1.0 INTRODUCTION
Red Rock Canyon National Conservation Area (RRCNCA) is located at 1000 Scenic Loop Drive, Las Vegas, Nevada 89161 (Exhibit 1).
RRCNCA hosts over 1.5 million visitors per year. Many of these visitors stop at the Visitor Center building to learn more about the NCA, shop at a gift store, hike local trails, or begin a tour.
The Visitor Center building (VC) and its parking lot are served by two restroom facilities; one is part of the building, and the other is a nearby stand-alone structure (Exhibit 2). These two facilities collectively have (2) janitor sinks, (6) standard sinks, (15) water closets, and (5) urinals all which account for the total flow discharged into a nearby centralized small wastewater system (CSWS) that processes the flow. The CSWS location is shown on Exhibit 2 and is located at – latitude: 36.13385° / longitude: -115.42685°.
System Components
The CSWS was built in 2012 and consists of following:
a) (2) 15,000 gal primary tanks;
b) (1) 10,000 gallon dosing tank;
c) (2) transfer pumps;
d) (6) dosing pumps; and
e) (6) chamber beds totaling 23,760 sq. ft.
In effect, the first primary tank acts as primary settling and the second primary performs both a secondary settling and flow equalization. The second primary tank contains (2) - ½ hp 50gpm pumps; the dosing tank contains (6) - ½ hp 50gpm pumps. Both primary tanks utilize effluent screens. The system design capacity is 10,000 per day. Current water meter readings suggest the absorption beds receive approximately 3,200 to 3,750 gallons per day.
The pumping systems uses both liquid floats and an Orenco TCOM timing control panel. Pump on/off operations are controlled by both the tank floats and pumping time presets within the control panel. Each dosing pump is dedicated to one of (6) chamber beds each composed of (6) chambers. System as-built plans are located in Appendix A.
Documentation shows the original pumps were submersible Orenco model PF500512-20 – a Franklin Electric pump (Appendix B).
All existing pumps are submersible Franklin Electric:

System Operations and Maintenance
Pump malfunctions have dramatically increased in recent years due to age and lack of routine maintenance. Recent troubleshooting in January 2023 showed (4) of the (6) pumps to be inoperative and
(2) found to be drawing 5 amps.
Recent repair work includes the installation of new dosing tank float switches.
System Operations
Second primary tank pumps are in Orenco Biotube Pump vaults (Appendix D). Dosing tank pumps are placed in Orenco Flow Inducer Towers as shown on the as-built plans in Appendix D.
The two secondary tank pumps are transfer pumps and operate based on float settings and programmed timing. It is thought that they cycle together with a transfer rate of 100 gpm for two minutes, off for 12.4 minutes and then on again for 2 minutes until the time float switch lowers to the off position.
The dosing tanks utilizes of (3) pump sets each consisting of (2) pumps. Each pump set is programmed to run for (2) minutes followed by all pumps being off for (12) minutes, followed by a (2) minute run time for the next pump set. The three pumps sets continue this cycle until the time float switch is lowered to the off position. Each pump discharges to its own distribution valve with each being dedicated to its own chamber bed each which consists of (6) chamber rows. Pump timing inputs shown in Appendix D
2.0 SCOPE OF WORK
The scope of this project is to repair the CSWS so that the discharge pumping capacity is returned to the original design intent. This project calls the following actions to be taken:
1) Remove (8) pumps and replace with (8) new pumps.
2) Check all wiring to pumps – check for damage, electrical continuity. Repair damaged wire as needed.
3) Ensure proper operation of all system pumps, floats, and timers.
4) Check system programming to ensure pump cycling is in accordance with original design intent. Reprogram system if needed.
3.0 PROJECT DETAILS
3.1 Replace all existing pumps with new pumps.
3.2 All new pumps to be similar or equal in physical size, and have similar or equal hydraulic, electrical, and material characteristics as the existing pumps. New pumps shall be ½ hp – 60hz, 230 volt, 50 gpm, 2 wire submersible pumps;
3.3 Prior to ordering the pumps, submit pump specification and curve data to Government for review and approval.

