2.0 PROJECT Requirements
2.1 Scope of Work and Project Summary/Requirements
Potable water shall be delivered by the Supplier in accordance with the requirements established by the Nevada Division of Environmental Protection (NDEP) as well as other applicable requirements for potable water delivery in Clark County, Nevada or the City of Las Vegas. The Supplier must hold a current potable water hauler permit issued by NDEP which allows the Supplier to haul water to a public water system, and which requires yearly inspection from NDEP. This permit shall be active through the life of this BPA.
2.2 Water Quality
Water provided by the Supplier and delivered to storage tanks will meet all federal and state regulations to include required testing and compliance with potable water standards. As a minimum, the Supplier shall meet the requirements established under the Nevada Administrative Code, NAC 445A. Water supplied to the Buyer shall meet the Primary and Secondary standards of quality as required under NAC 445A.453 and NAC 445A.455, respectively.
2.3 Staging Area for Offloading
Staging may be limited to in or near the delivery locations, and the driver will need to watch traffic and arrive and depart slowly to avoid visitors accessing the Visitor Center next door.
2.4 Delivery Coordination
The Contracting Officer (CO) will provide all necessary written notification and/or direction to the contractor through subsequent BPA calls. Each BPA call will specify the locations and timeframe for each delivery. The Supplier shall coordinate all deliveries with the COR to ensure available access to each site.
2.5 Working Hour Restrictions
All deliveries shall be limited to the weekday hours of 6:00 am to 4:00 pm unless otherwise approved by the Contracting Officer. No delivery shall occur on federal holidays or weekends without prior approval.
2.6 Smoking
Smoking within buildings or temporary storage sheds is prohibited and smoking areas are in open areas and will be away from entrances at least fifty feet away.
| 3.0 | PERFORMANCE REQUIREMENTS |
| 3.1 | Protection |
Protect any areas adjacent to the project site from any debris. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area. Provide temporary barricades as required to protect personnel and the general public from injury during water delivery.
4.0 PROJECT DESCRIPTION
4.1 Existing Building and Site Description
Administration Facility - To provide the best visitor experience at the Red Rock Visitor’s Center complex, RRCNCA staff and partner groups use the administration building as an office. The Visitor Center complex is open daily to the public and RRCNCA staff, seven days a week, 365 days per year. The 15,000-gallon water storage tank at the Administration Facility supplies both domestic and fire protection water to the entire Visitor’s Center complex, which includes the main Visitor’s Center building, the Administration Facility, and several restrooms.
Campground – The 6,000-gallon campground water storage tank is located on the east side of Moenkopi Road, on a hilltop that overlooks the campground. Moenkopi Road is the only public access road into the campground site. The Campground is open seasonally to the public from Labor Day to Memorial Day, seven days a week. The campground is closed for the summer from Memorial Day to Labor Day.
Well Head – The well head at the Red Rock Visitor’s Center produces water to supply the entire Red Rock Visitor’s Center complex, as described above for the Administration Facility, as well as the Red Rock Visitor’s Center Fee Station. Water is pumped from the well to a 10,000-gallon underground storage tank next to the well head and adjacent pumphouse building. Under normal circumstances, water is pumped from this tank to satisfy an increase in demand for water at the Visitor’s Center complex or at the Fee Station. Because this well is normally operational 365 days per year, water deliveries to either the Well Head tank or the Administration Facility will occur on a limited contingency basis only. The bulk of water delivered under this BPA shall be to the Campground water storage tank.
4.2 Existing Project Condition
The existing water tanks are located in areas that are not used by the public and may have high temperature and noise. The Supplier shall coordinate access to each site with the COR prior to deliveries.
Tanks located at Site 1 and Site 3 (the Administration Building and the Well Head, respectively, as defined in Paragraphs 1.1 and 4.1) are both routinely supplied by the Red Rock Visitor’s Center water well. Therefore, these tanks do not require regular resupply under this BPA. However, in the event the water well or the water distribution system are non-functional, the CO may issue a special BPA call to top off either tank. In general, there is no routine requirement for the Supplier to haul water to either tank. For bidding purposes, the Supplier may assume these tanks may be filled up to 12 times per calendar year in accordance with the schedule outlined in Paragraph 4.3, Table 1.
The tank located at Site 2 (the Campground water storage tank as defined in Paragraphs 1.1 and 4.1) requires routine water delivery for resupply and makes up the bulk of work covered under this BPA. Refer to the schedule in Paragraph 4.3, Table 1.
4.3 Detailed Project Description
All water deliveries may be tested at random and will require the driver to stay with the vehicle at all times during offloading of water. Driver will make sure all connections to transfer water are certified for potable water use. Some water deliveries may be requested for the storage tank at the well head near Highway 159 prior to entering the park, on an as-needed basis. The Supplier will verify routes and advise BLM if any of the routes pose a hazard to vehicles hauling water to avoid breakdowns.
This BPA requires recurring potable water resupply over a period of up to five years. The Supplier will deliver potable water as requested in subsequent BPA calls. These calls will specify the locations and time periods for the water deliveries. Multiple BPA calls may be issued to the Supplier to cover different locations and timeframes. The following table outlines the general resupply schedule during a typical calendar year. NOTE: This table is only an estimate of the frequency of resupply for each tank. The Buyer reserves the right to adjust this frequency as required. A modification may be issued to ensure that adequate funding is available in the event resupply requests are expected to exceed the award value of the current active BPA call for potable water delivery. The Supplier is responsible for ensuring that water deliveries are only made during the period of performance established in the active BPA call.

4.4 Deliverables
Unless otherwise specified in subsequent BPA calls, the Supplier shall provide the following deliverables:
| 4.4.1 | Potable water delivered to the specified tanks. Water quality shall meet the standards as described in Paragraph 2.2 of this Statement of Work. |
| 4.4.2 | Invoices. All invoices shall be submitted in accordance with the contract documentation signed at the time of award. |
| 4.4.3 | Potable Water Delivery Logs. The Supplier shall maintain a running log which summarizes water deliveries made under this BPA. As a minimum, the log shall identify each location where water has been delivered, the date of each delivery made to these locations, and the quantity of potable water delivered at that time. To the extent possible, each log entry should cross reference the relevant invoice for each delivery. Provide a copy of this log to the COR upon request. |
