Harry S Truman National Historic Site

223 N. Main St., Independence, Missouri 64050

SCOPE OF WORK:

Landscape Maintenance Services at

12301 Blue Ridge Blvd and 12401 Blue Ridge Blvd, Grandview, MO 64030

1.0 Background and Location

This project will consist of landscape maintenance to include mowing, trimming, trash removal, blowing of roads/sidewalks within Harry S Truman NHS‐Grandview Farm by a service contract. The

Truman Farm is spatially arranged with the historic Farm Home at the center. The fence lines define the property on the east, north, and south which are adjacent to commercial development.

The Harry S Truman National Historic Site was authorized by an act of Congress on May 23, 1983

(Public Law 98‐32). The Truman Farm was authorized for acquisition by the U.S. Congress on

December 14, 1993. The Truman Farm is significant because of its association with Harry S Truman, President of the United States from 1945 to 1953.

The Truman Farm Property includes 11.19 acres of land and is divided into three parcels, Tracts 1, 2 and 3. Each of the three parcels are east of Blue Ridge Boulevard. The northern parcel (Tract 1) is approximately 5.25 acres in size and includes the Truman Farm Home, which was constructed in

1894‐1895. Tracts 1 and 2 were sold by the Trumans in 1983 and are now owned by the NPS which acquired the property in 1994. The NPS acquired Tract 3 to keep the three parcels under the same ownership and to maintain the integrity and historical value of the Truman homestead. The remaining small parcel that comprises the Harry S Truman Farm Home National Historic Landmark is a remnant of the large original farm. The property is a small agrarian complex, set amongst a growing commercial and residential area, defined by a series of vernacular structures and the

Truman Farm Home. In addition to the Farm Home, the grounds include a Poultry House, and

Garage where Mr. Truman stored his Stafford automobile, all of which are original features of the farm. The site is characterized by relatively level topography, with some topographic changes associated with its use as a farmyard, orchard, garden and barnyard. Numerous archeological remains exist on‐site related to non‐extant agricultural structures and uses, including barn foundations.

2.0 Scope of Work

Work includes, but is not limited to, providing all labor, materials, equipment, tools, and services required to provide full professional landscape maintenance on properties. Including (weekly):

debris and trash removal, mowing, shrub trimming, weed whipping/trimming, clearing/blowing debris from all sidewalks and paved areas.

A. Descriptions of Types

This contract is based on a weekly scheduled landscape management program, designed to provide the following services:

1. Turf Maintenance: Mowing, edging, blowing and trimming of lawn areas: Mowing height to be based on season and what is horticulturally correct for the turf variety (combination of big bluestem, little bluestem, Indiangrass and switchgrass). Cutting shall not be limited to such frequency in the event additional cuttings are required to maintain the lawn in the manner acceptable to the Contracting Officer’s Representative (COR) and Cultural

Landscape Report. (Max. height 3”). Never scalp the lawn or remove more than one‐third of the existing top growth in one mowing. Any visible or unsightly clippings which remain on turf shall be removed following mowing.

2. Shrub Maintenance: Trimming and pruning of plant material monthly of plants around

12401 Blue Ridge Blvd and the surrounding parking lot.

3. Removal of Vines/Climbing Plants: All vines, climbing plants shall be removed from historic structures on a regular basis.

4. Debris Removal: Trash, debris, branches and grass clippings shall be removed from the landscape during services. All walkways shall be kept clear of debris from the maintenance operation.

2.1 Codes and Standards

The contractor shall be responsible for complying with regulations of all local, state, and federal agencies having jurisdiction over any portion of the work to be performed under this contract.

The contractor, as a minimum, shall meet or exceed the applicable requirements of the latest revision of the following codes and specifications published by the following organizations:

DOT ‐ DEPARTMENT OF TRANSPORTION

EPA ‐ ENVIRONMENTAL PROTECTION AGENCY

OSHA ‐ OCCUPATIONAL SAFETY AND HEALTH ACT

It is not the intent of this specification to restrict the Contractor’s work. The Contractor shall be completely responsible for the work. These specifications are the minimum requirements acceptable.

2.2 Coordination of Work

Contractor shall be responsible for coordinating all work to be performed under this contract with the COR who will be appointed during contract award.

2.3 Professional Qualifications

Contractor and employees shall have a minimum of three (3) years’ experience in lawn care and landscaping.

