Statement of Work Bulk Coal Delivery for Railroad Operations

Introduction / Background Information

Steamtown National Historic Site operates and maintains a live railroad yard, showcasing live, coal-fired steam locomotives, diesel locomotives, restored cabooses, freight cars and railroad coaches. Rail traffic, consisting of but not limited to passenger yard shuttles, mainline excursions, and commercial freight movements, operate regularly throughout the yard. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, and a fully operating Roundhouse and Turntable.

SECTION 1.0 BACKGROUND

1.1 Mission Statement: Steamtown National Historic Site was established to preserve, interpret, and protect the history of steam railroading in America including the historic railroad yard, collections, technical knowledge, and skills that further the public understanding of the impact of steam railroading on U.S.

industry, commerce, and society.

1.2 Description: Steamtown National Historic Site operates and maintains a live railroad yard, showcasing coal-fired steam locomotives, restored cabooses, freight cars, and railroad coaches. Rail traffic, including passenger yard shuttles, mainline excursions, and commercial freight, operates regularly throughout the yard. The 52-acre site also hosts active Locomotive and Restoration Shops, a Visitor Center, History and Technology Museums, and a fully operating Roundhouse and Turntable. Located in Scranton, PA, the site provides an engaging experience for visitors interested in the history of American railroads.

1.3 Purpose of Contract: The contractor shall furnish all labor, transportation, materials, supplies, and supervision for the delivery of bulk bituminous coal.

1.4 Type of Contract: The type of contract is a firm fixed price for the delivery of bituminous coal.

1.5 Quality Control: The coal must be bituminous type (soft coal). To be used to heat water in a railroad locomotive style steam boiler to generate steam pressure to operate a railroad steam locomotive. The coal must be LUMP - EGG Washed Coal. The coal must be free of foreign material, washed, free of fines and of the 13/16 in. to 1 5/8 in. in size (chestnut size). Bid Pricing to be in Net Ton (2000 lbs) Delivered. Contractor shall provide an independent inspection and testing data confirming coal is less than 2% sulfur on initial delivery, and upon subsequent deliveries as requested by the Contracting Officer Representative (COR).

1.6 Buy American Act: The coal must be mined in the USA, no foreign coal is acceptable. Product shall be compliant with the "Buy American Act. A copy of the Act is available at: https://www.acquisition.gov/far/current/html

SECTION 2.0 SCOPE

2.1 Overview: All items to be furnished shall be Bid FOB destination, Scranton, PA

18503.

2.2 First delivery of 20 tons minimum shall be made on or around time of award 2025.

2.3 Subsequent deliveries shall be made no later than 5 business days after delivery requested by park. Subsequent deliveries shall be 20 tons minimal.

2.4 Deliveries shall be scheduled to arrive at the site between the hours of 8:00 am and 2:00pm EST, Monday through Friday excluding federal holidays. Steamtown has the right to inspect each delivery to ensure that the coal meets the quality standards as specified in section 1.4.1. It is requested that the driver call the site to arrange for delivery prior to arrival.

SECTION 3.0 GENERAL

3.1 Contractor shall provide service by trained and qualified individuals for all work pertaining to this contract.

3.2 All equipment, material, and waste removed or generated by the work of this contract shall be properly disposed of offsite by the contractor.

3.3 Contractor is responsible for verifying the quantity of materials delivered and ensuring they meet the contract specifications.

3.4 Work may be performed 5 days a week (excluding Federal holidays) between the hours of 08:00 a.m. and 02:00 p.m., except upon specific approval of the COR.

The contractor shall arrange all deliveries as to not cause interference with normal conductance of Government business.

SECTION 4.0 OTHER CONSIDERATIONS

4.1 Steamtown National Historic Site shall not be held responsible for any theft or damage to the Contractor’s equipment or supplies while on park premises. The contractor is responsible for securing their equipment and supplies while on site.

SECTION 5.0 INVOICING

5.1 Invoices must be submitted electronically through the Invoice Processing Platform

(IPP) and include the unit price specified in the Proposal Schedule.

SECTION 6.0 PLACE OF PERFORMANCE

6.1 All work shall take place at Steamtown National Historic Site, 150 S. Washington

Ave, Scranton, PA 18503.

SECTION 7.0 PERIOD OF PERFORMANCE

7.1 Period of Performance is anticipated to be 12 months, beginning time of award or the day after the award, whichever occurs later.

SECTION 8.0 RESTRICTIONS

8.1 Steamtown National Historic Site is home to many historic features. The contractor shall take care to avoid damaging any existing historical elements. Should damage occur, the contractor must repair it to the satisfaction of the Contracting Officer at no cost to the government. Any damages must be reported immediately to the Contracting Officer.
