Summary of Statement of Work – Security Fence Replacement

This is a Statement of Work for the replacement of a deteriorated security fence at McFaddin National Wildlife Refuge's shop facility located at 5632 Clam Lake Road, Sabine Pass, Texas 77655. The project has a period of performance of 53 days, with normal duty hours Monday through Friday from 8:00 a.m. to 4:30 p.m. The awardee must have prior experience in chain link security fence construction. No government-furnished equipment or information will be provided, and no data management plan is required.

The scope of work requires removal and disposal of the existing fence, followed by installation of approximately 921 linear feet of new 7-foot-tall galvanized chain link fencing using 9-gauge mesh with 3-inch schedule 40 corner, gate, and terminal posts set in concrete; 1 5/8-inch schedule 40 line posts and top rail; 3 strands of barbed wire above the top rail; and all necessary hardware. Fence post spacing cannot exceed 10 feet. The contractor must also install one 5-foot walk gate, one 20-foot double gate, and one 40-foot double gate (using 6 5/8-inch schedule 40 gate posts), all complete with necessary hardware. All materials must be galvanized and verified against shipping labels or tags prior to installation. The contractor must clean up and haul away all debris and secure the site prior to any weekend or holiday. Government acceptance is contingent upon satisfying all requirements outlined in sections 3.1 through 3.9. The primary technical coordinator responsible for the final product will be determined before project commencement.

STATEMENT OF WORK

Security Fence Replacement

1. General:

1.1 McFaddin NWR needs to have the security fence replaced around our shop facility located at 5632 Clam Lake Rd., Sabine Pass, Texas 77655.

1.2 Purpose/End Application: The existing fence is deteriorating to the elements and needs to be replaced in order to secure facilities, equipment, and materials contained within from theft, vandalism, etc…

1.3 Contractor Qualifications: Awardee must have experience in chain link security fence construction.

1.4 Other: None

2. Place of Performance and Period of Performance:

2.1 The project is located at 5632 Clam Lake Rd., Sabine Pass, Texas 77655.

2.2 Period of Performance will be 53 days.

2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope:

3.1 Existing fence shall be removed and hauled off.

3.2 All materials shall be galvanized.

3.3 Contractor shall install approximately 921’ of new 7’ tall galvanized chain link fence using 9 gauge mesh, 3” sch 40 corner, gate and terminal posts set in concrete, 1 5/8” sch 40 line posts, 1 5/8” sch 40 top rail, 3 strands of barbed wire above top rail, and all necessary hardware.

3.4 Spacing between fence posts shall not exceed 10 feet.

3.5 Contractor shall install 1-5’ sch 40 walk gate complete with all necessary hardware.

3.6 Contractor shall install 1-20’ sch 40 double gate complete with all necessary hardware.

3.7 Contractor shall install 1-40’sch 40 double gate using 6 5/8” sch. 40 gate posts set in concrete complete with all necessary hardware.

3.8 Contractor shall lean up and haul off all debris.

3.9 Site shall be secured prior to any weekend or holiday.

4. Deliverables and/or Delivery Schedule:

4.1 Remove existing fence and haul off. All materials must be galvanized. Install approximately 921’ of new 7’ tall galvanized chain link fence using 9 gauge mesh, 3” sch 40 corner, gate and terminal posts set in concrete, 1 5/8” sch 40 line posts, 1 5/8” sch 40 top rail, 3 strands of barbed wire above top rail, and all necessary hardware. 5. Data Management Plan (DMP) for Science Data Agency Reference.

5.1 None.

6. Government-Furnished Equipment (GFE) / Government-Furnished Information

(GFI):

6.1 None.

7. Evaluation and Acceptance:

7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: Satisfying all requirements contained in 3.1-3.9.

8. Quality Control/Quality Assurance:

8.1 All materials must come with a shipping label, be marked, or be tagged in such a way they can be verified they meet the requirements outline in section 3 (i.e. galvanized, gauge, etc…).

Materials will be verified prior to installation.

9. Technical Coordinator:

9.1 Primary individual responsible for the final product will be determined prior to the start of the project.
