STATEMENT OF WORK/SPECIFICATIONS FOR VAULT PUMPING FOR
KEMMERER FIELD OFFICE RECREATION SITES
Part 1: Work Statement
The intention of this purchase order is to obtain vault pumping services for the Kemmerer Field Office Recreation Sites for 1 base year with 4 option years according to these specifications.
Contractor shall provide all labor, supplies, supervision, materials, equipment, mileage, and transportation necessary to provide cleaning and pumping of vault type toilets and dispose of the waste in a designated disposal area off Government property as per pumping procedures and disposal procedures in accordance with these specifications and all state and local law.
A full-time employee of the Prime Contractor must be onsite during the vault pumping operation every time at each site.
Part 2: Work Location/Facilities
Facilities to be pumped according to these specifications include:

Part 3: Definitions As used herein, the following terms shall have the meaning set forth below.
a) Clean. “Clean” shall be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.
b) Contracting Officer. The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the
Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer
c) Contracting Officers Representative (COR). The Government employee designated by the Contracting Officer to be responsible for monitoring of Contractor’s performance.
d) Disinfect. Cleaning in order to destroy any harmful microorganisms by application of an approved chemical agent.
e) Facility. A structure or assembly of units of equipment designated for a specific function.
f) Contractor. Contractor refers to both the prime Contractor and any Subcontractors, the prime Contractor shall ensure that his/her Subcontractors comply with the provisions of this contract.
g) Frequency of Service. Once per year
h) Regular Working Hours. The Government’s regular working hours are from
8.am to 4 pm Mondays through Fridays except Federal Holidays or other days specifically designated by the Contracting Officer
i) Response Time. Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work location, with the appropriate tools, equipment, personnel, and materials ready to perform the required work.
Part 4: Contractor furnished Materials The Contractor shall provide all facilities, equipment, materials, supplies and services to perform the requirements of this contract. Unless otherwise stated, the Government will not provide any materials to the Contractor. The Contractor will furnish commercially available products to disinfect and deodorize toilets and clean up the area directly surrounding the vault toilet at each recreation site. The disposal, transportation, and use of chemicals shall be in accordance with local, state, and federal regulations.
Part 5: Management The Contractor shall manage the total work effort associated with the custodial and maintenance services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with the sound and efficient practices.
The Contractor shall employ an adequate work force to complete the work in accordance with the time and quality standards specified herein.
Part 6: Work Control/Response Time
The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress.
The Contractor shall plan and schedule work to assure material, labor, personnel, and equipment are available to complete work requirements within the specified time limits and in accordance with the quality standards established herein. Verbal scheduling and reports on the status of service calls shall be provided when requested by the Contracting Officer’s Representative.
Services will be requested during the period May 15 through October 30. The Contractor shall complete pumping within 72 hours after receiving a request from an authorized Government Representative. The Government will be responsible for notifying the Contractor which vaults are to be pumped and when they will need the service. Service to be provided at least once per year. If any vault needs pumping more than once a year due to heavy usage, the contractor will be paid at the bid price for the vault needing pumped.
Part 7: Pumping Procedures
• All liquid and solid waste will be removed from each vault whether by pumping or other approved methods.
• The work will include washdown of the vaults and cleanup any incidental to the pumping operation.
• All toilet vaults pumped shall be left in a clean condition.
• Any debris generated during the cleaning and pumping process will be thoroughly cleaned, and all debris will be promptly removed by the contractor.
• Add disinfectant to vaults for any unpleasant odors.
Part 8: Disposal Procedures
Contractor equipment specifications
• Septic Tank Truck or equal with clean water storage and the capability to spray in order to clean the vault and clean and disinfect any residue created by the vault pumping operation: Minimum capacity of 1,000 gallons.
• Vacuum pump
• Minimum three-inch intake valve and hose
• Long handled grappling device
• Backup warning device
• Water for properly cleaning of vault toilets.
