About this file
This is a Statement of Work (SOW) for the refurbishment and transfer of a 3,000-gallon fish transportation tank from an existing chassis to a new Freightliner M2-112 for the Pendills/Sullivan Creek National Fish Hatchery. The work is scheduled for November 14, 2024.
The SOW details four main components: 1) Tank transfer from the current chassis to the new Freightliner, including proper placement and balancing to meet DOT requirements; 2) New skirting construction using 5052 1/8" aluminum plate, incorporating utility lockers, LED lighting systems, and storage compartments; 3) Electrical system upgrades and testing; and 4) Tank refurbishment including weld repairs, corner reinforcement, replacement of knife valves, gaskets, hinges, locks, and aerator components. The work also includes complete surface preparation, painting with Imron Corlar 824S primer and Elite single stage polyurethane topcoat, and replacement of existing graphics. The contractor must transport vehicles if located beyond 200 miles from the hatchery, and all modifications must be reviewed by Pendills/Sullivan Creek NFH staff.

Scope of Work for Fish Distribution Tank Refurbishment/Transfer for the Pendills/Sullivan Creek National Fish Hatcheries
November 14, 2024
The Pendills/Sullivan Creek National Fish Hatchery requires the refurbishment and transfer of fish transportation tank from existing chassis to new Freightliner M2-112. This 3,000 gallon custom built tank is equipped with multiple life support systems incorporated into the design. The tank was constructed and mounted on a 2008 vehicle chassis in 2015.
A new chassis has been purchased for the tank so it must be transferred over. While the unit is down, maintenance is required on the tank to maintain its performance and appearance. The specific work required includes:
1. Tank Transfer: Remove tank and all associated equipment from the current tank bed. This includes all electrical connections and oxygen delivery systems. Tank and system to be installed on Service provided Freightliner M2- 112 Series chassis. (See figure 1). Vendor responsible for placement and balancing of tank to meet all federal DOT bridge and highway requirements under design load. (Contractor to send drawing to verify placement prior to installation). Vendor is responsible for transportation of vehicles to and from Pendills Creek NFH If location is beyond 200 miles from hatchery. **PLEASE NOTE – PER MANUFACTURER – CORNER HOOKS CANNOT
BE USED TO LIFT THE TANK!!
2. New Skirting: Construct new tank bed of Service chassis to receive tank system. Construction will be of 5052 1/8” aluminum plate. Bed to integrate LED vehicle traffic signal systems, operator access footholds, rear bumper, vendor constructed utility lockers, electrical supply locker and under tank discharge hose storage locker.
a. Utility lockers will be weather tight with stainless steel locking mechanism commonly keyed. Compartments will be placed in front of and behind tires as space is available. Front compartment on driver side will be built to hold a minimum of 3 deep cycle batteries. Install rubber grommets where wiring goes through metal in all parts of the tank and skirting.
b. Two skirting compartments should be designed to hold spare tires. (See figure 2).
c. Build extra bracing under the liquid oxygen tank on the curb side front of tank.
d. Integrated rear bumper will be a 6”x6” step bumper reinforced with steel channel iron.
e. LED taillights will be placed in rear truck deck with eyebrow protectors, including LED back up lights to match current configuration. (See figure 3).
f. Attach license plate bracket with light.
3. Electrical System: The tank electrical supply system will be upgraded prior to tank refurbishment and transfer.
Contractor will inspect and test all electrical systems after painting and transfer completed and fix any issues incurred while working on tank.
4. Tank Refurbishment: Vendor to complete the following items:
a. Inspect/repair tank welds and replace missing rivets.
b. Reinforce tank corners with angled aluminum (2” minimum).
c. Replace knife valves (3) with same make and model – 6” Betts sliding valve (stainless) including 6” male cam-lock fitting with cap. Return old valves with truck.
d. Replace gaskets, hinges and locks in lids with the same type currently used.
e. Current air stones and aerators to be returned with the tank.
f. Replace aerator clamps and aeration system plugs with same type currently used. Insure that the PVC that the aerators sit in remain intact.
g. Replace lid closure shocks (pistons) with same make and model. Return old ones with the tank.
h. Prepare surfaces to be painted to accept Imron Corlar 824S primer (or approved equivalent) as per manufacturer’s application instructions. Everything must be stripped off the tank before sand blasting/painting, including the electrical/oxygen tunnel (also to be sand blasted/painted). Apply Corlar 824S primer as per manufacturer’s application instructions. Apply two coats of Imron Elite single stage polyurethane topcoat (or approved equivalent) according to manufacturer’s application recommendation. Grit will be added to the paint on all walking surfaces/steps and on top of the tank for traction. Contractor will provide a color chart to the Project Leader at Pendills Creek National Fish Hatchery for color choice.
i. Replace existing graphics with new ones in same configuration. USFWS holds license to the images. (See figures 4 and 5.) Images will be provided when requested.
All questions as to specifications, modifications, and/or changes must be reviewed by Pendills/Sullivan Creek NFH staff.
