GENERAL INFORMATION AND REQUIREMENTS
SECTION 01009
PART 1: GENERAL
1.1 SUMMARY
A. Description of Work: Furnishing all labor, equipment, supplies, and materials necessary to construct a hardened crossing in Dog Creek. This will include removing an existing culvert.
B. Location: Work under this Contract is located at the in-Dog Creek; approx. 2 miles south of
Winifred, Montana, Fergus County, Montana, as shown on the vicinity map and work area drawings.
C. Work Data Sheet: Designates the type and quantity of work required at each project location, and dimensions required for typical drawings.
1.2 REFERENCES
A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. 1.3 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS
A. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as-built drawings, payrolls, and work schedules.
B. Requirements: Refer to specifications for submittals required. Allow at least five (5) working days for review. Submittals shall be delivered to the Contracting Officer.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.5 CERTIFICATES OF CONFORMANCE
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a
Certificate of Conformance may be sampled and tested. Installation of materials on the basis of
Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The Certificate of Conformance provided by the supplier shall:
1. State that the named product conforms to the Contract requirements.
2. Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.
4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.6 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.7 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site.
Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
1.8 PROJECT/SITE CONDITIONS
A. Access to the Work:
1. Access to the work shall be provided by and at the Contractor’s expense.
Building of access roads across lands under the jurisdiction of the Bureau of Land
Management shall not be undertaken without prior written approval of the Contracting
Officer.
2. Public or private access roads damaged by the Contractor shall be restored, at the
Contractor’s expense, to the same condition they were in at the commencement of work.
3. Access shall be accomplished with regard for environmental considerations.
B. Environmental Considerations: Vehicles and equipment shall be cleaned and weed-free before entering/re-entering the project site to prevent the transfer of noxious weeds. Operations of the
Contractor (including storage of materials, project office, camping area, and equipment parking) upon Government premises shall be confined to areas approved by the Contracting Officer. The surrounding landscape shall not be disturbed. Disturbance to the landscape will result in the cessation of operations and written permission from the Contracting Officer will be required prior to resuming work. In the event that it is disturbed, the Contractor shall restore that area at the Contractor’s expense. Government premises adjacent to the construction site shall be made available for use by the Contractor without cost whenever such use will not interfere with the other Government activities.

1.9 SEQUENCING AND SCHEDULING
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within three (3) calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.
PART 2: PRODUCTS
There are no applicable requirements.
PART 3: EXECUTION
3.1 PROJECT MEETINGS
A. Pre-Work Conference:
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. Attendance: The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. Presentation: Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Location: Meetings shall be held at the project site, or as determined by the Contracting
Officer.
2. Notification: May be called by either the Contracting Officer or the Contractor. Requested meetings shall state who should attend and include an agenda.
C. Final Inspection:
1. Location: A final inspection meeting shall be held at the project site, or as determined by the Contracting Officer.
2. Notification: The Contractor shall notify the Contracting Officer in writing at least three (3) working days before the completion date so the Government can schedule a final inspection.
3. Location: The superintendent shall be present during this inspection.
3.2 PREPARATION
A. Work Layout: The Government will set construction stakes to give the Contractor approximate assembly locations for the work executed under the Contract. . Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the
Contractor's expense.

3.3 DISPOSAL OF DEBRIS
A. Requirements: All waste, including scraps and packing materials (empty wire spools, wooden pallets, metal bands, plastic sacks, cardboard boxes, etc.), resulting from construction of the fence shall become the property of the Contractor and shall be removed from the site by the Contractor.
Disposal of materials in a legal manner and payment of fees required shall be the Contractor's responsibility. Burning of removed materials is not permitted on the work site.
B. The contractor shall salvage the existing culvert and leave it on site against the corals 250’ away from the crossing.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will not be measured for payment. This contract will be paid for on a lump sum basis for all work shown on the drawings and described in the specifications.
4.2 BASIS OF PAYMENT
A. Payment: Will be on the lump sum for all work described in the method of measurement sections..

PART 1 - GENERAL
A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.

