STATEMENT OF WORK
DRAFT PLAN FRAMEWORKS TO SUPPORT THE PROPOSED SOUTH FARALLON
ISLANDS HOUSE MOUSE ERADICATION PROJECT
14 AUGUST 2020
The U.S. Fish and Wildlife Service (Service), Farallon Islands National Wildlife Refuge (Refuge), has a need for assistance in the production of multiple draft plan frameworks in support of the South Farallon Islands House Mouse Eradication Project. These draft plan frameworks will be prepared to support a Federal Coastal Consistency Determination and will provide the templates and basic information for the preparation of final plans to be prepared during the expected implementation phase of the project. Draft Plan Frameworks will utilize formats from existing plans (if available) from previous but similar rodent eradication projects, then populated with available information specific to the South Farallon Islands project.
Available information specific to the Farallon project includes that which is provided in the South Farallon Islands House Mouse Eradication Project Final Environmental Impact Statement (USFWS 2019), specific to the identified preferred alternative, Alternative B: Aerial Broadcast of Brodifacoum-25D, and any other information provided by the Service for inclusion. For draft plan frameworks to which a previous plan is not available, the Service will provide guidance and information for their preparation.
As noted above, final products will be draft plan frameworks to include only information available at this time. It is understood that many details of the plans will not be determined until after the National Environmental Policy Act (NEPA) planning process for the project is completed and the Service, working with other contractors and/or partners, will begin the implementation phase. Thus, draft plan frameworks will be considerably shorter and less detailed than final plans. It is expected that final plans will be prepared by contractors and/or cooperators who will be assisting the Service with project implementation.
Plans from previous projects in the possession of the Refuge can be provided to the contractor to assist with preparation of draft plan frameworks. Other final plans also may be obtained.
Contractor will provide a suggested template, including draft Table of Contents listing all header and sub-header titles, for Service approval prior to preparing each draft plan framework.
The draft plan frameworks required are:
• Operational Plan
• Mitigation Plan
• Monitoring Plan
• Bait Spill Contingency Plan
• Non-target Contingency Plan
For the Bait Spill and Non-target contingency plans, initial drafts have been prepared. Contractor will incorporate additional information and comments into these draft plans for the final product.
The contractor will work closely with the Service Contracting Officer’s Representative (COR) in preparation and review of the draft plan frameworks.
Review: The Service will provide written comments of draft products within 30 business days.
Contractor will provide final products within 14 business days after receiving comments.
