to culverts.
PART 4: MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT
A. Units: The work described in this section and on the Work Data Sheet will be measured and paid for by the linear mile as measured along the center line of the roads.
4. 02 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work described in this section.
Payment will be made under:
