About this file

This document is a Statement of Work (SOW) for a Request for Quote (RFQ) for the purchase of water pressure transducers and related equipment for the Arizona Bureau of Land Management (BLM). The BLM requires 34 submersible pressure transducers to monitor groundwater levels and 4 barometric pressure transducers to correct the water level data for barometric pressure in the San Pedro Riparian National Conservation Area and the Las Cienegas National Conservation Area. The transducers must meet specific criteria, including the ability to collect data every 15 minutes, have a memory capacity of at least 10,000 data points, operate on replaceable batteries, and collect water temperature data. The BLM also requires the purchase of compatible computer programs, cables, and drivers to program the transducers and download the collected data. The total requirement is for 38 pressure transducers, 4 barometric transducers, and associated computer equipment. The related federal contract opportunity is Solicitation Number 140L6424Q0027 for "WTR LEVEL MONITORING PRESSURE TRANSDUCER" issued by the Department of the Interior Bureau of Land Management Arizona Region.

WATER PRESSURE TRANSDUCERS

RFQ 140L6424Q0027

STATEMENT OF WORK

3/28/2024

Background:

The Tucson Field Office of the Arizona Bureau of Land Management (BLM) has been collecting data for groundwater in the San Pedro Riparian National Conservation Area (SPRNCA) as well as the Las Cienegas National Conservation Area since the late 1980s. The data collected includes water levels as well as water temperature. This data is used to develop trends to aide management in designing restoration projects. The data has also been used to aide in claiming water rights and related litigation. Previous BLM hydrologists have elected to use transducers with non-replaceable batteries to collect this data. These sensors have an average life of 5 years. During 2022 nearly all the sensors in use died and now need to be replaced. This statement of work is seeking a total of 38 pressure transducers to continue the previously established monitoring. It is recommended that the newly purchased transducers have easily replaceable batteries to help extend their average lifespan. Additionally, BLM will need to purchase the necessary computer programs and cables needed to connect the sensors to a computer.

Scope of Work

BLM plans to monitor 17 groundwater wells in San Pedro National Conservation Area and Las Cienegas National Conservation Area. To do this monitoring they will need to purchase submergible pressure transducers. It is recommended to have a minimum of two transducers for each site. This will allow a transducer to be programed in the office then taken into the field and switched out with the transducer already in the field. The field transducer can then be taken back to the office and the data pulled onto a computer for analysis. Doing all the programing and data retrieval in the office reduces the likelihood of computer damage or other mistakes occurring in the field that could lead to a loss of water level data. In addition to the 34 transducers needed for the ground water surveys, two more transducers are being requested for use at a surface water gage. This gage will be installed along Mescal Creek in the Needles Eye Wilderness.
A submergible pressure transducer works by measuring both pressures created by the water above it and barometric pressure. To get a more accurate reading of the water levels the transducers they need to be corrected for barometric pressure. This is done by placing a barometer transducer out of the water to record only barometric pressure. The barometer transducers are often packaged in a protective casing to protect from exposure to the elements. In addition to the 34 submergible pressure transducers to measure water levels BLM is also seeking 4 barometric pressure transducers to be places in Northern and Southern Las Cienegas NCA, San Pedro NCA, and Mescal Creek.

Desired Specifications BLM is looking to purchase 34 submergible pressure transducers that measure water level as well as water temperature. Additionally, 4 barometric pressure transducers will also need to be purchased to assist with barometric pressure correction. In addition to purchasing the sensors BLM will also purchase the necessary computer programs, cables, and drivers needed to connect the sensors to a computer. All 38 sensors, computer programs, drivers and cables must be purchased from the same company and be compatible with each other.

To fulfill the needed requirements of the BLM monitoring plan, all purchased submersible pressure transducers must meet the following criteria:

1. Collect both surface water and groundwater level data within a minimum range of 0-30 psi.

2. Collect data at least every 15 mins 24 hours a day stamped with the exact data and time of each collected data point.

3. Have the memory capacity to hold at least 10,000 collected data points.

4. Be capable of being programed with a delayed start so that they can be set up in the office and then deployed later in the field.

5. Run on disposable batteries easily found and purchased on the open market that can be replaced by BLM.

6. Collect water temperature data.

7. Be watertight sealed and cableless.

8. Fit within a 1-inch diameter pipe.

9. Be thermally compensated to accommodate variability in water temperature.

To fulfill the needed requirements of the BLM monitoring plan, all purchased barometric pressure transducers must meet the following criteria:

1. Collect barometric pressure reading within a range of 0-15 psi.

6. Packaged in a case that protects the exposed sensor from the elements.

7. Capable of running in extreme heat common during Arizona summers.

To fulfill the needed requirements of the BLM monitoring plan, all purchased computer programs, cables, and drivers must meet the following criteria:

1. Must be capable of setting up the sensors prior to deployment.

2. Provide the ability to download collected data from the sensors.

3. Easily preform barometric correction with field collected data.

4. Export all collected data to cvs file format.

5. Cords must be a reasonable length the comfortably connect the transducers to the computer.
