About this file
Summary
This Statement of Work describes percolation and groundwater testing services for a septic system drainfield at Wyoming National Elk Refuge (NER) in Jackson, Wyoming. The U.S. Fish and Wildlife Service is contracting for soil data collection to support the design of a replacement septic system for Quarters No. 3, an existing 1929-era system that has exceeded its design life and requires replacement. The Period of Performance runs from August 1, 2026 through October 31, 2026.
The contractor must provide all materials and labor to execute a minimum of three percolation tests meeting Teton County minimum requirements, excavate a 3-foot below-ground-surface trench with mechanical equipment, and hand-excavate additional 12-inch test holes. The contractor shall observe soil profile pits extended 8 feet below ground surface, with logging performed by a qualified Geotechnical Engineer. Groundwater monitoring must be conducted from spring to summer using a testing method recommended by the contractor. Testing methodology is at the contractor's discretion subject to Contracting Officer's Representative approval, and means and methods cannot constitute hazards, produce substandard work, or contradict specified requirements. The contractor assumes full responsibility for compliance with all Federal, State, and local safety regulations. All deliverables must be submitted electronically in PDF format to the Contracting Officer, COR/Project Manager, and NER Contact for review and approval. The primary point of contact is Sean Brophy, Deputy Refuge Manager, at (307) 203-0871 or sean_brophy@fws.gov.

STATEMENT OF WORK
24-034 PERCOLATION AND GROUNDWATER TESTING FOR A SEPTIC SYSTEM
DRAINFIELD AT WYOMING NATIONAL ELK REFUGE (NER)
I. GENERAL PROJECT SCOPE
A. The contractor shall provide all material and labor required to perform percolation testing to determine soil data for an individual septic system design. Contractor shall perform groundwater monitoring at the site. The groundwater monitoring testing method shall be recommended by the contractor. The data collected will also be used for the individual septic system design. Period of Performance: August 1, 2026 –
October 31, 2026.
It is recommended that the contractor review the project site prior to field work and testing. Access to the project site shall be coordinated with Sean Brophy sean_brophy@fws.gov
B. The contractor shall provide 3-ft below ground surface trench with excavation equipment. Additional 12 inches for percolation test holes shall be excavated by hand within the excavated trench. A minimum of 3 percolation tests shall be performed.
The contractor shall meet minimum requirements set by Teton County.
C. The contractor shall also observe all soil profile pits and shall be extended 8 ft below ground surface.
D. A qualified Geotechnical Engineer shall log the profile pits.
E. The contractor shall provide groundwater monitoring from spring to summer.
The testing method shall be recommended by the contractor.
F. Safety
1. The contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site.

B. Quarters No. 3 septic system was constructed in 1929 and has exceeded its design life and no longer functions properly. The system requires continued maintenance. A properly functioning sanitary waste system is necessary component of any government residence. This project shall provide the necessary soil data for a septic system drainfield design.
III. QUALITY CONTROL/QUALITY ASSURANCE

PROFESSIONAL ENGINEER QUALIFICATIONS: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or products that are similar in material, design, and extent to those indicated for this
Project.
TESTING AGENCY QUALIFICATIONS: An NRTL, and NVLAP, or an independent agency with the experience and capability to conduct testing and inspecting indicated and with additional qualifications specified if any, and where required by authorities having jurisdiction, that is acceptable to authorities.
1. NRTL: A nationally recognized testing laboratory according to 29 CFR
