About this file
This is a Statement of Work (SOW) for the replacement of insulation on the Lower Raceway Building at Ennis National Fish Hatchery in Ennis, Montana.
The contractor shall remove degraded batt insulation and vinyl protective covering from the Lower Raceway Building and replace it with closed-cell spray foam insulation. The work is scheduled for July 1, 2026 through August 31, 2026, with normal duty hours Monday through Friday from 7:30 a.m. to 3:30 p.m. The contractor must be appropriately licensed, accredited, and certified within Montana for insulation removal and installation work. Work must be performed in coordination with U.S. Fish and Wildlife Service representatives and completed in segmented workspaces to accommodate concurrent hatchery operations. The contractor is responsible for all removal, disposal, and installation materials and equipment, including dumpsters, safety equipment, and lifting equipment. Specific closed-cell spray foam specifications are required: R-14 IV HFO WIN HI (2 nominal inches minimum) for exterior walls and overhead doors, and R-21 IV HFO WIN HI (3 nominal inches minimum) for the roof. The contractor must take protective measures to prevent particles from drifting beyond the designated work area and must verify building dimensions. A pre-bid site visit is strongly encouraged. The government will provide restrooms, electricity, and water. Acceptance is contingent upon designated U.S. Fish and Wildlife Service representatives determining the work acceptable and in good working order, with quality control maintained according to industry standards. Primary technical coordinator is Ron Hopper, Hatchery Manager, at (406) 682-4847; secondary coordinator is Kristopher Johnson, Facility Management and Asset Management Coordinator, at 435-299-5150.

STATEMENT OF WORK
Service
Replace Insulation on Lower Raceway Building
1. General:
1.1 Ennis National Fish Hatchery (NFH), 180 Fish Hatchery Road, Ennis, MT 59729-9113.
Service, Replace Insulation on Lower Raceway Building.
1.2 Purpose/End Application: This project is to provide safe and energy efficient insulation in the Lower fish production building. Currently, the batt insulation and vinyl protective covering have become severely degraded from decades exposure to consistent water condensation, freeze/thaw, and icicle development. The insulation and vinyl covering is separating from the building, falling, and degrading into small particles, making work in the buildings unsafe for both humans and fish. The insulation and vinyl cover needs to be removed and replaced with closed cell spray foam.
1.3 Contractor Qualifications: The contractor shall be appropriately licensed, accredited, and certified within the state of Montana for the removal and installation insulation.
1.4 Other: The contractor shall follow all associated regulations and laws including Federal, State, and County.
2. Place of Performance and Period of Performance
2.1 Work is to be performed on The Lower Raceway Building at Ennis National Fish Hatchery
(NFH), 180 Fish Hatchery Road, Ennis, MT 59729-911.
2.2 Period of Performance July 1, 2026 - August 31, 2026.
2.3 Normal duty hours Monday thru Friday 07:30 a.m. – 03:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
3.1 The contractor shall remove the current batt insulation and associate vinyl covering within multiple designated workspaces and dispose of materials according to all applicable local, state, and federal laws. Once the insulation is removed, the contractor shall install closed cell spray foam in the areas where the batt insulation and vinyl coverings were previously located.
3.1.1 The contractor shall coordinate with designated U.S. Fish and Wildlife Service representative at least one day prior to conducting work. Hatchery operations within the building occur concurrently with the insulation demolition and replacement, thus work within segmented workspaces within the building, including fish raceways, will need to be completed from demolition to installation of foam in segments. This is because the fish will need to be moved around by the hatchery staff as the work continues.
3.1.1.1 Contractor shall confine workspace to the area determined through coordination with the designated U.S. Fish and Wildlife Service representative at least one day prior. The station will need to relocate fish each time the designated workspace is changed.
3.1.2 The contractor shall take all protective measures to confine and prevent particles from the insulation and vinyl removal, and from the installation of the closed cell spray foam drifting past the specified work area; to include all safety equipment required for contractor’s workers within the workspace.
3.1.3 The contractor shall remove the current batt insulation and associated vinyl covering from the ceiling and walls within the designated workspaces and lawfully dispose in qualified disposal sites:
landfills, transfer stations, etc.
3.1.4 The contractor shall install closed cell spray foam in the spaces where the batt insulation and vinyl coverings were previously located.
A. Exterior Walls: Closed-cell, high-lift spray foam insulation, R-14 IV HFO WIN HI, 2 nominal inches minimum.
B. Roof: Closed-cell, high-lift spray foam insulation, R-21 IV HFO WIN HI, 3 nominal inches minimum.

3.2 The contractor shall be responsible for verifying the dimensions for the Lower Raceway
Building that require the work to be completed.

Necessary information and/or potential issues missed by the contractor that could have been observed from a site visit shall be solely the responsibility of the contractor, financially or otherwise.
