SERVICE GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 – LOCATION AND DESCRIPTION OF WORK

1.1 Background: The project will include hand washing of all exterior steel casement and transom windows. It will also include washing the interior side of the windows as well as the interior aluminum storm windows at Brown v. Board of Education National Historical Park.

1.2 Work Covered by the Contract Documents:

A. Project Location: Brown v. Board of Education National Historical Park, 1515 SE Monroe, Topeka, Kansas 66614

B. Contractor shall provide competent personnel that are trained in all aspects of the window cleaning trade and are able to complete the work in a timely manner.

C. Work consists of:

1. Hand scraping paint and other debris before cleaning avoiding damage to glazing.

2. Hand washing using industry-approved techniques producing finished product free from streaks or other removable blemishes or foreign matter and drying of glass.

3. Interior window washing includes aluminum storm windows. Each storm window is to be removed and replaced matching storm window number to frame.

4. Furniture may have to be moved to access the windows. Furniture will be moved back to the original location.

5. Protection must be provided to avoid water or other damage to surrounding areas when cleaning.

6. Exhibit panels on the first floor are installed over windows and will be removed and reattached after cleaning windows.

7. After washing and inspecting Brown v. Board of Education National Historical Park window systems, Contractor shall thoroughly clean all walls, floors, furniture, or other items affected by the work.

8. All areas shall be left in a neat and clean condition of cleanliness and must meet approval of the Contracting Officer Representative.

D. All work will be performed under a single contract.

Period of performance: Work shall be completed within 30 calendar days. The period of performance is inclusive of 5 weather days.

ITEM 2 - EXISTING UTILITIES

This section is not applicable.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. . A. No signs or advertisements (except those specified herein and as required for safety) shall be displayed on the site or within the park unless approved by the Contracting Officer.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Saturday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

The following Federal holidays are observed by the National Park Service:

B. Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;

holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal Holidays

3.3 Contractor Use of Site:

A. General: Contractor shall have limited use of the site. Limit use of premises to area of service provided as shown on site plan. Do not disturb portions of Project site beyond areas in which the

Work is indicated.

B. Limits: Not applicable

C. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

D. Utilities

This section is not applicable.

3.4 Storage - Staging Areas:

3.5 Preservation of Natural Features:

Avoid any damage to building and cultural landscape during all work performed. Historic brick exterior hand plastered interior walls must be protected from damage. Any damage occurred will be documented and the COR notified immediately. It will be the responsibility of the contractor to repair damage and replace broken glass or storm windows.

A. Contractor shall comply with the occupational health and safety standards as forth in OSHA 29 CFR 1910 and ANSI/ICWA 1 14, the Window Cleaning Safety Standard, for exterior building maintenance operations.

3 Work Area Safety Protection.

A. Contractor shall provide all types of shielding, barricades, warning signs and any other protection necessary to protect the personnel, equipment, and the area in which he is working, from injury, damage, and/or contamination during the full term of the Contract.

B. All protection required to fulfill 1.5.A.1 of these Specifications shall be installed at the beginning of the work period and removed as soon as the work is completed unless written permission is given by the Contracting Officers Representative to leave the protection in place for future work.

C. Contractor shall notify the Contracting Officer Representative immediately in the event of any damage to property caused by the Contractor's personnel, equipment, or materials.

Contractor shall notify the Contracting Officer Representative in the event damage is discovered prior to the beginning of or during the work performed as part of these Specifications.

D. Contractor shall repair any damage to the complete satisfaction of the Contracting Officer Representative all damage caused by the Contractor's personnel, equipment, including the procedures used and/or the materials used by them in the performance of the work pursuant to these Specifications.

3.10 Noise and Acoustics Management:

ITEM 4 - EXAMINATION OF THE SITE

4.1 All interested contractors are urged to visit the job site and examine existing conditions before submitting quotes. Contractors will be expected to complete the work as quoted.

ITEM 5 – SUBMITTALS

5.1 General Submittal Procedures:

B. Safety Data Sheets Requirements.

1. Contractor shall provide to the Contracting Officer Representative two (2) copies of Safety Data

Sheets on all materials used in the performance of this Contract where such a sheet is required.

2. Contractor shall always keep a copy of the above referenced Safety Date Sheet at its work site that a product requiring such a sheet is in use.

C. For submittals specified above, forward submittals to Contracting Officer and COR at least 15 days before need for approval (depends on length of project).

D. After approving submittals, Contracting Officer and/or COR will return one copy to the Contractor.

If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
