Statement of Work

Rehabilitate Wells #3, #4, and #6

North Attleboro National Fish Hatchery

1. GENERAL

The work for this project consists of all labor, materials, and equipment required to rehabilitate and redevelop three existing water wells at the North Attleboro National Fish Hatchery (NFH), 144 Bungay Road, North Attleboro, Massachusetts 02760. These wells provide water for fish hatchery operations.

The following information was obtained from past rehabilitation work on the wells:

1. Well #3 is a 16 inch diameter gravel packed well, drilled in 1966 by Layne New England Co.

The well is 38’-1” deep, with 10 feet of stainless steel well screen installed from 28 to 38 feet below grade. The well was originally tested in 1966 to deliver 525 gallons per minute at a pumping level of 23.33 feet, static level of 2.80 feet. The vertical turbine pump serving well #3 is a 10” Crane Deming, 2 stage, pump no. T-37013, 6”x1” column assembly, depth to suction of 27’-6”. The pump is believed to be designed to deliver 450 gpm against 45 feet of head. Electrical service to well #3 is 3 phase, 208 volts. The pump motor is a 10 horsepower US Electrical Motor, 208 volts, 1715 rpm. The well was last redeveloped in 2019.

The roof to the structure will need to be removed and reinstalled to gain access to the pump.

See attached photographs of the structure.

2. Well #4 is a 16 inch diameter gravel packed well, drilled in 1980. The well is 44’-0” deep, with 8 feet of 16” stainless steel well screen installed between 36 to 44 feet below grade.

The well was originally test pumped in 1980 for 48 consecutive hours to deliver 725 gallons per minute at a pumping level of 16’-1-1/4”, static level of 3’-8-1/2”. The vertical turbine pump serving well #4 is a Goulds model 8DHHO, bowl assembly serial #ME380666, rated to deliver 500 gpm against 20 feet of head, mounted on 30 feet of 6"x1-3/16" column assembly, pump setting (to suction tailpiece) of 34.78 feet below grade, installed new in October 1996. Electrical service to well #4 is 3 phase, 230 volts. The pump motor is a 7-1/2 horsepower GE vertical hollow shaft motor type K WP-1, 230 volt, 1745 rpm, code H, Frame No. L213TP10, Model 5K213DP6005, Amperage: 21. Well #4 was last redeveloped in 2019.

The roof to the structure will need to be removed and reinstalled to gain access to the pump.

See attached photographs of the structure.

Note: There has been an issue with centering the pump within the well. During a repair project of the on the pump motor #4 which was done in 2010, the contractor determined the well lists about 8 inches in 34 feet. Well #4 was last redeveloped in 2019.

3. Well #6 is a 16" by 24" steel cased gravel packed water supply well which was constructed in 2006 by F. G. Sullivan Drill Company of Lancaster, Massachusetts and was tested during October 2006 to safely up to 443 gallons per minute of water. The well is 45 feet deep with a 16” diameter, 180 slot, 10 feet in length stainless steel screen, with #5 Cape May gravel pack. The vertical turbine pump serving well #6 is a Gould Model # 7THC, 4 stage, 350 gpm, TDH 70 ft, 79.2% efficiency submersible well pump. The pump motor is an 8”, Hitachi, type VTI, 10 horsepower, 1751 rpm, 3 phase, 460 volts, 60 hz, 16 amp, MFG No.

G2606806H. Well #6 was last redeveloped in 2019.

2. SCOPE

A. Principle Objectives:

1. Assess existing wells: The Contractor shall inspect and document the conditions of wells #3, #4, and #6. As a minimum, this proposal shall evaluate the casings and well screens for damage and for the presence of mechanical blockage, chemical encrustation, and bacteriological plugging. Additionally, the Contractor shall provide the Government with written assessment data and a tailored plan for addressing findings from the assessment, and for restoring the wells to design depth and performance.

2. Restore water flow volume and quality: Redevelopment shall include restoring design flow volume, and includes making the wells clean to their original design depth until no traces of gravel, sand, silt, clay or chemicals remain in the pump discharge water.

