1. Background Pariette wetlands are a series of man-made ponds whose levels may be manipulated via a series of water control structures such as diversions and risers. Many of the risers at the wetlands have reached the end of their useful life and have begun to fail. For this reason, the Bureau of Land Management (BLM) in Vernal, UT has sought bids to fabricate pre-cast concrete risers which will be an improvement on the current structures in the area and have a much longer lifespan than the metal and plastic structures currently in place.
2. Scope Water control structures will be fabricated and delivered to the wetlands to increase BLM’s ability to manage habitat consistent with existing management plans. BLM will install the structures after they are delivered to Pariette.
3. Objectives To provide BLM the ability to control and hold water in various ponds for the benefit of the public while supporting healthy ecosystems and wildlife. These structures are part of a larger effort to replace failing infrastructure at Pariette wetlands.
4. Tasks Provide precast water control structures as follows:
· The proposed structures will be custom made to meet the general configuration shown in the attached sketches. Variations required for constructability or strength shall be coordinated with BLM to assure that the desired functionality is maintained.
· Precast water control structures shall be fabricated at a National Precast Concrete Association (NPCA) certified plant.
· BLM requires a total of 8 structures with either 24- or 36-inch culvert segments cast-into the boxes. Minor adjustments to the box dimensions may be incorporated for constructability or to make use of standard formwork. Any changes to the dimensions shown in the attached sketches shall be approved by BLM prior to fabrication. Structures should have 6-inch-thick walls. See attached schematics for specific details. Dimensions in the following summary are in feet (WxLxH) and measured on the outside of the structures:
· Four - 6x8x8 foot riser with 36-inch culverts, delivered to 40.0460°, -109.8301°
· One - 6x8x8 foot riser with a 24- inch culvert, delivered to 40.0460°, -109.8301°
· One - 6x8x8 foot riser with a 24-inch culvert, delivered to 40.0346°, -109.7826° Shoveler
· One - 6x8x8 foot riser with a 36-inch culvert, delivered to 40.0410°, -109.7872° Uteland
· One - 6x8x8 foot riser with a 36-inch culvert, delivered to 40.0323°, -109.7748° Pintail
· Structures shall have sufficient strength to withstand handling associated with transportation and placement.
· A culvert pipe section will be cast into the structure, the pipe sections will be provided by the BLM. These culvert pipe sections will extend out of the back of the risers at least 24-inches to allow coupling with new culvert upon installation.
· Risers shall include ladder rungs for access on interior of boxes.
· Structural angle steel shall be set around top opening of box suitable for installation of bar grating.
· The risers will be unloaded by the contractor on site at Pariette wetlands as shown in the attached map.
5. Delivery
| • | Structures shall be delivered to the Pariette Wetland area approximately 42 miles east of Duchesne, Utah. The delivery locations are shown in the attached map. Five of the boxes will be delivered to a central location accessible to typical semi-trucks. Delivery locations for the other 3 boxes will be accessible with typical bobtail flatbed trucks. |
| • | All equipment, rigging, and hardware required to off-load the precast structures shall be provided by the precast contractor. |
| • | Delivery time and details will be coordinated with BLM to provide lead time to prepare the delivery locations. |
6. Government Furnished Property BLM will provide the precast company with 36-inch-long sections of 24-inch and 36-inch diameter HDPE corrugated culvert pipe to be precast into the riser structures.
7. Security No special security will be necessary for this contract.
8. Period of performance Delivery shall be made between October 3, 2022, and March 1, 2023.
