STATEMENT OF WORK
Intrusion Detection System Inspection and Testing
FY23
DATE: 11/29/2022
NATIONAL PARK SERVICE
MIDWEST REGION
1.0 Description
The National Park Service (NPS), Midwest Regional Office (MWRO) is issuing a solicitation for the inspection and testing of the facility’s intrusion detection system (IDS). Per the Interagency Security Committee (ISC), IDS systems within federal facilities shall be tested annually.
The MWRO is located at 601 Riverfront Drive, Omaha NE. It’s a 66,000 square foot 3-story facility that was built in 2004. The IDS consists of 54 zones with multiple motion detectors, door contacts, and duress devices.
The IDS is monitored by the Battle Creek Mega Center, in Battle Creek Michigan.
2.0 Definitions
• Approved: Acceptable to the authority having jurisdiction.
• AHJ: Authority Having Jurisdiction
• Contractor: As used within this specification refers to the primary contractor and/or subcontractor(s).
• Contracting Officer (CO): Government Agent with the authority to approve changes to the terms, conditions or price of the contract. NO OTHER PERSON IS AUTHORIZED to approve changes to the terms, conditions or price of the contract.
• COR: Contracting Officers Representative
• IDS: Intrusion Detection System
• Listed: Equipment, materials, or services included in a list published by Underwriters Laboratories (UL) or Factory Mutual (FM), and whose listing states that either the equipment, material, or service meets appropriate designated standards or has been tested and found suitable for a specified purpose.
3.0 General Requirements
3.1 Applicable Codes and Standards
• NFPA 731: Standard for the Installation of Premises Security Systems, 2023 Edition
3.2 Qualifications
Contractor: The contractor and/or proposed sub-contractors must:
• Be qualified in the inspection, testing, and maintenance of the premises security system including mechanical components incorporated into the premises security system.
Examples of qualified personnel:
• Personnel trained and certified by the equipment manufacturer
• Personnel licensed or certified by a federal, state, or local authority
• Personnel certified by an accreditation program or industry-recognized program acceptable by the AHJ.
• Trained and qualified personnel experienced in the servicing of premises security systems and employed by an organization listed by an approved testing laboratory.
3.3 Period of Performance
The period of performance shall be 120 days from issuance of the notice to proceed.
3.4 Work Hours
On-site work hours: Work shall generally be performed during normal business working hours of 8:30 a.m.
to 4:30 p.m., Monday through Friday, except when otherwise indicated.
Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the COR. Submit requests for work outside of the stated normal business hours to the COR for approval at least 48 hours in advance of the work.
3.5 Site and System Access
Contractor shall have limited use of the site for operations. Contractor and/or technicians will be accompanied by MWRO staff at all times.
3.6 Government Provided Materials and Support
• The Government will assign a point of contact to escort the contractor’s technicians and provide access to the facility and applicable areas. The Park Point of Contact is responsible for escorting the field technicians the entire time while on property and ensuring the field technicians have access to all areas of the facility that is protected by the IDS.
• The Government will provide an electronic version of the IDS inventory in an in MS Excel format.
• The Government will not provide staff to assist with inspection and testing tasks.
4.0 Specific Requirements
4.1 Project Schedule
Within 15 working days from issuance of the purchase order, the Contractor will coordinate a pre-site visit, a conference call, or a MS-Teams online meeting with the COR for logistical purposes and submit a proposed schedule of work.
4.2 Validate Intrusion Detection Inventory
The contractor will validate and correct the system inventory provided by the government. The inventory will be provided in an electronic Microsoft Excel format. The corrected inventory will be returned to the Government in the same electronic Microsoft Excel spreadsheet format.
• All un-documented systems, equipment and devices identified during the validation of the IDS inventory shall be inspected and tested as indicated in 4.3.
• Any additional work required needs to be approved by the CO prior to commencement.
4.3 Inspection and Testing of Intrusion Detection System
The Contractor shall conduct one inspection and test of the IDS, each associated device and supporting equipment (see Appendix A). An inspection and test will encompass testing requirements as outlined in NFPA 731 Chapter 10.4. Devices and associated equipment include but are not limited to the IDS, back-up power source, annunciators, door contacts, motion detectors, duress devices, and associated communication equipment.
5.0 Deliverables
5.1 Inspection and Test Reports
• Inspection and tests will be recorded on inspection report forms that comply with requirements from NFPA-731 Chapter 10.7.2.3.
• Reports are due to the COR within 10 working days of the completion of system inspection and testing.
• Reports must be formatted to 8.5 x 11 inches and submitted electronically in an Adobe PDF file format.
• Reports must be submitted in a type-written format. Handwritten reports will not be accepted.
5.2 Deficiency Cost Summary Report
• Descriptions of all individual deficiencies will be submitted electronically in Microsoft Excel format.
• Costs to repair deficiencies shall be broken down by labor and material cost.
Appendix A: Inventory of Intrusion Detection System and associated devices
IDS System - GE Interlogix NetworX NX-8E-CF integrated Commercial Intrusion/Fire System Approximately 54 zones (46 Active). 1 zone dedicated to a separate Fire Alarm Panel.
