STATEMENT OF WORK
CAROLINA SANDHILLS NATIONAL WILDLIFE REFUGE
ROOF REPLACEMENT QUARTERS 1, DETACHED CARPORT AND GARAGE
(ASSET 10015981)
1.0 General
1.1 All work shall be in accordance with the scope of work outlined below.
1.2 The contractor shall maintain a safe work area around the facility.
1.3 The contractor shall follow all applicable County, State and Federal codes and regulations.
1.4 The contractor shall be licensed and experienced in roof installation.
1.5 There will be a pre-construction meeting /site visit at the site
2.0 Place of Performance and Period of Performance
2.1 Project Location: Quarters 1, Carolina Sandhills National Wildlife Refuge, 23734 US Hwy 1, McBee, SC, 29101.
2.2 The period of performance for this project is60 days.
2.3 Work may be performed during normal working hours Monday through
Friday 7:00 a.m. -5:00 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-working hours are 6:00 p.m. to 6:00 a.m., weekends, and Federal
Holidays during the period of performance (Labor Day). The contractor is not permitted to be on site during non-working hours.
3.0 Scope
3.1 The contractor shall properly install: New roof, using materials as specified below, following 2006 IBC standards, on an 1800 square foot residential unit with adjacent detached garage and carport (816 sq. ft.).
3.2 All materials used on the job shall be equal to or better than the existing materials quality and approved by refuge representative prior to purchase.
3.3 The contractor shall be responsible for removal and disposal of all old roofing materials and debris with close attention to the removal of nails from the work area.
3.4 The contractor shall provide all tools and equipment that are necessary to complete the project.
3.5 The worksite shall be secured and cleaned up daily (nails, debris, equipment, etc.)
4.0 Materials
4.1 Roof materials will be approved by refuge representative and delivered prior to installation. Contractor will not mobilize until materials are on site.
4.2 Contractor will provide 30-year architectural-grade mineral-surfaced, 90 mph wind resistant rated, self-sealing, asphalt fiberglass strip shingle.
5.0 Roof Removal
5.1 Contractor will protect landscaping as needed.
5.2 Contractor will remove the existing roof down to the wood decking.
5.3 Contractor will inspect the wood decking for structural soundness and replace wood with ½” 4’x8’ CDX plywood and replace any rotted fascia board as discovered during demolition. Contractor will show Site Representative rotten areas prior to replacing material.
5.4 Contractor is responsible for proper debris removal and discarding of old roof materials which may require a dumpster rental.
6.0 New Roof Installation
6.1 Drip Edge: Contractor will install Aluminum Drip Edge to match gutters along all the edges of the roof (eaves AND rakes) Per IRC Residential Building Code.
6.2 Leak Barrier: Contractor will install Leak Barrier at all eaves, valleys, around penetrations, and all low slope areas with a roof slope/rise between 2-in-12 and 3-in-12. Per IRC Residential Building Code.
6.3 Deck Protection: Contractor will install 30 pound felt/synthetic roof deck protection underlayment over remaining wood decking. Per IRC Residential Building Code.
6.4 Start Strips: Contractor will install starter strip shingles at all roof edges (eaves
AND rakes).
6.5 Shingles: Contractor will install specified asphalt fiberglass strip shingle using hot dipped 1-1/4" coil nails and 6 nails per shingle penetrating at the nailing zone on the shingles. Per IRC Residential Building Code.
6.6 Flashing: Contractor will replace ALL flashings that can be accessed without damaging siding materials. This includes: counter, step, and apron flashings with new color coated aluminum.
a. Step flashings will be 4”. Any flashings fastened to masonry (such as a chimney) will be properly cut into the masonry with a diamond blade grinder.
b. Seal any exposed nail heads and transitions with commercial grade polyurethane sealant. Per IRC Residential Building Code.
6.7 Pipe Collars: Contractor will install Pipe Collars, properly lubricating pipe to slide on compression collar, nailing, the flange ONLY on the top and sides, and installing Leak Barrier over top of the flange.
6.8 Ridge Vent: Contractor will install baffled covered ridge vent using 3" ring shank steel nails. Ensure ridge opening is minimum 3" wide and cut as needed to ensure a 3" opening.
6.9 Ridge Cap: Contractor will install ridge cap shingles over ridge vents and on all hips and ridges using 2" nails over ridge vents and standard 1-1/4" roofing nails on all other hips and ridges.
6.10 Contractor will paint all pipes and stacks to match shingles and protect against rust or corrosion.
6.11 Awning: Contractor will construct awning over back porch steps to connect house to carport using appropriately sized dimensional lumber (e.g.
2x4s or 2x6s) and plywood for upper framing and 4x4 support posts. This awning will be 58.5 inches wide by 86.25 inches long. The height from ground at the house shall be 112.5 inches tall and at carport shall be 98 inches tall.
On the carport end, the roof shall be slightly tilted on one side to direct drainage into the existing carport gutter. The roof of the awning shall be covered in architectural shingles to match the house and carport structure.
7.0 Final Cleanup
7.1 Contractor will perform a thorough hand cleanup and magnet sweep to pick up all debris and nails.
7.2 Contractor will blow the roof surface and all yard, flower beds, walks, and driveway clean.
7.3 Contractor is responsible for the proper removal of debris which may require a dumpster rental.
7.4 ALL work will be completed by October 30 and the contractor must remove all materials, dumpster, etc. and leave a clean work site by the end of the period of performance.
8.0 Government-Furnished Equipment (GFE)
8.1 The government will not furnish any tools or equipment for this project.
8.2 The contractor must furnish a generator or other power supply. The contractor may not use electricity/power supply from the residential unit, carport or garage structure.
9.0 Evaluation and Acceptance
9.1 The contractor will be evaluated as detailed in sections 4.0, 5.0, 6.0, and 7.0.
9.2 Government acceptance is contingent upon: work completed to satisfaction of government representatives, conformance with all facets of statement of work, and coordination with refuge representatives.
10.0 Quality Control/Quality Assurance:
10.1 Prior to beginning the project, the successful bidder and the site representative for this project will conduct a coordination meeting to ensure:
a.) The project area is clearly defined and understood, b.) Appropriate materials, tools, and personnel will be utilized to complete the project c.) Daily check-in and inspection to ensure the quality of the work meets the described guidelines.
d.) All workplace environmental, safety and refuge special conditions are met during each operational period and at the conclusion of the project.
10.2 The Contractor is responsible for inspecting his own work and correcting any deficiencies.
10.3 Government inspections are for the purpose of determining areas accepted for payment.
10.4 Government Inspection of work performance under this contract shall be made by the Site Representative as the work progresses at such intervals as are necessary to ensure compliance with the contract specifications and provisions.
10.5 Any stoppage shall be at the request or convenience of the government.
Once the contractor begins on-site operations, work shall be conducted daily subject to the established guidelines unless the government requires stoppage. The contractor will coordinate with the Site Representative to communicate issues or delays and when operations will re-commence.
Additional time, equal to the closing period, will be granted to the contractor if proper notifications and coordination has occurred.
10.6 Upon completion of work on an area, the contractor shall notify the Site
Representative that work on the area is completed and the Site Representative shall make an overall inspection of the work completed. If the work is not accepted by the Site Representative, the Contractor shall complete any remedial work.
10.7 Contractor shall provide all warranty information upon completion of project.
11.0 Agency Representation:
11.1 Technical Coordinator (TC) and Site Presentative (SR): serves as the local site contact and liaison between the contractor and contracting officer.

11.2 Alternate TC and SR: If the site representative is away from the office and unavailable to coordinate the project, an alternate has been assigned.
