This is a Project Statement of Work (SOW) for underground utility locate and mapping services at Gateway Arch National Park in Saint Louis, Missouri, issued by the National Park Service on January 14, 2026.
The contract requires the contractor to identify and document the approximate horizontal location of existing subsurface utilities and irrigation systems within approximately 45 acres of the park's 91-acre grounds. Work must be completed within 90 calendar days, inclusive of 5 weather days. Services include non-invasive subsurface utility locating using industry-standard methods such as Ground-Penetrating Radar (GPR), Electromagnetic (EM) locating equipment, and/or sondes. The contractor must identify all detectable underground utilities including irrigation systems, water distribution lines, storm drain systems, and sewer system lines where accessible or detectable, and prepare non-survey-grade utility location maps and a digital report documenting methods, findings, and limitations. All work products are explicitly non-survey-grade and intended to support National Park Service planning, maintenance, and construction decision-making.
The contractor must conduct operations during normal business hours of 6:30 a.m. to 3 p.m., Monday through Friday, with prior approval required for work outside these hours. Work is confined to designated areas shown on an attached site map (Appendix A), with storage and staging limited to the maintenance yard outlined in red. The contractor must provide all temporary services, equipment, tools, and skilled labor; comply with National Park Service regulations and park rules; maintain environmental protection standards; and submit detailed product data samples with the bid showing final utility location map examples. All submittals must use the NPS CM-16 Transmittal Form and be submitted at least 15 days prior to approval need. A one-year workmanship warranty applies following project acceptance. Vehicle and driver background checks are required for site access.
