About this file

This statement of work outlines requirements for dredging services at the James Campbell National Wildlife Refuge in Hawaii. The contractor will be required to dredge approximately 5,800 feet of three ditches within the Ki'i Unit to a depth of 2-3 feet between September 1 and December 31, 2020. The contractor must provide all necessary equipment, including an excavator with a long reach implement and experienced operators. Dredged material will be placed in a contractor-provided dump truck and transported to a stockpile site within the refuge as identified. The U.S. Fish and Wildlife Service will evaluate whether the contractor has removed the estimated volume of material.

STATEMENT OF WORK

Rehabilitation of Three Ditches at James Campbell NWR (JCNWR)

Deferred Maintenance Dredging Project at JCNWR

PR Number: _______________

Instructions: Complete all Bold Elements below and mark N/A for elements that are not applicable and delete sub elements. This will ensure that each element is considered.

1. General:

1.1 Describes the project in general terms.

James Campbell NWR proposes to dredge 5800 feet length in rehabilitation of three ditches;

Hospital Ditch, Outlet Ditch and portion of Punamano ditch, to a depth of 2-3 feet, in the Ki’i Unit of James Campbell National Wildlife Refuge (JCNWR). Width of ditches varies but averages an estimated 60 feet.

Location: JCNWR, 56-795 Kamehameha Hwy., Kahuku, HI 96731

1.2 Purpose/End Application:

The Ditches to be dredged were constructed in the early 1900s, totaling approximately 5,800 feet and are filling in with silt.

1.3 Contractor Qualifications:

Contractor must have the long-reach excavator equipment (to reach far enough out into the ditch to remove the silt across the entire bottom), and have operators who are certified/qualified and proficient to use an excavator with a long-reach implement. In addition, it would be highly desirable for the operator to have had prior experience with dredging projects.

1.4 Other:

Permitting/clearances (being worked on now) required for this project to commence:

Section 7 Consultation (Endangered Species Act), NEPA evaluation (Categorical Exclusion), Section 106 of National Historic Preservation Act (NHPA) consultation, Section 401 (Clean Water Act) which includes: Applicable Monitoring and Assessment Plan (AMAP) and Best Management Practices (BMPs) for State of Hawaii, and Section 10 (Rivers and Harbors Act) for the U.S. Army Corps of Engineers.

2. Place of Performance and Period of Performance

2.1 Annotate the complete address and zip + 4 or closest complete address and zip + 4. Annotate if work is to be performed at the contractor site.

Oahu/Maui NWR Complex. Work to be performed at Ki’i Unit of JCNWR: James Campbell NWR, 56-795 Kamehameha Hwy., Kahuku, HI 96731; Mailing Address is: PO Box 429, Kahuku, HI 96731-0429

2.2 Annotate the Performance start and end date. Annotate any conditions, limitations, or windows of opportunity impacted by the habitat, seasons or weather, or other projects.

Desired dates of performance would be from Sept. 1-Dec. 31, 2020 or the same window of dates in subsequent year. This is to avoid nesting endangered waterbirds in the Ki’i Unit. It also is predicated on the completion of all of the aforementioned permits/clearances. These permits are largely sequential, and it is highly unlikely we will have all required permits/clearances before October of 2020 (at the earliest).

2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. However, JCNWR is closed to general public use and there are locked gates to enter. Therefore, close coordination with refuge personnel to enter/exit the refuge will be critical. In the event of emergencies, Contractor shall provide contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day). However, abnormal duty hours currently exist due to Covid-19 restrictions.

3. Scope

3.1 This element does not repeat what is stated above and is technical to the extent of the requirement; describe more precisely what is expected of the contractor, not how to perform the work, (leave actual deliverables out of this element; annotate activities such as meetings, management requirements, strategy and any specialized expertise and services, training, and documentation (will be included in paragraph 4); use "shall" statements to make requirements binding.

Contractor shall dredge 5800 feet total length of three different ditches, to a depth of 2-3 feet.

Contractor shall provide any equipment to accomplish the dredging length and depth stated above.

Contractor shall provide a dump truck and driver to move dredged material to stockpile site within refuge.

Contractor shall provide trained, qualified personnel with prior experience with dredging operations to complete the project, and provide documentation of having such training.

Contractor shall follow all stipulations set forth in the above-stated permits/clearances (once complete), including the seasonal timing restrictions.

Contractor shall attend pre-implementation meetings with refuge staff prior to beginning work.

Contractor shall attend any post-implementation “punch list” meetings to assure tasks have been completed to refuge satisfaction.

4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended)

4.1 Clearly state the deliverables required, the schedule for delivery, the quantities, schedule

(for multiple items).

The contractor will dredge to a depth of 2-3 feet, 5800 feet of ditches all located within the Ki’i Unit of JCNWR. The dredging must occur between Sept. 1 and Dec. 31. The material dredged will be placed into a contractor-provided dump truck, with contractor-provided driver, and moved to a stockpile location within the refuge (to be identified at later date).

4.2 Identify the type of documentation (printed and electronic-such as manuals) to be provided, as well as those quality indicators desired by the Government.

5. Data Management Plan (DMP) for Science Data Agency Reference. The general criteria is if the contract has a data collection component. Ideally, these requirements are flagged by the different program data stewards. Use the following link to establish if a DMP exists and for template for developing a DMP. https://sites.google.com/a/fws.gov/rims3 Before submitting the SOW delete the link. N/A

5.1 Annotate if a DMP is being used for data collection, when data is collected for a decision document, when new data is collected in the field, or with continued data collection such as in annual surveys. If a DMP is not relevant for ADHOC or when downloading existing data from the internet so state. NOTE: The Project Lead or technical cognizant has used discretion as to whether or not a DMP is relevant or not relevant and has determined it to be ___relevant or ___ not relevant .

5.2 If the Plan is to be a deliverable as a prerequisite to data collection, so state and note as a deliverable in the Deliverable Element (above). OR

5.3 If the Plan exists and will be available as Government Furnished Information, so state and note as GFI in the GFI Element (below) and attach or reference the Plan.

6. Government-Furnished Equipment (GFE) / Government-Furnished Information

(GFI)

6.1 Identify any Government-furnished equipment (GPE) and Government- furnished information (GFI) or note N/A.

N/A

6.2 Identify any limitations. N/A

7. Evaluation and Acceptance

7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent https://sites.google.com/a/fws.gov/rims3 upon: [Either state generally or reference the table in 8.2 if used]. ??? I don’t know what this is

8. Quality Control/Quality Assurance:

8.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.

Volume of material removed can be calculated based on ditch width, length, and depth (2-3 feet dredged). Refuge personnel will periodically monitor the amount of dredged material stockpiled to determine if it is consistent with estimated amout to be removed.

8.2 Identify and detail measures for assessing quality control and acceptance; each requirement is unique and a table format is visually friendly and may be desirable.

Calculation will be done of volume of material to be removed and compared with volume actually stockpiled to determine if contract is being fulfilled.

9. Technical Coordinator:

9.1 Glenn Klingler, Project Leader, P.O. Box 429, Kahuku, HI 96731, (808) 637-6330 ext. 1, glenn_klingler@fws.gov
