2. Contract Title. Wood Canyon Fire Emergency Stabilization and Rehabilitation Fence Repair for the Bureau of Land Management (BLM) Safford Field Office located in Cochise County, Arizona.

3. Background. The Wood Canyon Fire burned approximately 2,320 acres in the Peloncillo Mountain Range. A total of 1.4 miles of range allotment fencing was burned in the fire and needs to be replaced.

4. Objectives. The work identified in this contract aligns with the Department of Interior Departmental Priority, “Working to conserve at least 30% each of our lands and waters by the year 2030”, by providing protection of the Peloncillo Wilderness area from unauthorized livestock grazing, which will help to preserve the wilderness characteristics and biodiversity of the area. This work also supports the Presidential Administration’s “America the Beautiful” Initiative priority, “Creating jobs by investing in restoration and resilience project and initiatives, including the Civilian Climate Corps,” through the creation of work regarding the restoration of critical infrastructure for livestock grazing management.

5. Scope. The scope of this requirement is to replace 1.4 miles of allotment boundary fence lines for allotments managed by the BLM. The fence lines directly impacted by the fire include 1.3 miles of allotment boundary fences between the High Lonesome Allotment and Little Doubtful Allotment as well as 0.1 miles of boundary fence between the High Lonesome Allotment and Midway Canyon Allotment. The fence consisted of a combination of steel and wooden material and therefore resulted in fence lines becoming damaged to the point of nonfunction. Repair of fence lines is necessary for livestock grazing management, and to prevent unauthorized grazing from occurring. If the fence repair is not completed there could be imminent danger to livestock as unauthorized cattle could affect the amount of forage available on each allotment for both livestock and wildlife. The naturalness of the Peloncillo Wilderness could also be impacted by the result of unauthorized cattle negatively impacting the health of the rangeland.

5.1 Description of work

5.1.1 Purchase, store, and transport all necessary materials (Attachment A).

5.1.2 Furnish necessary labor and transportation (see Section 5.3 Access for further details) to successfully complete the fence repairs, and properly remove and dispose of all scrap materials.

5.1.3 Complete the construction of 1.4 miles of fence, per the BLM Fence guidelines described (Attachment B). Deviations from the BLM Fence Specifications is allowed when necessary, to accommodate the terrain or topography but should be documented and reported to the COR/ Principle Investigator (PI) as it occurs.

5.2 Project Location

5.2.1 Work under this contract is in Cochise County, Arizona, in the Peloncillo Mountains, within the Peloncillo Wilderness.

5.2.2 The fence lines are grazing allotment boundary fences between multiple allotments.

5.2.3 The work locations are shown on the (See Attachment C).

5.3 Access

5.3.1 Access to the work site including transport of personnel, equipment, supplies, and materials will be the responsibility of the contractor.

5.3.2 Contractor will coordinate with the COR/PI upon award to coordinate access.

5.3.3 All portions of the fence lines are in remote, rough, and rugged terrain. A rough, two-track road in a drainage from private land to BLM-administered lands is available for access to the vicinity of the work area. This is shown as a green line on the map (See Attachment C) and identified as all-terrain vehicle, utility terrain vehicles (UTV), four-wheel drive access only. Alternate transportation of personnel and materials will be necessary during construction and to access the work site. Use UTV’s and pack animals may be permitted (See Attachment C).

5.3.4 Vegetation removal or trimming is only authorized within the fence line path to facilitate maintenance of the fence and not to create access routes. Vegetation removal can be accomplished using hand tools.