PART 4 - MEASUREMENT AND PAYMENT
4.01 METHOD OF MEASUREMENT:
A. Units: Progress payments will be made as follows:
1. When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.
2. When 10% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original Contract amount, whichever is lesser, will be paid.
3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original Contract amount will be paid.
4. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
4.02 BASIS OF PAYMENT:
Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the bid price for other items of the Contract. Prices and payment will be full compensation for the work described in this section. Payment will be made under:

SECTION 02315
EXCAVATION AND FILL
PART 1 GENERAL
A. Section Includes: Excavation, grade-to-drain excavation, embankment in place construction, placement, and disposal of excess excavation materials as shown on the drawings.
B. Description of work: This project includes the removal of a culvert and the construction of a hardened crossing. The culvert shall be removed and salvaged as best as the contractor is capable of and shall be positioned next to the corrals 200’ away from the crossing. The contractor shall dewater and excavate the embankment containing the culvert to elevations and locations staked in the field by the government. A foundation of riprap shall be installed with a geo-cell laver over that. Concrete planks cabled together will finish the construction activities. Regrading the approach and exit of the crossing will also be required.

1.2 DEFINITIONS
A. Unclassified Excavation: Consists of the material excavation and placement regardless of its nature.
B. Rock Excavation: Removal of material is rock excavation when it consists of igneous, metamorphic, and sedimentary rock which cannot be excavated without blasting or the use of a tractor having a power rating in excess of [195] net horsepower, with a rear-mounted, heavy-duty, single-tooth, ripping attachment.
C. Common Excavation: Removal of materials which can be excavated using a rear-mounted, heavy-duty, single-tooth ripping attachment mounted on a crawler tractor with a power rating of [195] net horsepower or less shall be considered common excavation.
D. Muck Excavation: Shall consist of the removal and disposal of deposits of saturated or unsaturated mixtures of soils and organic matter not suitable for foundation material regardless of moisture content.
E. Fill Material: Shall be mineral soil free from peat, frozen material, brush, trees, roots over 2 inches in diameter and rocks over 6 inches in greatest diameter obtained from site during excavation.
F. Topsoil: Surface soil approximately 6 inches in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 1 inch in diameter.

1.3 PROJECT/SITE CONDITIONS
A. Excess Material: Usable excess material excavated shall be used in the embankment construction before the use of borrow is allowed. Borrow wasting is not permitted.
B. Drainage of Excess Excavation disposal areas and borrow pits: Borrow pits, gravel pits, quarry sites, and waste or disposal areas shall be excavated so that water will not collect and stand.
C. The contractor is solely responsible for dewatering activities. In the event dewatering becomes necessary the contractor shall provide the government with a plan and schedule to accomplish this activity.
D. The contractor is solely responsible for having all underground utilities marked out and located. This includes the US Air Force communication cables that may or may not exist in this area. Call before digging 1-800-424-55555 is required. The contractor is responsible for the funding to repair any damage that he or his employees cause as a consequence of construction activities.
PART 2 PRODUCTS
2.1 MATERIALS
A. General: See definitions.
B. Fill Material: Shall be obtained from the unclassified excavation. Material from excavation shall be used unless it contains ice or frozen earth, debris, high moisture content, or is specified in other sections to be replaced. Materials removed in topsoil salvage and place shall not be used for backfill or embankment.
C. Any and all fill materials will be obtained from sources within 200’ of the proposed crossing.
D. Fill will consist of riprap and 4” thk. geo-cells and pre-cast cabled concrete planks. See drawings for the layout and cross sections.
PART 3 EXECUTION
3.1 PREPARATION
A. Topsoil Salvage and Place: the contractor shall salvage all top soil disturbed. A locations withing 200 of the crossing will be designated by the government for the stockpile location.
B. Embankment in Place: This work shall be performed in accordance with the requirements set forth in Section 02230 of the MPW Standard Specifications.
C. Excess Excavation (Waste). Any of excavation will be wasted in low areas near the roadway designated by the Contracting Officer. Waste areas shall be scarified, topsoiled and reseeded upon completion of excavation operations.

