About this file

This document outlines requirements for a federal construction contract opportunity to install a vehicle barrier fence at the Indian Creek Recreation Area in California and Nevada. The Bureau of Land Management seeks to replace over 10,000 linear feet of fence damaged by wildfire along the Indian Creek Reservoir. The scope of work includes removing vegetation and debris, relocating boulders, installing steel posts and wooden rails, and coordinating culvert tie-ins. Offerors must furnish all materials except 315 steel posts provided by the agency. The base bid covers the highest priority section, with additional optional sections that may be awarded. Submission requirements and evaluation criteria and procedures are defined for offerors to price and schedule work by the specified completion date while adhering to safety and environmental standards.

3. Regulatory Requirements.

4. Project Conditions.

5. Precautionary Measures.

6. Access to Site.

7. Work restrictions.

1.2 PROJECT INFORMATION

A. Project Identification: Construct Steel posts and wood rail fence at the Indian Creek Recreation Area (ICRA)

1. Project Location: Indian Creek Recreation Area is in the eastern foothills of the Sierra Nevada between the California towns of Woodfords and Markleeville. The fence will run along the Indian Creek Reservoir. Main access to the project site is via Airport Road off State Route 89. Coordinates are 38.748174 N -119.773061W.

2. Background: Due to the Tamarack Fire that took place in 2021, it has destroyed the existing fence and needs to be replaced. All old, damaged fence has been demolished and has been taken off site.

1.3 SCOPE OF WORK COVERED BY CONTRACT DOCUMENTS

A. The Work consists of the following:

1. The work includes the construction of approximately 10,445 linear feet of steel post and wood rail barrier as shown on the drawings and specified herein. Recommend contractor to field verify all measurements.

2. Fencing limits may shift from end to end, but overall footage will remain. Placement of fence alignment shall be located as close to the field stakes as possible. Where necessary, bring the posts in (closer to centerline) from the edge of road if there is a quick direct steep slope. Consult with Government COR. Placement shall be in a location to provide appropriate stability while meeting the coverage requirements of the posts as shown in the details and drawings.

011000-2

3. Installing the fence requires the removal of heavily saturated weeds and brush along fence alignment. Brush and weed removal will need to be worked into the “Fire Danger Safety Plan” for BLM approval. There are also some mid to large sized boulders that will need to be relocated or moved. Contractor to field verify prior to installation. Highly recommend a pre-bid site visit for bidding purposes. No welding to occur on site, all welding shall be performed off site or at manufacturer's property.

4. In existing culvert locations, shifting of fence or a longer post spacing (considering rails are 11 feet long (+/- 6”) may be in order. Consult with COR for tolerances shifting for longer or shorter spans. Keep posts a minimum of 2’ away from all culverts. If contractor damages a culvert, notify the BLM COR as soon as possible.

Contractor must replace or repair the culvert and restore to an operable condition at no cost to the Government.

5. For areas where there’s a pass through, maintain a min of at least 36” openings. For existing gate tie in locations, maintain a minimum of 36” away (in line and perpendicular to existing gate and road respectively). For the reservoir and restroom area, the passthrough location can be flexible. Coordinate with COR for exact location.

6. Government Furnished Materials (GFM) are as follows: 315 fabricated steel posts stored at the Carson City District Office. Contractor to pick up from the District Office and transport to project location. See pictures for reference. Contractor to purchase additional steel posts to provide the linear feet of fence in the specified in each priority zone. There are no existing wooden rails, contractor will have to purchase and deliver. All other materials are contractor furnished.

7. The base bid will include Priority 1 listed in red in the drawings. This consists of approximately 8,290 feet. All other priority zones are Optional items. See project drawings for visual depictions.

a. Option Item A: 1065 feet

b. Option Item B: 360 feet

c. Option Item C: 425 feet

d. Option Item D: 305 feet

B. Project will be constructed under a single prime contract.
