STATEMENT OF WORK
Lake Havasu National Wildlife Refuge Complex Havasu National Wildlife Refuge
Bill Williams River National Wildlife Refuge Native Plant Propagation for Refuges
Parker, Arizona June 2022
BACKGROUND
The Refuge stations within the Lake Havasu National Wildlife Refuge Complex include Bill Williams River National Wildlife Refuge (NWR) and Havasu NWR. Both stations manage arid riparian and desert uplands habitats in western Arizona. They both have a a mixture of cottonwood-willow riparian gallery forests, honey mesquite bosques, cattail-bulrush marsh, open water, creosote flats, and Mojave and Sonoran Desert upland and desert wash habitats. Each refuge supports six federally listed species: western yellow-billed cuckoo, southwestern willow flycatcher, Yuma Ridgway’s rail, northern Mexican gartersnake, razorback sucker, and bonytail chub. Due to the international importance of Havasu and Bill Williams River NWRs, the U.S. Fish and Wildlife Service has been actively restoring riparian habitat which were damaged by drought, invasive species, and catastrophic wildfires.
The Refuge is responsible for the protection, enhancement, and restoration of sensitive riparian and upland habitat that was impacted by the wildfire. Revegetating habitat with native plants at critical areas with moist soils and/or shallow depth to groundwater will help prevent invasive species such as saltcedar (Tamarix spp.), Bermudagrass (Cynodon dactylon), and Sahara mustard (Brassica tournefortii) from becoming reestablished in recently restored areas.
SCOPE OF WORK
The contractor will propagate Fremont cottonwood (Populus fremontii), Goodding’s willow (Salix goodinggii), Honey Mesquite (Prosopis glandulosa) for use in habitat rehabilitation on Havasu and Bill Williams River NWRs. All plants propagated and grown in 4-inch-wide pots (1/2 gallon). Nearly, 15,000 potted plants are to be delivered to two separate refuge shop locations within the Lake Havasu National Wildlife Refuge Complex. All plants will be hardened off prior to delivery to Refuge shop office locations. All plant material will have well established root structures upon delivery.
