Tucson Field Office Snyder Hill Parcel Grounds Cleanup Services 6/25/2021
Statement of Work:
A. Background:
The Bureau of Land Management (BLM) is soliciting quotes for cleaning up and disposing of litter and trash on approximately 70 acres of public land administered by the BLM land at Snyder Hill along SR86 west of Tucson, approximately 8 miles west of the I-19 exit as shown on Map 1. The parcel receives public recreational use with litter and trash accumulating throughout the year from illegal littering and dumping. The parcel is in Pima County, Arizona.
B. Scope of Work:
Provide all labor, transportation, equipment, materials and supplies necessary to: a) collect and dispose of the trash at an approved landfill according to the schedule below and requirements below:
The trash to be collected is primarily mixed household trash left by campers and other visitors, and yard trash with some light construction debris. No hazardous materials will be collected or disposed of; any hazardous encountered materials will be reported to the BLM. The contractor may take the trash directly to a landfill, or setup a trash collection container at a secure location using a commercial service.
Historical data regarding how much waste/poundage is collected and how much the landfills charge?
· We estimated approx. 4 CY would be generated on average per week, with more likely during the heavier use season, lighter at other times. The amount of material disposed under the contract will be monitored for adaptive management; lessons learned.
· Disposal costs based on the estimated amount and weekly service for a 4CY dumpster based on prevailing rates.
· The vendor has options on legally disposing the waste (setting up a dumpster, taking the trash to the landfill) The trash is primarily mixed household trash left by campers and other visitors, and illegally dumped yard trash with some light construction debris.
· There may be oversize materials dumped occasionally (camping gear, couches, televisions, and appliances). Most of the trash is suitable for bagging.
- Pickup or dump truck?
· A pick-up truck would be adequate to gather the trash for disposal;
· No heavy equipment is needed to clean up the material;
· The cleaning needs labor to gather and bag litter from grounds, and take it to a dumpster nearby, or the landfill.
