Statement of Work Hydro Turbine Distributing Valve Replacement
Bureau of Indian Affairs / Colorado River Agency / Electrical Branch

1.0 INTRODUCTION
A key mission of the Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRA- ES) is to provide economical and reliable power to the residential and commercial customers that reside within the boundaries of the Colorado River Indian Tribe (CRIT) reservation. Owned and operated by the BIA, CRA-ES HGRD is located on the lower Colorado River, about 15 miles downstream of Parker Dam near the town of Parker, Arizona in La Paz County. Headgate Rock Dam (HGRD) impounds a body of water known as Lake Moovalya and has 10 radial gates in which 3 of the feed the hydroelectric power plant that was retrofitted to the HGRD circa 1992.
It was designed as a low head, axial flow turbine powering the generation units to nearly 19.5 Mega Watt (MW) of power serving the Colorado River Indian Tribes (CRIT) Reservation.
The existing legacy Woodward Governor hydraulic distribution system provides hydraulic pressure utilized to control the Kaplan blade angles and wicket gates. It consists of several hydraulic distribution valves, staged pressure pumps, accumulators, and ancillary equipment operating at 1,000 pounds-per-square-inch (psi). The existing valves and system pressure pumps have seen continuous service with minimal service since installation in 1992.
2.0 OBJECTIVE AND SCOPE
The objective of this effort is to inspect components of the current governor system configuration and perform repair or replacement of deficient and/or older legacy hydraulic distribution system components. Some hydraulic components were replaced through earlier efforts and are not expected to be deficient.
A secondary objective is to reduce the logistical footprint by minimizing, as much as possible, the breadth of components utilized throughout the hydroelectric systems. Once all three governor hydraulic systems are considered ready, they shall be calibrated, aligned, and tested for successful operation and commissioned into service.
The hydraulic distribution system shall include the components of the hydro-electric system. These components are outlined in the table below.

The Contractor shall provide all personnel, supervision, mobilization, tools, equipment, vehicles, lodging, travel, meals, materials, labor, expertise, logistics, testing, freight, and other direct cost required to successfully commission the three hydraulic distribution governor systems of hydro-generation Units 1, 2, and 3, Unit 3 is the priority.
3.0 REQUIREMENTS and TASKS
3.1 Quotation Requirements
Past performance Information that shall be submitted with the contractor’s quotation.
3.1.1 The quotation shall provide evidence of at least ONE successfully completed projects of similar scope.

3.1.2 Included in the contractor’s quotation shall be a brief narrative of the technical solution and proposed.
• Manufacturer and model number
• Description and justification for system/subsystem
• Title and description service to be provided
3.2 Site Visit Requirements
3.2.1 A site visit may be coordinated through the contracting office prior to submitting a quotation.
3.2.2 Any costs associated with the quotation shall be at the contractor’s cost; no reimbursement shall be paid.
3.2.3 There will only be a single scheduled site visit where all potential offerors will gather and be escorted by the assigned project Contracting Officer’s Representative (COR).
3.2.4 All questions shall be directed in writing to the CO; during the site visit there will be no documentation provided nor questions answered by BIA/CRA-ES personnel.
3.2.5 Photos and video will be allowed.
3.2.6 Those attending the group site visit shall be required to provide their own Personnel Protective Equipment and comply with the CDC Recommended COVID-19 protocols.
3.3 TASK 1: Project Management
3.3.1 The contractor shall designate a PM/PL to interface with the projects Government COR.
3.3.2 Within 15 days of the notice-to-proceed, the contractor shall schedule a kick-off/design review meeting with the COR to discuss the proposed technical solution, schedule, requirements, and known issues and potential pitfalls.
3.3.3 Portions of contract performance shall require interaction with Government staff to collect information to successfully execute all requirements.
3.3.3.1 The contractor shall adhere to all applicable safety procedures.
3.3.3.2 Contract personnel shall provide their own Lock Out Tag Out equipment and devices.
3.3.3.3 Contractor shall adhere to HGRD personnel clearance procedures.
3.4 TASK 2: Kaplan Blade Pitch Control Valve
3.4.1 The contractor shall perform an expedited process for the repair or replacement of high-pressure blade pitch hydraulic distribution valves for the HGRD turbine governor system with the minimal amount of down (non-generation) time.
[ NOTE: Unit #3 is currently undergoing a rebuild effort and is not generating power ]
3.4.2 For Unit #3, the contractor shall procure a GE FC-1250 turbine blade hydraulic distribution valve and adapter plate, remove the legacy valve, and install the new FC-1250 valve.

