Performance Work Statement (PWS)

| 1.1 | Introduction |
The mission of the Bureau of Land Management (BLM) is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. The BLM Elke District Office provides guidance and oversight to BLM operations in the Elko area as well as the California Trails Center. This acquisition will replace the failed Avigilon network video recorder (NVR) in the BLM Elko District Office returning their CCTV system to operation, providing crucial real-time and evidentiary CCTV video.
1.2 Objective
Restoring CCTV system operation and returning situational awareness of the exterior perimeter for the Elko District Office.
1.3 Scope of Work
Contractor to provide and install Avigilon NVR5-STD-24TB-W10 24 TB (32 TB Raw) NVR5 Standard with Microsoft Windows 10 v1809 LTSC. Contractor will provision / configure the new NVR and bring into operation. (Includes license transfers from failed NVR, camera builds etc.) Contractor to provide complete solution. NOTE: Avigilon is the BLM Nevada standard for CCTV systems and as such this no other brands may be substituted.
1.4 Background
The BLM Elko District Office experienced a complete failure of their NVR4-STD-24TB Avigilon NVR and requires its replacement to return the CCTV system to operation.
1.5 Type of Contract Contemplated
Contract to be a fixed-price acquisition.
1.6 Period of Performance
The period of performance of this contract is 30 days from the date a notice to proceed is provided to the contractor. Work to be completed within a seven-day period once work has begun.
1.7 Place of Performance
Project work is to take place at the Bureau of Land Management Elko District Office (ELDO). The ELDO is located at 3900 Idaho Street, Elko, NV 89801.
The contractor is to perform work during normal business hours, 8-5 Monday to Friday, excepting Federal Holidays.
Contractor to notify the Contracting Officer’s Representative (COR) three business days before beginning work.
1.8 Applicable Documents
Contractor to provide technical specifications for all commercial items provided with this acquisition. Warranties provided by manufacturer must apply to this acquisition. All manufacturer’s instructions are to be followed.
2.0 Specific Requirements/Tasks
The selected vendor shall supply all labor and supplies necessary to complete the system installation and configuration. This includes the hardware outlined in Scope of Work 1.3 and final installation notes. The selected vendor will coordinate installation new Avigilon NVR with the BLM after the award of the contract.
2.1 Tasks
2.1.1. Network Video Recorder (NVR) Installation and Configuration Contractor to remove the failed Avigilon NVR4-STD-24TB NVR unit and set aside for on site staff to sanitize and prepare for disposal. Contractor will then install the new Avigilon NVR5-STD-24TB-W10 24 TB (32 TB Raw) NVR5 Standard with Microsoft Windows 10 v1809 LTSC. Contractor will provision / configure the new NVR and bring into operation. (Includes coordination with Avigilon support to transfer licensing from failed NVR, build and provision of cameras, build of small number of client accounts etc.) Contractor to work with local information technology staff to configure and bring the new NVR onto the BLM domain. (Required for Avigilon ACC Client access.) Contractor to provide complete solution.
3.0 Contractor Quality Assurance.
Contractor to validate operation of all cameras for live video viewing via Avigilon ACC client in addition to recorded video viewing via Avigilon ACC client. All work to be warrantied for 1 year from date of written acceptance by the government.
4.0 Delivery or Deliverables
All deliverables shall be shipped to the Elko District Office location at 3900 Idaho Street, Elko, NV 89801.

All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer.]
5.0 Meetings
For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted through via telephone or via a method of communication (such as a Microsoft Teams, Zoom etc), as approved by the Contracting Officer.
5.1 Post-award Kickoff Meeting
Within __7___ business days of contract award, the Government will conduct a post-award kickoff meeting at the Nevada State Office. The selected vendor shall visit the site to discuss installation details and timelines before beginning the project.
