About this file
This is a Statement of Work (SOW) for the construction of a new pole shed at Big Branch Marsh National Wildlife Refuge in Lacombe, LA. The project requires construction of a pre-engineered metal building measuring 120 feet long, 30 feet wide, and 16 feet tall, with a single slope roof and three enclosed sides (open end facing north), to be placed on a concrete slab.
The building specifications include detailed structural requirements such as Risk Category II designation, 150 MPH basic wind speed rating, and seismic design considerations. The structure will feature 24-gauge or heavier metal exterior with tan coloring and green trim to match existing buildings. Key components include a 6-inch minimum concrete slab with vapor retarder, steel moment frames, structural steel braced frames, and integrated design fabricated from plate steel. The contractor must comply with multiple building codes and standards, maintain environmental protections, and complete the project by June 30, 2025. The U.S. Fish and Wildlife Service will handle final grading, and no utilities are associated with this design. Weekly progress meetings are required, and the contractor must obtain all necessary permits and licenses.

General Description
1. Work shall consist of the following tasks to construct a pre-engineered metal building with the following specifications: 120 feet long, 30 feet wide and 16 tall with a single slope roof from front to back with metal sides, back and roof. The building will be designed placed on a concrete slab.
2. Contractor is responsible for all materials supplies and labor necessary to construct building.
3. All debris materials will become the contractor’s property and shall be removed from the site and disposed of in a legal manner.
4. The Contractor shall coordinate with the Refuge on appropriate stockpile (Laydown) location for material.
5. Contractor will be required to meet once a week at government specified times for progress meetings for an update status meeting.
6. The Contractor will, without additional expense to the Government, be responsible for obtaining
Page | 4 any necessary licenses, certifications, and permits and for complying with any applicable federal, state and municipal laws, codes, and regulations in regards to employment and the use of equipment necessary for the work.
7. The Contractor will provide a competent foreman or superintendent for each work crew. The supervisor must be capable of communication with the COR or designated inspector in English. The supervisor shall be with the crew at all times while they are working on the Refuge.
8. All equipment used in performing work shall be of the proper type, sufficient size, and be in such mechanical condition as to enable contractor to perform the work in accordance with these specifications and OSHA requirements. Contractor shall furnish all fuel, oil, grease, repairs, replacement parts and other expenses incidental to the operation of his equipment.
9. Upon completion of the site and prior to accepting the work as being completed, all trash, rubbish, and debris generated by contractor's operation shall be removed from Refuge land and disposed of in a sanitary landfill or other appropriate location designated by COR. To the extent practical, such trash or debris shall be removed and disposed of daily.
10. Smoking by contractor personnel is permitted only in cleared areas. Contractor will have on site a bucket with sand for the disposal and a 15lb fire CO2 extinguisher. Contractor will be held personally accountable for any fire caused by them.
11. The contractor shall take precautions to prevent pollution of streams, lakes, wetlands and reservoirs by fuel, oil, silt or other harmful materials. All stream courses and wetland areas shall be kept free of contractor generated debris.
12. Project will be completed from NTP to 06/30/2025. Any additional time will be submitted one week prior to designated completion date.
EXISTING CONDITIONS
The proposed site is located within the Refuge property. The area has been cleared of trees and the dirt pad has been constructed.
SITEWORK
A new building will be built facing and existing pole barn. The shed will have 3 side and the open end will be facing north.
GRADING
FWS will be responsible for final grading in accordance with the design.
UTILITIES
There are not and will not be any utilities in association with this design.

BUILDING SUMMARY
Page | 6
This pole shed building is assigned to Risk Category II. It will be constructed utilizing a pre-engineered metal building (PEMB).
Foundations
A soil supported slab-on-grade will be utilized. The slab will be reinforced with deformed reinforcing steel. A vapor retarder below the slab-on-grade will be used with a minimum of 6-inch concrete slab and footers/turndowns. Concrete turned down slabs bearing on grade beams will be used below exterior walls and spread foundations will be placed below all isolated column locations.
Superstructure The facilities will be one-story pre-engineered metal building (PEMB) of integrated design, fabricated from plate steel. The frames support wind girts in the walls as well as roof purlins or joists, which are oriented normal to the frames. The purlins (or joists) and girts, in turn, support the roof and wall panels.
Lateral System The lateral force resisting system proposed for this project will consist of a combination of structural steel moment frames and structural steel braced frames. Lateral resistance for the main building is derived from frame action in the direction of the main rigid frames and either braced frames or moment frames in the direction normal to the main frames.
Exterior Metal
All metal shall be 24 gauge or heavier and fastened with carbo steel or galvanized fastener screw.
Color
The building will be tan in color with green trim to match existing buildings.
