Statement of Work Grandview Office Complex Fiber Installation and Internet Service 4700 Grandview Road Beaver, WV 25813

April 22, 2024

Background Grandview Park Office Complex, a New River Gorge National Park and Preserve (NERI) site, requires high-speed broadband to support our Park Ranger Station (Law Enforcement) administrative operations, maintenance operations, telecommunications, and visitor outreach. In addition to supporting park service operations, high-speed broadband may also be provided to visitors allowing the public to share their park experience with their friends and family. We require connectivity in 2 locations within the park, Grandview Office Complex (GVOC) and the Grandview Visitors Center (GVC). There is only one physical address for the park, so the geographic coordinates are provided further down in this document. Currently, there are no companies providing fiber cabling to this location.

Site Details Grandview Office Complex (GVOC): primary focus of this request. This area houses a Ranger Station, Maintenance Office, and wildland Fire Response station. This area is currently serviced by a Cradlepoint cellular modem, which provides less than adequate bandwidth to meet the critical data and communications needs of this site.

As part of this project, we are also asking that Fiber ethernet service be provided to our location, which is approximately ¼ mile beyond the GVOC. This site is currently being serviced by DSL as well as a POTS line. This would require a connection speed about 30 Mbps download and 3 Mbps upload speed.

Required Tasks NERI requires reliable, business class 100 Mbps Internet Service to the Grandview Office Complex and Grandview Visitor Center to ensure stable delivery of services.

· Install Fiber cable ethernet Internet connection

· Provide monthly continued service at 100 Mbps

· Ensure reliable high-speed communications, all equipment and supporting infrastructure installed as part of the work must be installed using methods compliant with the applicable standards and regulations cited in the statement of work.

· Compliance with the cited standards is the responsibility of the contractor.

· Install all cabling and equipment labeled with purpose clearly identified in operating instructions provided at the conclusion of the contract.

· Provide simplified operating instructions in both printed and digital (PDF format) forms.

· Upon completion of the installation of the new fiber connection, all areas impacted by the installation must be cleaned by the contractor and remove any materials left by the work.

Specific Requirements

· The device providing services at the point of demarcation must be able to support up to 2 individually provisioned internet service lines for future expansion requirements.

· All lines installed on NPS property must use existing poles. If burial or additional poles are needed, 60 days notice with detailed descriptions and maps are required to allow for our internal review and compliance processes. No lines are permitted to be laid on the ground.

Inspection Full functionality of all newly installed equipment and systems will be verified with the assigned contract COR.

Service Locations Grandview park site is located at 4700 Grandview Road in Beaver, WV. The park is 892 acres in size, so coordinates and maps are provided below.

Period of Performance Install new fiber connection: 90 Days Monthly service: Contractor will provide unlimited data 24/7/365 at the specified bandwidth for each location.