3.2 INSTALLATION
A. Excavation: Excavate where shown on the drawing, and staked in the field. Excavate as shown on the drawings unless staked otherwise.
B. Sub-grade Compaction: In areas where earthfill, or granular embankments are to be constructed and in areas where excavation exposes the subgrade surface upon which the new roadway will be constructed. The contractor shall make all reasonable efforts not to over excavate the crossing site. In the event over excavation occurs the contractor shall use
MTDOT approved ¾” crushed sub-base to bring the excavation up to the correct elevation.
Compact as per 3.3 B..
C. Disposal of Materials: Excess and unsuitable material including rock and boulders that cannot be used in embankments, shall be disposed of on ground adjacent to the project. The
Contractor is responsible for obtaining approval from the Contracting office to determine where the unsuitable material is to be disposed of. Any rock or boulders encountered during excavation, or present elsewhere on the project, shall be gathered by the Contractor and placed near the inlet and outlets of culverts, where directed by the Contracting Officer.
D. Use of Borrow Material: Do not use borrow material until after the materials obtained from required excavation have been placed in the fill, unless otherwise directed by the
Contracting Officer. When more borrow is placed than is required, and required excavation is wasted, the waste shall be replaced in the borrow area at the Contractor's expense. The amount of borrow material will be paid for as required excavation.
E. Fill Material: Shall be spread over the full width of the cross section of the embankment to a maximum loose thickness of 6 inches, and shall be compacted as specified in paragraphs
3.3B Moisture Content and 3.3C Compaction below, before the next layer is spread. Use only a vibratory smooth-face steel drum roller weighing a minimum of 5000 pounds per lineal foot of compactor width to obtain the required degree of compaction. The in-place materials shall be free of lenses, pockets, streaks, or layers of materials differing substantially in texture or gradation from the surrounding materials.
F. Frozen Material: Shall not be placed, nor shall any material be placed upon a frozen surface.
3.3 FIELD QUALITY CONTROL
A. Testing: The Government will perform the required testing, recording, and distributing of the results. The Government will conduct the performance and acceptance tests of the embankment in place and crushed aggregate surface course and gravel aggregate base course in accordance with the requirements of the Montana Public Works Standard
Specifications Section 02230.
B. Moisture Content: During placing and compacting of fill material, the optimum moisture content (-4% to +2%) as determined by AASHTO T 217 or AASHTO T 239, unless otherwise approved, shall be maintained by wetting or drying.
C. Compaction: The fill material and gravel aggregate surface course shall be compacted to a minimum density of 95% of the maximum dry density as determined by AASHTO T
99, Method C.

CRUSHED AGGREGATE USED IN GEOCELLS
PART 1 GENERAL
A. Section Includes: Furnishing, placing and compacting gravel aggregate use in GeoCells on a prepared subgrade surface, B. Related Sections:

1.2 REFERENCES

1.3 SUBMITTALS
A. General: Submittals shall be according to Section 01009 - General Information and
Requirements.
B. Test Data: Contracting Officer shall obtain samples from the gravel source. Contractor shall notify the Contracting Officer in writing, at least one day in advance, of dates of testing the gravel source.
C. Certificates of Conformance: Submit three copies of written certification from the supplier of the
Contractor-furnished gravel aggregate base course and three copies of written certification from the supplier of the Contractor-furnished crushed aggregate surface course to be used on this project, stating that it conforms to the requirements of this specification section.
C. Samples: Samples of both the gravel aggregate base course and the crushed aggregate surface course will be obtained from the windrow on the project.
1.4 QUALITY ASSURANCE
A. Quality Assurance Plan: Tests will be taken by the Government from the gravel windrow on the project for quality assurance. Material not meeting the requirements of these specifications will be removed from the project or processed and reworked on the project until it meets the specifications.
1.5 DELIVERY, STORAGE AND HANDLING
A. Delivery: Mitigate spillage or damage that occurs during delivery. Contractor is responsible for repair of any damage to the haul route roads during hauling from the source of gravel to the project. Contractor is advised that a video of the haul route will be obtained prior to hauling, to be used as quality control. Any damage to the haul route due to the Contractor’s hauling operation will be repaired by the Contractor, at the Contractor’s sole expense. Contractor shall notify the Contracting Officer in writing, one week prior to commencing hauling operations. At a minimum, the Contractor shall dry blade the entire, gravel-surfaced and/or dirt-surfaced portion of the haul route after hauling is complete. The Contractor shall provide any necessary safety signs and water for dust control for the entire haul route.

1.6 PROJECT/SITE CONDITIONS
A. Excess Materials: Shall be removed from the site at the end of construction
1.7 WARRANTY
A. Requirements: If the Gravel Aggregate is found to be not durable within 12 months after work completion, it shall be replaced at the Contractor's expense.
PART 2 PRODUCTS
2.1 MATERIALS
A. Aggregate for Gravel Aggregate Base Course: Shall consist of hard, durable particles or fragments of natural gravel or may consist of crushed stone. Aggregate shall consist of crushed stone. Materials that break up when alternately frozen and thawed or wetted and dried shall not be used.
1. Material shall be free from organic matter and lumps or balls of clay.
2. Aggregate gradation shall conform to the requirements of Table 2-1 for Crushed
Aggregate. Gradation of each designated size of aggregates shall be obtained by screening or blending processes as may be necessary. The Contractor may provide crushed aggregate, provided it meets these specifications, at the unit price bid for Gravel Aggregate
Base Course. The Contractor shall provide crushed aggregate meeting these specifications for the crushed aggregate surface course.