Contractor is responsible for all costs of laboratory testing. For the purpose of the Contractor’s proposal, assume a nominal amount of both mechanical and chemical processes will be required to remove blockage and restore the aquifer’s ability to provide design capacity and water quality. The Contractor shall provide details on what treatment is included in their bid. However, actual selection for treatment and disinfection shall be based on well evaluation and analysis of the water samples. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

3. Evaluate condition of components: Remove existing well motors, pumps, shafts, and column pipes, as needed, to assess well and component condition for Wells #3, #4, and #6.

Above-ground components shall, at a minimum, shall have corrosion and loose paint removed, and will be repainted per industry standard. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the well components, they shall provide a technical and price proposal for Government consideration. Should the Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

4. Commissioning: Reconnect all electrical, control and utilities. In conjunction with hatchery personnel, perform function testing. If, subsequent to task order award, the Contractor determines more than the previously quoted work will be required to fully restore the wells, they shall provide a technical and price proposal for Government consideration. Should the

Government accept the Contractor’s proposal, a contract modification will be issued authorizing the Contractor to perform the additional treatment.

5. Hatchery Operations: During the duration of the project, two wells must be operational in order to insure that an adequate water supply is provided to the hatchery and a backup well is available in case of a well failure. Consequently, wells needs to be rehabilitated one at a time in the following order: well #3, well #4, and then well #6.

6. Flow Meter Work For Well No. 3 (alternate quote item 4): Change the location of the flow meter from its position on the well road to the fenced in area where the well is located.

Upgrade the meter converter/display box to a type that will send well data by some form of telemetry (wired, cellular, etc) so that flow rates and total flow through the pipe can be remotely monitored from the hatchery office. Provide all material submittals for the components to be used for this work for approval before materials are installed. Provide operations and maintenance manuals for the device.

3. DELIVERABLES

A. Supply all labor, equipment, materials, and supplies necessary (whether indicated or not) to perform the required work that will provide three (3) fully functional wells. Furnish all labor, equipment, chemicals and materials necessary to clean, and redevelop each of the existing three wells. The Contractor shall properly dispose of all waste material and parts related to this work.

B. At the pre-construction meeting, the successful bidder will be required to provide a schedule specifying approximately how long each well will be out of commission to facilitate rehabilitation.

C. Upon completion of all work as stated above, the Contractor shall deliver to the Hatchery Manager copies of all records, measurements, pumping rates, water levels, etc., and actual steps taken to redevelop the wells. The Contractor shall also deliver all records, operations and maintenance manuals, and spare parts listing for any new parts and/or accessories provided for the work performed.

5. MATERIALS

A. The Contractor shall not install any material containing cadmium, brass, bronze, copper, zinc, or their alloys which could become in contact with fish rearing water. These heavy metal materials have been shown to be toxic to fish.

B. Any chemicals used in the redevelopment process shall be neutralized or disposed of by the Contractor in an environmentally sound manner. Chemicals shall not cause harm or cause death to the existing fish population at the hatchery or within any river, stream, pond, or lake which could receive the discharge water.

6. INSPECTION AND ACCEPTANCE

A. Inspection: The services/work performed under this contract are subject to observation and review by the Hatchery.

7. HATCHERY OPERATIONS

A. The hatchery will continue operations during the performance of this contract. The Contracting Officer may require the Contractor to schedule work during a time which would least interfere with hatchery operations. If it becomes necessary to interrupt any function of the hatchery, the Contractor shall notify the Contracting Officer and shall not proceed in such interruptions until such time as the Contracting Officer makes provisions for, and approves such operations.

Because this is an active fish hatchery, the hatchery manager must carefully manage the periods during which water availability is reduced. Unless approved by the Contracting Officer, only one of the wells may be offline at a time.

B. There are no known hazardous materials associated with this work, beyond what the Contractor may introduce. If any materials suspected to be hazardous are encountered, the Contractor shall immediately advise the Contracting Officer.