3.4 Prior to ordering pumps, provide Government with expected delivery lead time.
3.5 Notify Government a minimum of (5) working days prior to installing pumps.
3.6 Notify Government of any damaged wires between service panel and pumps prior to taking any repair action.
3.7 Any repairs to existing wiring shall be done in accordance with latest edition of the National Electrical Code.
3.8 Perform visual inspection of pumps. Confirm with Government the pumps are free of damage prior to installation.
3.9 Once electrical circuitry has been energized, start units to confirm proper rotation of motors and operations.
3.10 Complete pump installation and startup checks according to manufacturer’s written instructions.
3.11 Verify the automatic operation of the pumps by raising and lowering floats to simulate normal raising and lowering of the tank liquid level. Run pumps through several cycles to confirm timers are operating correctly. Contractor to verify these operations with Government present.
3.12 Pumps will be considered defective if they do not pass tests and inspections.
3.13 Provide Government with post installation report that details the following:
a) All repair actions taken.
b) Pump amperage draws.
c) Steps taken to verify proper pump operations.
d) Pump programming inputs.
3.14 Contractor shall repair any damage caused by their operations at their cost.
4.0 PROJECT ADMINISTRATION
4.1 Project Coordination
4.1.1 Contractor shall notify Government a minimum of 5 working days before initiating on-site work area work efforts.
4.1.2 Government shall provide the resources necessary to keep the work area free of Red Rock Canyon NCA visitors.
4.1.3 Government will provide water to Contractor at Contractors request to test pumps. Notice of need for water shall be provided by Contractor to Government (2) days prior to actual need.
4.1.4 Government personal shall be available by phone or email and may be present on-site to respond to Contractor questions. Contact information will be provided when Notice To Proceed is issued.
4.1.5 Government to provide Contract with system installation and operation and maintenance manual.

4.1.6 Contractor personnel shall have a minimum of 5 years demonstrated experience programming Orenco pump timer/sequencing programs.
4.1.7 Contractor shall park their service vehicles in locations approved by Government to prevent damage to existing septic system components.
4.1.8 Contractor shall be responsible for disposing of existing pumps in accordance with all Federal, State, and local regulations.
4.1.9 Provide Government with all pump warranty information. Pumps shall be warranted for a minimum of (1) year to be free of defects in material and workmanship from date of installation.
4.1.10 Provide Government with pump documentation including any operations and maintenance instructions.
4.2 Period of Performance/Site Access/Work Hours/Protection
4.2.1 Period of Performance:
a. Pumps shall be purchased or backordered no later than 10 business days from the issuance of
Notice to Proceed.
b. Period of performance is 45 calendar days from Notice to Proceed.
c. The Contractor shall notify Government five working days in advance of initiating work at the site and obtain Government approval for that date.
4.2.2 Site Access:
a. The Contractor shall have full use of areas needed to perform the work. Contractor’s use of premises is limited only by Governments right to perform work. Schedule and sequence operations necessary to complete the work.
b. Government shall install as needed signs and protective barriers to prevent the public from entering the women’s restroom area during the project period of performance.
4.2.3 Work Hours:
a. Work shall be performed Monday through Friday, 7:00 a.m. to 5:00 p.m. except on legal holidays. Work at other times shall be prior approved by Government.
4.2.4 Protection:
a. Protect any areas adjacent to the project site from any debris. Comply with governing regulations pertaining to environmental protection. Ensure safety of persons in the work area.
Provide temporary barricades as required to protect personnel and public from injury.

