STATEMENT OF WORK

Hagerman National Fish Hatchery U.S. Fish and Wildlife Service

1. GENERAL

The Hagerman National Fish Hatchery (HNFH) is an anadromous fish hatchery located 5.4 miles south of Hagerman, and about one mile upstream of the Hagerman State Fish Hatchery. The hatchery was initially constructed in 1932 as a rainbow trout hatchery. In 1979, it was converted to a steelhead trout mitigation hatchery under the U.S. Fish and Wildlife Service’s (USFWS) Lower Snake River Compensation Program (LSRCP). The USFWS is requesting the removal, legal disposal, and replacement of Fish Feed Bins. In addition, an option to modify existing stands, if needed, to accommodate for new bins.

2. SCOPE

The objective of this project is to remove three (3) and replace two (2) Fish Feed Bins on existing structural stands, which may be modified to accommodate for new bins, meeting the requirements mentioned in this scope of work. There is no electrical component to this project.

Task 1: Demolition and Disposal requirements:

• Demolish and properly dispose of the three (3) Fish Feed Bins and associated components. Recycle materials where possible and dispose remainder of demolition material in approved landfills for type of material. Damages to government property during demolition, will be the contractor's responsibility to repair.

• Existing bins area approximately, 25-foot height and 9-foot diameter.

Task 2: Replace Fish Feed Bins requirements:

• Two (2) Fish Feed bins with a minimum capacity of 25,000 pounds. Shall also meet the following:

o Contractor shall submit proposed bins for COR/Hatchery approval prior to installing.

o Bins must be new, undamaged and fully operational before July 15, 2025.

o High tensile, G90 Galvanize Steel, 2–3-inch corrugation.

o Features equivalent to existing bins for ventilation, access, loading and unloading of feed. Fish feed bins must be outfitted with a pneumatic fill pipe to allow feed to be blown in by the feed delivery truck. Coordinate with hatchery staff/COR to determine desired/feasible mounting location and discharge height of the feed bins.

o Sidewall connection shall conform to the shape of the sidewall corrugation.

Crimping and bolt pressure to force the connection will not be accepted.

o Durable and warp resistant top lids, snow guard, with reinforced rubber belting bumpers. Top lid shall swing a minimum of 180 degrees.

o Drip lip edges and water deflection features. Corrosion resistant nuts and bolts with sealing washer must be used.

• Existing stands are approximately 10-feet tall and shall be utilized to the greatest extent possible. New grain bins and existing stands should be properly supported, stabilized, and conform to the requirements of the International Building Code, OSHA’s Grain Handling Facilities Standard (29 CFR 1910.272) and the American Society of Agricultural and Biological Engineers (ASABE) standard ANSI/ASABE S624, focusing on bin access, anchor points, and safety decals.

Submittals:

_1_ Construction schedule within 15 days after contract award, updated as needed.

Option A: Modify Existing Stands requirements:

• If necessary, modify existing steel structure to accommodate for the two new feed bins.

• Modifications to stands shall be proposed to COR for approval, prior to installing.

• Stand must safely accommodate new feed bins, meet manufacture's requirements, stabilize and support maximum load(s).

Submittals:

_1_ Proposed materials; product specifications and warranties _1_ Construction Drawings, with proposed structural modifications to stands, stamped by engineer licensed in the state of Idaho

3. LOCATION AND PERIOD OF PERFORMANCE

All related work is located at Hagerman National Fish Hatchery, approximately 5 south miles of Hagerman Idaho. 3059D National Fish Hatchery Rd, Hagerman, ID 83332.

Overall Period of Performance is 60 days from NTP. Feed bins shall be installed and fully operational by July 18, 2025.

4. DELIVERABLES

a. Project Schedule within 14 days of award being issued.

b. Specification, Operations and Maintenance Manuals (O&M), and warranties for installed materials and equipment.

c. Deliverables noted on Task 1, 2 and Option-A if necessary.

5. INSPECTION AND ACCEPTANCE

The work will be done in accordance with all applicable federal, state, and local codes and any other applicable regulations, as well as with accepted general industry standards.

The work will be accepted when all the work is completed as described here within and in accordance with any contract documents. Work will be inspected to assure compliance with the contract documents, but quality control and adherence to all contract requirements is the responsibility of the contractor, as described in the parent contract.

6. GOVERNMENT FURNISHED MATERIALS

USFWS will make available any historical related documents which may be in their possession, see attachments for more information.

Work Site and Staging Area: Coordinate with Technical Coordinators. Construction areas shall be properly secured at all times. The Hatchery will provide electric power and water for use in construction.

The Contractor must furnish all temporary facilities and utilities needed including; heat, light, power, water, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aids, and storage enclosures. If suitable USFWS water, electric, or other utility is present at the site, it may be used for construction purposes at no cost, only if it does not adversely impact the operations of the refuge and the refuge agrees to permit use. The contractor is responsible for safeguarding all government and contractor property under their control.

7. AVAILABILITY

Unless approved by the Refuge Manager, working hours are Monday through Friday from 8:00 AM to 4:30 PM except for federal holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and federal holidays, a request must be submitted to the COR in sufficient time to allow satisfactory arrangements to be made for access to the work site.

Contractor must notify the COR a minimum of three (3) days prior to arrival on-site and/or needing access to any of the buildings.
