Treat Books/Bound Volumes Damaged During Hurricane Ida (Dry and Mold Abatement)

Park / Park Unit: Thomas Edison National Historical Park

Task Order#: TBD

Prepared By: Valerie Shoffner & Leonard DeGraaf

Date: 4/26/2024

1.0 PROJECT DESCRIPTION/SUMMARY:

This project will hire a qualified professional Conservator to dry, flatten, clean and stabilize approximately 108 books, bound volumes and archival documents currently located in 3 freezer chests after incurring marked water damage from Hurricane Ida in 2021. Mold is evident in most but not all volumes. See Appendix B for Freezer Inventory for list of books, bound volumes and other materials.

The Conservator will individually air dry and flatten items, abate/clean mold, and prepare Treatment Reports, including a sampling of “before” and “after” digital images to illustrate the work. The Completed Treatment Reports and digital images will be shared with the Park via secure flash drive. Final report will be filed in the park’s permanent curatorial files and notations regarding the condition of the objects will be entered into ICMS, or current NPS museum collections database. Any further treatment will be handled under a separate contract but will be based on the findings in these treatment reports.

The Conservator will be responsible for managing the transportation of artifacts to and from the park including providing appropriate enclosures (boxes) for shipment. Artifacts must remain frozen in transit between park and conservator and prior to treatment, so the shipping company and receiving facility must have a freezer onsite that can accommodate them. Transportation and shipping container costs for the treated materials are not expected to exceed $5,500.

The Conservator may visit the park to assess the collection prior to shipment. Travel costs are not expected to exceed $2,000. Travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees using GSA guidance. (www.gsa.gov/travel)
