About this file
This is a Statement of Work (SOW) for Next Generation Jammer Mid-Band (NGJ-MB) Radome Painting Training, issued by Naval Surface Warfare Center (NSWC) Crane with reference number WXS-0490.
The SOW establishes the scope for a supplier to conduct on-site radome painting training and process demonstration for the NGJ-MB Forward Radome. The supplier must provide a test specimen (either a scrap shell from LRIP 3 production or accept a bare radome assembly provided by the customer) and all production and ancillary materials required for painting. The painting process follows the current NGJ-MB production methodology using a multi-layer coating approach consisting of primer, base coat, and top coat. The supplier shall host the customer team (approximately 6 visitors) for an on-site production process review, then perform comprehensive painting activities in the presence of team representatives. Specific work tasks include surface preparation, surfacing application, conductive primer mixing and application with resistance testing, base coat application, top coat application, and full inspection. The supplier must measure and document primer resistivity, coating thicknesses for all layers, and paint quality, with all results targeted to production standards. The expected period of performance is 4-5 days for on-site technical exchange and process witnessing, with dates to be coordinated with the team. Deliverables include material data documentation (part numbers, manufacturer, brand, lot/batch, expiration dates) and all inspection and test data. The point of contact is Andrew Galvin at andrew.g.galvin.civ@us.navy.mil, 812-381-3932.

Statement of Work (SOW) for Next Generation Jammer Mid-Band
Radome Painting Training
WXS-0490
1.0 Overview
This Statement of Work (SOW) is intended to provide direction and work scope related to the painting/ coating of an NGJ-MB Forward Radome. It is to be executed by the Supplier in a coordinated effort with
Naval Surface Warfare Center (NSWC) Crane and NavAir.
The NGJ-MB Radome uses a multi-layer coating approach with primer, base coat, and top coat. This approach is referred to in general as “painting” in this SOW.
Throughout this SOW, the supplier executing the work is referred to as the “Supplier”, the NavAir Depot, NSWC Crane, is referred to as the “Customer” and the NSWC Crane and NavAir team is referred to as the “Team”.
2.0 Background
In an effort to stand up a NavAir Depot Repair capability for the NGJ-MB Radomes, additional information is being sought relative to the painting of the NGJ-MB Radomes. Information related to, but not limited to, material storage and handling, preparation, application, equipment, environments, and techniques is being sought.
3.0 Materials
Execution of this SOW will require a test specimen as well as all materials needed to perform the painting.
3.1 Test Specimen
The Supplier shall provide the following test specimen for painting:
• One (1) NGJ-MB Forward Radome Shell – Scrap shell from LRIP 3 production
Alternately, a bare (unpainted) Forward Radome Assembly may be provided by the Customer.
3.2 Materials
The Supplier shall be responsible for all production and ancillary materials needed to perform all activities required to paint the test specimen. Responsibility shall include but not be limited to acquisition, storage and disposal.
The Supplier shall document information about all materials used, including but not limited to, part number, manufacture, brand, lot/ batch, and expiration date.
4.0 Process
The current NGJ-MB Forward Radome production painting process shall be used. The revision of the process used shall be recorded at the time the work is executed.
5.0 Equipment
All equipment required to execute this SOW shall be provided by the Supplier.
6.0 Work Scope
The Supplier is to paint a bare Forward Radome, “Test Specimen”, to completion using the materials specified in the current NGJ-MB production process. The painting process shall be from start to finish and include bare material preparation, surfacing, primer mixing and application, base coat application, and top coat application.
At the Supplier’s discretion, a practice / trial run any of the activities in this section may be performed prior to performing them with the Team. The Supplier may use their own specimen(s), or Customer supplied specimen(s) if deemed necessary. Pertinent lessons learned from any practice activities shall be shared with the Team.
6.1 Production Process Review – On-Site
The Supplier shall host the Team for an on-site production process review of the painting.
(estimate 3 people from each organization for a total of 6 visitors). The review shall walk through the entire painting production process on the production floor. The Supplier shall ensure knowledgeable personnel are in attendance to answer technical questions.
6.2 Preparation for Processing
The Supplier shall be responsible for all preparation and ensure it is complete prior to start. Any tooling, masking and processes needed, are the responsibility of the Supplier.
6.3 Processing – Painting
The following process steps shall be performed by the Supplier on the identified Forward
Radome “Test Specimen”. The steps shall be reviewed in detail with the Team and performed in the presence of the Team unless otherwise agreed to.
The Supplier shall ensure Subject Matter Experts perform the operations and that knowledgeable personnel are in attendance to answer technical questions and allow time for related discussion.
6.3.1 Surface Preparation for Painting
Preparation of the bare composite surface for painting, including materials, processes, methods and techniques used.
6.3.2 Surfacing
Application of surfacer for painting, including materials, processes, methods and techniques used.
6.3.3 Application of Primer
Including mixing of the conductive primer and equipment used, application of the conductive primer and equipment, environment, process and techniques used, and resistance testing of the conductive primer and equipment and technique used.
6.3.4 Application of Base Coat
Including tooling, techniques, processes, equipment, environments, and materials used to apply the base coat and mask any transition areas.
6.3.5 Application of Top Coat
Including tooling, techniques, processes, equipment, environments, and materials used to apply the top coat and mask any transition areas.
6.3.6 Inspection
Including technique and criteria.
6.4 Inspection and Test
Full inspection of the painted Radome shall be performed by the Supplier. Inspection techniques and criteria used by the Supplier shall be shared with the Team.
6.4.1 Primer Resistivity
The supplier shall recommend techniques, procedures and equipment needed to measure the primer resistivity. The Supplier shall measure the resistivity. Resistivity of the primer shall be targeted to the range used in NGJ-MB Forward Radome production.
6.4.2 Coating Thicknesses
The supplier shall recommend techniques, procedures and equipment needed to measure the coating thicknesses. The Supplier shall measure the coating thickness of the primer, base coat, and top coat. Coating thicknesses shall be targeted to the range used in NGJ-
MB Forward Radome production.
6.4.3 Paint Quality
The supplier shall recommend techniques, procedures and equipment needed to measure the paint quality. The Supplier shall measure the quality of the final painted Radome.
Paint quality shall be IAW NGJ-MB production Radomes.
6.5 Acceptance
All activities shall be performed on a best effort basis.
7.0 Period of Performance and Duration
On-site technical exchange and process witnessing expected to be 4-5 days. Actual duration and dates to be coordinated with and agreed to by the Team.