PF Series Submersible Effluent Pumps:
1-Phase, 60-Hz, 4-inch (100-mm)
Applications Our PF Series 4-inch (100-mm) Submersible Effluent Pumps are designed to transport screened effluent (with low TSS counts) from septic tanks or dosing tanks.They are constructed of lightweight, corrosion-resistant stainless steel and engineered plastics; all are field-serviceable and repairable with common tools; PF Series pumps are CSA certified to the U.S. and Canadian safety standards for effluent pumps, meeting UL requirements.
PF Series pumps are used in a variety of applications, including pressur-ized drainfields, packed-bed filters, mounds, aerobic units, effluent irri-gation, liquid-only (effluent) sewers, wetlands, lagoons, and more. These pumps are designed to be used with a Biotube® pump vault or after a secondary treatment system.
Features/Specifications To specify this pump for your installation, require the following:
• Minimum 24-hour run-dry capability (liquid end) with no deterioration in pump life or performance*
• Patented 1⁄8-inch (3-mm) bypass orifice to ensure flow recirculation for motor cooling and to prevent air bind
• Liquid-end repair kits available for better long-term cost of ownership
• TRI-SEAL™ floating impeller design on 10, 20, and 30 gpm (0.6, 1.3, and 1.9 L/sec) models; floating stack design on 50 and 75 gpm (3.2 and 4.7 L/sec) models

NPT SS discharge is 2 7⁄8 in. hexagonal across flats. Discharge is female NPT threaded, U.S. nominal size, to accommodate Orenco® discharge hose and valve assemblies. Consult your Orenco Distributor about fittings to connect hose and valve assemblies to metric-sized piping.
2 Minimum liquid level is for single pumps when installed in an Orenco Biotube® Pump Vault or Universal Flow Inducer. In other applications, minimum liquid level should be top of pump. Consult Orenco for more information.

Motor Franklin motor exterior constructed of stainless steel. Motor filled with deionized water and propylene glycol for constant lubrication. Hermetically sealed motor housing ensures moisture-free windings. All thrust absorbed by Kingsbury-type thrust bearing. Rated for continuous duty. Single-phase motors are equipped with surge arrestors for added security. Single-phase motors through 1.5 hp (1.11 kW) have built-in thermal over-load protection, which trips at 203-221˚ F (95-105˚ C).
Using a Pump Curve A pump curve helps you determine the best pump for your system. Pump curves show the relationship between flow and pressure (total dynamic head, or TDH), providing a graphical representation of a pump’s optimal performance range. Pumps perform best at their nominal flow rate. These graphs show optimal pump operation ranges with a solid line and show flow rates outside of these ranges with a dashed line. For the most accurate pump specification, use Orenco’s PumpSelect™ software.

Universal Biotube® Pump Vaults
Applications Orenco Biotube® Pump Vaults are used to filter effluent that is pumped from septic tanks or separate dosing tanks in STEP systems and onsite wastewater treatment systems. They remove two-thirds of suspended solids, on average. Pump vaults house a Biotube effluent filter and one or two Orenco high-head effluent pumps and can be used in single-compartment septic tanks with flows up to 40 gpm (2.5 L/sec). When flows are greater than 40 gpm (2.5 L/sec), a double-compartment sep-tic tank or separate dosing tank is recommended.

General The Orenco Biotube Pump Vault includes a molded polyethylene hous-ing with an internal Biotube filter cartridge constructed of polypropylene and PVC. Schedule 80 PVC support pipes are included to suspend the vault in a tank opening. “Earless” 68-inch (1727-mm) vaults, which rest on the bottom of the tank instead of on support pipes, are also available.
The filter cartridge can be removed without pulling the pump or the vault.
Effluent enters through inlet holes around the perimeter of the Biotube vault and flows through the Biotubes to the external flow inducer. The external flow inducer accommodates one or two pumps. Orenco Biotube Pump Vaults are covered by U.S. patents #4,439,323 and 5,492,635.

Flow Inducer Towers Applications Orenco® flow inducer towers are designed for use in commercial/ municipal recirculation and final discharge tanks following secondary treatment, where filtration is not required. Flow inducer towers can be ordered to house from two to five of Orenco’s 4-in. submersible efflu-ent pumps.
General The base of the flow inducer tower rests on the bottom of the tank and the top of the flow inducer tower extends at least eight inches into the riser. For tanks with curved bottoms, an Orenco vault basin (VB1806-FRP) is necessary to create a flat surface on which the flow inducer tower can rest. The pumps sit on raised fiberglass platforms inside of the 5-inch (127-mm) diameter Class 125 flow inducer tubes.
A float bracket is attached to the tower to accommodate an Orenco float assembly.