2.4 Contractor Work Hours

All normal work for this contract shall be performed during normal daylight hours. Any exceptions will require the written approval of the (CO) Contracting Officer.

2.5 Supervision and Labor

The contractor shall provide a competent supervisor satisfactory to the COR, authorized to act on behalf of the contractor. The contractor shall promptly remove from the work site any supervisor or employee whose work or conduct is not satisfactory to the COR.

The Contractor’s supervisor shall be on the premises at all times during working hours and in charge of the work on behalf of the contractor.

The contractor shall enforce strict discipline and good order among the contractor’s employees. The contractor shall exercise the necessary supervision and control to prevent contractor’s employees from violating any rules and regulations.

2.6 Site Access

Access to the site is open and readily available to contractor, however NPS preference is for services to be performed on Wednesdays to reduce impact on visitor services conducted on Fridays‐

Saturdays when the Farm Home is open from 9:00 AM ‐ 4:00 PM. If inclement weather is expected the performance of this weekly service may occur on a previous day(s) Monday or Tuesday, or a day after on Thursday.

2.7 Contractor Care, Custody and Control

Upon commencement of work, contractor shall be fully responsible for the care, custody, and control of the work until it has been completed.

During the period of Contractor’s work, the contractor shall protect the property from all potential hazards or report these hazards immediately to the COR or local police.

Care shall be taken to protect any existing structure, windows, post, tree, electrical lights, and fence posts. If structure or historic item is destroyed or damaged, it shall be reported to the COR for assessment of damages.

2.8 Safety

The Contractor shall be responsible for their employees and visitor safety on the worksite and shall establish an effective accident prevention program and provide a safe environment for all personnel and visitors. Report to the COR all accidents or injuries that occur as soon as practical. Place all required protective barriers and take all necessary measures to ensure unauthorized persons do not enter the worksite. Assure there are no hazards to park visitors during the execution of the work.

This safety zone shall be sufficiently sized to prevent damage to others or existing facilities and structures.

The successful awardee agrees to adhere to and enforce all applicable local, state, federal, and

OSHA safety regulations.

2.9 Environmental Protection

The contractor shall prevent hazardous material spills, in case of spill or release of any sort, the contractor shall immediately notify the COR.

2.10 Debris

Do not permit debris or unsalvageable material resulting from the work to accumulate on site.

Remove debris, do not dispose of debris in waterways, and provide for off‐site disposal areas.

2.11 Maintaining Traffic

Accomplish work with minimum interference to pedestrian and vehicular traffic throughout the property.

2.12 Underground Utilities

Concealed lines for such utilities as water, power, lighting, steam, air, sanitary waste, gas, etc. which may be uncovered during progress of the work, and which are essential for services and functions shall be adequately protected until such utility line or lines are temporarily or permanently rerouted, as directed by the COR to prevent any interruption of required services.

Contractor shall inform the COR immediately if such situations were to occur.

When the need for temporary protection no longer exists, and the COR approves, contractor shall remove all protective devices from the protected area.

2.13 Use of Site

The Truman Farm Home and other historic structures on the site will be in use by the public and/or employees during operational hours.

Contractor shall not unreasonably encumber the work area with materials or equipment.

Contractor shall keep the work area clean at all times and shall promptly remove waste materials or rubbish.

3.0 Contractor Performance

The contractor shall perform all work required as necessary to fulfill the scope of work. All work shall be performed in a professional manner, noise kept to a minimum, and work staged from a location on the site as to not interfere with the users’ access to entrances to buildings and parking facilities.

The NPS reserves the right to conduct any inspection it may deem necessary prior to acceptance and approval of payment to assure that all work conforms to the Scope of Work and any applicable standards, regulations, or laws.

3.1 Contractors Responsibilities

Trees, shrubs, flowers, or turf that are damaged or killed due to contractor’s operations shall be replaced at the expense of the contractor.

Lighting system or structures, both on structures and in the landscape that are damaged due to contractor’s operations must be repaired or replaced by the contractor promptly at no expense to the NPS.

A notice by email shall be provided to COR when services have been completed on a weekly basis to ensure satisfaction of work or to provide date of when services were rendered.

By providing notice, this will help identify when services must be adjusted to due to weather or other circumstance beyond the control of the contractor.

As much as possible, services will be performed Monday‐Thursday to reduce impact on visitor services conducted on Fridays‐Saturdays when the Farm Home is open.