PART 3 EXECUTION
3.1 PREPARATION:
A. The gravel aggregate The material shall be placed along the roadway surface, spread evenly as per the GeoCell manufacturer’s instructions and specifications. The method of dumping and spreading shall be determined by the manufacturer’s installation requirements and approved by the Contracting Officer. The spread material shall be free from segregation.
3.2 INSTALLATION
A. General: The material shall be placed as per the GeoCell Manufacturer’s specifications
1. Placing shall be from vehicles equipped to distribute the material in a continuous uniform layer.
B. Spreading: When uniformly mixed, the mixture shall be spread smoothly for compaction to the required thickness.
C. Compacting: Immediately following final spreading and smoothing, each layer shall be compacted to the full width by approved compaction equipment. Rolling shall progress gradually from the sides to the center, parallel to the centerline of the road, and shall continue until the surface has been rolled. Irregularities or depressions that develop shall be corrected by loosening the material at these places. Add or remove material until the surface is smooth and uniform.
3.3 FIELD QUALITY CONTROL
A. The installation shall be inspected and compared to the explicit manufacturer’s specifications

MISCELLANEOUS
PART 1: GENERAL
1.01 SUMMARY:
A. Section Includes: 4” thk plastic geo-cell, and geotextile purchased and installed, Concrete Crossing planks purchased and installed, Riprap purchased and installed
B. .03 SUBMITTALS:
A. Requirements: The Contractor shall submit the Manufacturer's Certificate of Compliance for materials. SUBMITTALS shall be in accordance with Section 01009 - General Information and Requirements.
PART 2: PRODUCTS
2.02 CONTRACTOR-FURNISHED MATERIALS:
A. Envirogrid Geocells 4” thick with expanded size or 10.2” X 8.8” GeoCell systems or equal.
B. Geotex 801 nonwoven geotextile fabric or equal
C. Cable: Shall be ½” stainless steel cable with stainless steel clamps.
D. Cabled concrete crossing planks. 12’ long, 14” wide, and 4” thk. Fabricate using 4000 psi
5.0% ± 1.0% air entrained concrete. Mnium of (2) No. 3 steel reinforcing rods per plank equally spaced. (2) pipes to thread 1.2” stainless cables thru per plank aligned to accept the cable from plank to plank. The surface of the planks shall be roughed to provide traction. Casino Creek Concrete’s or equal.
E. Riprap
a. Furnish stone that is hard, durable, and angular in shape, resistant to weathering and water action, free from overburden, spoil, shale, structural defects, and organic material.
b. Each stone must have its greatest dimension not greater than three times its least dimension.
c. Do not use rounded stone or boulders from a streambed source as riprap. Do not use shale or stone with shale seams.
d. The stone will be accepted based on visual analysis, the Department's riprap evaluation form, or both. Submit samples before placing the riprap.

e. The base under the GeoCell shall consist of class I riprap and shall be machine adjusted to create a uniform surface in order to accepted the GeoCell.
f. The riprap on the down stream side of the crossing shall be class II riprap machine placed with a uniform surface at the top.
g. Provide a geotextile layer between the natural surface under the riprap and between the riprap and GeoCell.
PART 3: EXECUTION
3.02 INSTALLATION:
A. Installation:
1. Install geocells as per manufacturer’s instructions and specifications. Contractor shall not damage the geocells by running over them before they are completely filled with specified aggregate.
2. Overlap geotextile a min of 12” when necessary to get require coverage.
3. Run SS cable thru provided pipe cutouts and secure with cable clamps at each end. Draw the planks together as tight as possible before clamping.
4. The contractor shall install a single layer of Geotex 801 or equal between the subgrade, and riprap, between riprap and geocell, and between the geocells and concrete planks.
5. The base under the GeoCell shall consist of class I riprap and shall be machine adjusted to create a uniform surface in order to accept the GeoCell.
6. The riprap on the downstream side of the crossing shall be class II riprap machine placed with a uniform surface at the top.
