About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide well drilling services for multiple observation wells on the San Bernardino National Wildlife Refuge (NWR) in Arizona.

The SOW requires the contractor to drill one deep observation well into an artesian aquifer, and eight shallow observation wells in the historic floodplain of Black Draw. The wells are for monitoring purposes only and will not be used for production. The contractor must obtain necessary permits from the Arizona Department of Water Resources, provide detailed drilling logs, and ensure the wells meet applicable state regulations. The period of performance is June 17, 2024 to December 30, 2024. The contractor is responsible for all drilling supplies, equipment, and travel costs. The government will not provide any furnished items or services. The contractor must have a quality control program and the government will conduct quality assurance surveillance.

The related federal contract opportunity is Solicitation Number 140FGA24R0016, titled "San Bernardino (NWR) Well Drilling", issued by the Department of the Interior Fish and Wildlife Service. The solicitation is for the well drilling services described in the SOW.

2. Background: Efforts are being made to further assess impacts of actions on, and nearby the refuge, as they relate to the ground water and water recharge. This project will directly support and further data collection of ground water resources on refuge. The need for 1 designated deep observation well has been identified. The refuge also has a need to improve upon the shallow observation well system by strategically placing 8 new shallow observation wells in the historic flood plain of Black Draw. Data gained from all new observation wells will be utilized to better track and document changes in ground water, it will also be used in a larger ground water modeling project.

3. Objectives:

Deep Observation Well (1): Well will be drilled into an artesian aquifer and are expected to be flowing wells. Existing wells at this location are known to flow anywhere from tens of gallons per minute to over one hundred gallons per minute. (see kmz file for proposed location) Detailed descriptions of the wells and drilling requirements includes: Link will include the KMZ file https://fws-fileshare.box.com/s/evprsgmt7pbr3wjz7e50tj20ytvtiz4c

a) Water will be available near the site, but all other necessary drilling supplies and equipment shall be supplied by the driller.

b) Borehole will be drilled to an approximate depth of 600 feet. The geology above the bedrock consists of valley fill deposits and several basalt flows. A geologic log from a nearby well drilled in 2021 is provided in attachments.

c) Drill cuttings shall be collected in CGS bags every 20 feet or so during drilling.

d) After the borehole is complete, but before the well is installed, borehole geophysics to include the following will be collected as part of this contract by the driller.

Caliper Natural Gamma

Long and Short Resistivity Spontaneous Potential Temperature

e) The collected borehole geophysics and drill cuttings will be used to assess the appropriate screen interval for the well.

The well casing shall be schedule 80 PVC, contractor propose casing size in bid. The screen will consist of a single 20-foot section of 0.020 slot well screen. A generalized schematic is shown in attachments below.

f) The driller will be responsible for ensuring that the final well construction meets all applicable Arizona regulations for observation wells.

j) The drilling site shall be cleaned up after the wells are installed, with trash, rubbish, and other construction debris removed from the site and disposed of at a designated landfill. The grounds near the well shall be returned to their pre-construction appearance, or as near as possible.

Shallow Observation Wells (8): These wells will be drilled into the shallow aquifer and are expected to hit water between 10 to 20 feet based on nearby existing shallow observation wells. Detailed descriptions of the wells and drilling requirements includes:

a) The observation wells shall be drilled at multiple locations within the historic floodplain (see kmz file for proposed locations)

b) Water will be available near the site, but all other necessary drilling supplies and equipment shall be supplied by the driller.

c) Boreholes will be drilled to an approximate depth of 30 feet.

d) A generalized schematic for how each well should be constructed is shown in attachments below- shallow well casings shall be schedule 40 PVC, contractor propose casing size in bid.

e) The driller will be responsible for ensuring that the final well construction meets all applicable Arizona regulations for observation wells.

f) The drilling site and right-of-way shall be maintained in a safe, usable conditions.
