United States Department of Interior

Bureau of Land Management

Mother Lode Field Office

Statement of Work

For

Nevada County Tire Amnesty Event Objective The Bureau of Land Management's Mother Lode Field Office will sponsor a tire amnesty event in Nevada County.

Project Location and Background

The Mother Lode Field Office (MLFO) is directly responsible for the management of approximately 230,000 acres of public land scattered throughout fourteen central California counties. Most of the acreage is within the historic Mother Lode region of the Sierra Nevada range. The MLFO HazMat program responds to the presence of hazardous substances/waste and physical hazards on BLM administered land. These responses may occur at, but not limited to, Abandoned Mine Land (AML) sites, recreation areas, illegal dumps, or along right-of-ways. Many of the responses are imperative to address health/safety and environmental concerns. As a federal land owner, BLM is responsible for complying with applicable state and federal laws and regulations. Not complying with orders from other regulators can subject the BLM to penalties and fines.

The overall objective of the MLFO's Hazmat program is to protect public health and safety and the environment. Releases or threats of release, of hazardous substances, can have substantial impact on the environment and the public’s health and safety. By remediating hazmat sites, BLM is eliminating the potential threat to human health and the environment.

Each year 40.2 million waste tires are produced in California. Many are left along roads, in rivers and streams or stored in yards and garages. That is why BLM is partnering with Nevada County Environmental Health, Nevada County Department of Public Works, the United States Forest Service and Waste Management to host another free Waste Tire Amnesty Collection Event.

Nevada County has collected and recycled over 110,000 tires since the inception of Tire Amnesty Collection Events in 2004. Since 2012, the BLM has been assisting the county to continue sponsoring an amnesty event. Between 2012 and 2020, approximately 52,023 tires were collected.

The primary purpose of this contract will be to host a tire amnesty event for the residents of Nevada County to freely dispose of tires.
