About this file
This is a Statement of Work (SOW) for an electrical upgrade and installation project at the Rachel Carson National Wildlife Refuge in Wells, Maine.
The project involves upgrading the site's electrical infrastructure to support current operational demands and future expansion. The work comprises three primary tasks: (1) upgrading or replacing the existing 25 kVA pad-mounted transformer to provide two new 200-amp electrical services—one for the existing Fire Cache Building and one for a future pre-engineered metal building (PEMB)—while maintaining the existing service to the Manor Building, with all coordination managed through Central Maine Power; (2) installing underground electrical conduits approximately 220 feet from the transformer to the planned PEMB location to support future 200-amp service; and (3) providing complete 200-amp electrical service and full interior electrical installation for the Fire Cache Building (40' × 60' with 15' ceiling height), including service stub-out and feed, 200-amp main electrical panel with branch breakers, general-purpose outlets with industrial-grade stainless steel fixtures, LED interior and exterior lighting, electrical connections for the propane heating system, and generator receptacles. All work must comply with the National Electrical Code (NFPA 70), Maine Fuel Board codes, manufacturer installation instructions, local coastal building codes, and OSHA standards. The contractor is responsible for obtaining all federal, state, and local permits and must request final inspection at least ten days in advance, with completion verified for all systems operational and the project site thoroughly cleaned and ready for use. Project submittals are required in MSWord, Adobe, and AutoCAD formats, including manufacturer technical data, installation instructions, warranty information, and all test reports.

U.S. Fish and Wildlife Service – RCNWR 1 of 5 SOW – Electrical Upgrade and Installation
STATEMENT OF WORK
Electrical Upgrade and Installation
PART 1 - PROJECT OVERVIEW
A. NOTICES
1. Project Information
Project Title: Electrical Upgrade and Installation
Location: U.S. Fish & Wildlife Service Rachel Carlson National Wildlife Refuge 429 Post Road Wells, ME 04090
Contracting Officer (CO): TBD
Project Engineer / Contracting Brian Waz, 413-253-8605, brian_waz@fws.gov Officer’s Representative (COR):
FWS Facilities Manager: Spencer Goodrich, 978-518-9739, spencer_goodrich@fws.gov
FWS Fire Program Manager: Christopher McCandless, 207-849-6793, christopher_mccandless@fws.gov
2. Project Overview
This project involves upgrading the site’s electrical infrastructure to meet both current operational demands and future expansion needs. The work includes installing either a new, larger pad mounted transformer or retaining the existing transformer and adding a step-up transformer, depending on what Central Maine Power ultimately approves and requires. The upgraded transformer capacity will support two new separate 200-amp services—one dedicated to the existing Fire Cache Building and one reserved for the future pre-engineered metal building (PEMB) and maintain the existing service to the Manor Building (Refer to App. 1). As part of this improvement, underground conduits will be stubbed out to both the existing Fire Cache Building and the future PEMB, ensuring proper routing for immediate and future electrical connections. Additionally, the project provides a complete 200-amp electrical service and full interior electrical installation for the Fire Cache Building, including lighting, outlets, and power for the propane heating system. An existing utility plan will be provided upon award of this contract. All work shall comply with all federal, state, and local codes and regulations, and with industry standards.

B. PROJECT DETAILS:
1. Description of Work:
Task 1 — Transformer Upgrade / Step-Up Transformer Addition:
The existing 25 kVA transformer (Refer to App. 3 – Photos) is undersized for future electrical requirements at the site. Work under this task includes:
• Upgrade to a larger pad mounted transformer or add a step-up transformer while keeping the existing transformer in place. The transformer system needs to supply power to the existing Manor building,
• Transformer must be sized to provide two new 200-amp services, and maintain the existing service for the Manor Building (Refer to Appendix 1):
– The existing service for the Manor Building
– One for the existing Fire Cache Building
– One for the future PEMB
• Provide all coordination with Central Maine Power (CMP), including service design confirmation, utility requirements, pad configuration, and energization.
• Install all utility-required equipment and grounding.
Task 2 — Underground Conduit Stub-Out to Future PEMB:
Provide and install underground electrical conduits to support a future 200-amp service to the PEMB.
Work includes:
• Trenching approximately ±220 feet from the existing transformer location to the planned PEMB footprint.
• Installation of appropriately sized conduits for future service conductors.
• Furnish pull strings, mark location, cap and seal conduits for future conductor installation.
• Backfill, compaction, and restoration of disturbed surfaces.
Task 3 — Electrical Service & Interior Electrical Work for Existing Fire Cache Building:
Provide a complete new 200-amp electrical service and interior electrical system for the 40' × 60' Fire Cache Building (15' ceiling height). Work includes:
• 3A — New 200-Amp Service Stub-Out and Feed
– Trenching approximately ±350 feet from the existing transformer location to the existing Fire Cache building.
– Install service conductors, service disconnect, grounding electrode system, and any utility-required equipment.
– Coordinate with Central Maine Power for service activation.
– Provide electrical metering equipment as required by Central Maine Power.
U.S. Fish and Wildlife Service – RCNWR 3 of 5
• 3B — 200-Amp Main Electrical Panel
