Statement of Work Removal and Replacement of Refuge Boundary and Livestock Exclusion Fence.
1. General The USFWS -Bear Lake National Wildlife Refuge (NWR) has a need for a contractor to remove 14 miles of old fence and build 14 mile of new fencing as called out in the design and specifications section. Contractor will provide all the materials, labor, and equipment to perform the tasks. The Bear Lake National Wildlife Refuge is located 3 miles east of Paris Idaho, at 1806 North Outlet Rd.
3.Scope The services to be performed under this contract are too safely and efficiently to remove and replace 14 miles of wildlife friendly (modified) livestock exclusion and boundary fence along at the Bear Lake NWR. Existing fence will be removed and new fence will be installed as per the construction drawings and specifications section of this solicitation package. The work will be completed in mostly flat terrain in wetland, wet meadow, and rangeland conditions. Some of the fencing sites could be challenging to access because of wet or muddy conditions.
Task to be completed under this contract include the following:
A. Mobilize and demobilize of equipment, labor, and materials to the site.
B. Removal of 14 miles of existing fence. Recycle all metal parts of the old fence and properly dispose of the wood post off of the refuge per County and State regulations. Leave boundary marks, signs, and section corners undisturbed.
C. Clearing the fencing area of vegetation by mowing or by hand to make sure fence line is free of vegetation at the time it is being built.
D. Build 14 miles of new 4 strand barbed wire fence to specifications and designs in the exact location where the old fence was standing.
E. Assure strict compliance to standards as specifications to assure quality fence and longevity F. Clean up worksite of any waste, materials, and remove all equipment before demobilizing.
2. Deliverables Provide equipment and labor to complete the entire installation of the 14 miles of refuge boundary fence. Complete work within the work window and to specifications and design criteria.
3. Enclosures Attached are a location map, project specifications, and project design drawings.
4. Performance dates The performance date for this contract will be from Notice to Proceed to November 15th, 2023.
5. Inspection and Acceptance The Bear Lake National Wildlife Refuge Manager will be the Project Inspector.
6. Availability Access will be allowed from 7:00 a.m. to 6:00 p.m. Monday-Saturday on the Refuge.
