Statement of Work Colorado River Indian Irrigation Project (CRIIP) Delivery of Pre-blend 7 sack dry mix (Gunite)

Poston, Arizona - LaPaz County

1.0 NEED

Material (e.g. Pre-blend 7 sack dry mix concrete (Gunite) needed for repair of the CRIIP concrete line irrigation canal system. Due to high summer temperatures, the demand for farmland irrigation water is elevated. Due to the increased need for irrigation water the windows, in between watering cycles, for CRIIP system repair is extremely narrow.

2.0 RISK

The Bureau of Indian (BIA) is obligated by Trust responsibilities to manage and deliver irrigation water for the Colorado River Indian Tribe (CRIT). The BIA also collects pre-payment of irrigation water deliveries from local water users; local water users mainly consist of crop farmers. Due to the Trust responsibilities and collection of pre-payments for irrigation water, the BIA is now morally and legally responsible to complete the mission of delivering the irrigation waters through the CRIIP system. With portions of the irrigation system unable to safely and efficiently deliver irrigation waters, the BIA is open to tort claims from water users for damage to crops and lawsuit from the tribe for violation of Trust responsibilities.

3.0 BACKGROUND

The CRIIP system provides irrigation water for agricultural use on the CRIT Reservation. Construction of the CRIIP irrigation system first started in 1867. CRIT holds approximately 24% of Arizona’s water rights to the Colorado River, which is delivered through the CRIIP system. Farms lands located within the boundaries of the CRIT Reservation total approximately 80,000 acres. The estimated total annual crop value is approximately $144 Million.
