About this file
This Statement of Work (SOW) details a roof replacement project for the Blackwater National Wildlife Refuge Visitor Center located in Cambridge, MD. The project involves removing approximately 13,500 square feet of existing shingled roof and replacing it with a 24-gauge standing seam metal roof designed to meet FEMA specifications for 150-mph hurricane wind zones. Key requirements include removing existing roofing materials, inspecting and preparing the subsurface, installing metal roofing panels with a concealed fastening system, properly sealing all penetrations and transitions, and ensuring compliance with safety regulations.
The contractor will be responsible for providing all labor, materials, and equipment, following manufacturer installation guidelines, maintaining a clean work environment, and obtaining necessary permits. The roof must use silver/gray metal panels from the provided Titan Steel Corporation color chart, with specific technical requirements for panel design, fastening, and thermal movement. The project emphasizes wind resistance, proper sealing, and adherence to OSHA safety standards. Material submittals require government approval before installation, and the final project will be subject to inspection to ensure it meets all specified criteria, including FEMA wind resistance specifications and proper sealing of all roof elements.

Statement of Work (SOW)
Replacement of Shingled Roof with 24-Gauge Standing Seam Metal Roof
Blackwater NWR 2145 Key Wallace Drive Cambridge, MD 21613
Visitor Center
1. Project Overview:
The purpose of this project is to remove and replace the existing (approximately) 13,500 square feet of shingled roof with a 24-gauge standing seam metal roof that meets FEMA specifications for a 150-mph hurricane wind zone. The project includes structural assessment, subsurface preparation, sealing, flashing, and compliance with industry and safety standards.
2. Scope of Work:
2.1 Roof Removal and Inspection:
Remove all existing shingles and underlayment and dispose of refuse offsite at the expense of the contractor. Disposal certificates are to be submitted to the Project Manager prior to project completion.
Inspect the subsurface for integrity.
Any deteriorated or unsuitable subsurface material must be replaced by the contractor up to 20 sheets of in-kind sheeting prior to adding the FEMA-approved subsurface.
2.2 Installation of Standing Seam Metal Roof:
Standing seam metal roof silver/gray in color, see attached color chart for reference. (must be equal or better than chart provided).
Install a 24-gauge panel standing seam metal roof designed to withstand 150 mph hurricane winds per FEMA specifications.
Ensure proper alignment and fastening according to manufacturer recommendations and industry standards.
Roof System
Roof panels shall be of standing seam interlocking design and secured to the supports with a concealed structural fastening system.
The concealed attachment system shall eliminate all through fastener penetration of the exposed roofing surface into structural supports and allow the roof covering to move independently of any differential thermal movement by the framing system.
Roof panels shall be fastened to the support framing members with a concealed clip or backing device of steel having a protective metallic coating. Through penetration of the roofing surface by exposed fasteners shall occur only for non-structural connections at panel termination and roof perimeter flashing locations. Such fasteners shall be corrosion resistant aluminum-zinc alloy die cast head steel screws with weather seal washers.
Panel termination and perimeter flashings (attached to roof panels) shall be sealed with sealants recommended and furnished by the Manufacturer.
Any and all contractor installation error(s) and/or compromises to materials being installed shall be replaced at contractors expense. Final condition of materials are to be inspected and approved by
Program Manager.
Required closures shall be metal. Non-metal closures will not be acceptable.
Roof Trim Systems
Trim shall be designed to provide for expected movement of the roof panels due to thermal expansion and contraction. Details shall conform to the suggested details provided by the Manufacturer.
Roof Jacks Where Required
For pipe penetration openings 12 inches in diameter or smaller, flash and seal these penetrations to the roof panel by roof jacks.
Roof jack material shall be EPDM with an aluminum sealing ring base.
Installation of roof jacks must comply with Manufacturer's instructions.
Roof Curbs Where Required
The roof curb unit(s) shall be fabricated to the specifications of the roofing
Manufacturer, thereby assuring compatibility with the roof construction framing and covering.
The roof curb shall be of the size and design as required for the roof. It shall support the specific ventilating device in a nominally horizontal position above the weather surface of the roof and adequately deflect storm drainage around its periphery.
All sealants, closures, and fasteners, etc., shall be included for proper installation and performance.
Miscellaneous Materials:
Sealing compounds shall be as specified and supplied by the roofing Manufacturer.
Closures and fasteners shall conform to the roofing Manufacturer's standards compatible with the roof covering finish.
2.3 Subsurface and Sealing Requirements:
Install FEMA-approved subsurface material as required within a 150-mph hurricane zone.
Ensure all protrusions, vents, chimneys, and areas where the roof meets walls are properly sealed, flashed, and covered using best industry practices.
2.4 Safety and Compliance:
Maintain safe work conditions throughout the project in compliance all Federal, State and Local safety regulations to include;
29 CFR 1910 and 29 CFR 1926 Occupational Safety and Health Standards (OSHA)
Ensure work areas and work platforms meet safety standards.
Protect all areas from flying debris.
Secure building entrances to prevent damage or hazards.
3. Contractor Responsibilities:
Provide all necessary labor, materials, tools, and equipment to complete the project.
Ensure all work meets FEMA standards for 150 mph hurricane wind zones, tie down rafters to top plates.
Follow manufacturer installation guidelines for the roofing system.
Maintain a clean and organized work environment.
Conduct a final inspection and ensure project completion meets all requirements.
Material submittals are required for Government approval before any materials are installed on the project.
4. Project Timeline:
Milestones: Removal, subsurface preparation, installation, sealing, final inspection.
5. Acceptance Criteria:
Roof installation meets FEMA specifications for 150 mph wind resistance.
All penetrations and wall transitions are properly sealed and flashed.
Worksite is clean and safe upon project completion.
Final inspection approval by the project manager. The government reserves the right to inspect all work at any time.
6. Terms and Conditions:
Any unforeseen damages or necessary repairs outside the initial scope will require prior approval.
Payment terms and schedule to be agreed upon before work commencement.
Contractor is responsible for obtaining all necessary permits and inspections.