3.4.3 The contractor shall inspect and verify the operation of the GE FC-1250 turbine blade hydraulic distribution valve and adapter plate, on Units #1 and #2.
3.4.3.1 CRA-ES has already completed the replacement of the Unit #2 and Unit #3’s turbine blade hydraulic distribution valves; during these replacements the GE FC-1250, along with an adapter plate, was utilized to complete the two previous projects.
3.4.3.2 If the valve or adapter plate is found to be deficient and cannot be repaired, it shall be replaced with appropriate valve for the application in accordance with manufacture’s specification.
3.4.3.3 The replacement valve and associated componentry shall be uniform across the specific application (e.g., blade valve, wicket gate valve, etc…) for each turbine.
3.4.4 The operation of the turbine blade hydraulic distribution valves shall be verified through testing to comply with the manufactures, Voith Hydro, and Woodward Governor operational parameters or specifications; this shall include no damage ensues when an emergency shut down occurs.
3.4.5 The Contractor shall supply all cut sheets, manuals, test reports related to the new valves.
3.4.6 Defective or damaged materials shall not be accepted or installed.
3.4.7 If the contractor damages any surfaces of areas of paint, galvanizing, or coating, it shall be repaired by contactor.
3.5 TASK 3: Wicket Gate Control Valve
3.5.1 The contractor shall perform an expedited process for the repair or replacement of high-pressure wicket gate hydraulic distribution valves for the HGRD turbine governor system with the minimal amount of down (non-generation) time.

3.5.2 The contractor shall repair or replace the wicket gate hydraulic distribution valves for Units #1, #2, and #3 in accordance with manufacture’s specification.
3.5.2.1 If a valve cannot be repaired, it shall be replaced with the exact same, or comparable, appropriate valve for the application to control the wicket gates.
3.5.2.2 The replacement valve and associated componentry shall be uniform across the specific application for each turbine.
3.5.3 The operation of the wicket gate hydraulic distribution valves shall be verified through testing to comply with the manufactures, Voith Hydro, and Woodward Governor operational parameters or specifications;
this shall include no damage ensues when an emergency shut down occurs.
3.5.4 The Contractor shall supply all cut sheets, manuals, test reports related to the new valves.
3.5.5 Defective or damaged materials shall not be accepted or installed.

3.6 TASK 4: Hydraulic Pumps, Pressure Accumulator Tanks, and Oil Sumps
3.6.1 The contractor shall replace all the hydraulic pumps for Units #1, #2, and #3 with pumps meeting the manufacture’s specification; the pumps shall be uniform across the specific application for each turbine.
3.6.2 The contractor shall inspect for defects and verify the proper operation of the hydraulic accumulator tanks, oil tank sumps, and manual valves for Units #1, #2, and #3 in accordance with manufacture’s specification.
3.6.2.1 If an accumulator tanks, oil tank sumps, or associated componentry fails to be within manufacturer’s specification, it shall be repaired.
3.6.2.2 Only the manual valves in the governor circuit path shall be included.
3.6.2.3 If an accumulator tanks, oil tank sumps, or associated componentry cannot be repaired, it shall be replaced with the exact same, or comparable product appropriate for the application.
3.6.2.4 The replacement part or components shall be uniform across the specific application for each turbine.
3.6.3.1 The accumulator tank over-pressure relief valve shall be tested and certified for proper operation.
3.6.3.2 The accumulator tanks shall be painted where bare metal is visible, unless intentionally bare.
3.6.3.3 The accumulator tanks or oil tank sumps internal coating shall be repaired or re-coated.
3.6.4 Defective or damaged materials shall not be accepted or installed.
3.6.5 The contractor shall supply all cut sheets, manuals, test reports related to the new components.

3.7 TASK 5: Kaplan Blade Pitch Hydraulic Control Valve [Shelf Spare]
3.7.1 The contractor shall procure a spare GE FC-1250 Hydro Distributing Valve with required adapter plate for the purpose of being a mission critical spare for any of the hydroelectric generation units.
3.7.2 The operation of the spare turbine blade hydraulic distribution valve shall be verified through testing to comply with the manufactures, Voith Hydro, and Woodward Governor operational parameters or specifications; this shall include no damage ensues when an emergency shut down occurs.
3.7.2.1 It is permissible to configure and test a new valve and utilize it for the spare; then install, configure and test another new valve to leave as the operational valve.
3.7.2.2 The Contractor shall supply all cut sheets, manuals, test reports related to the new valves.
3.8 TASK 6: Documentation and/or Drawings
3.8.1 The contractor shall provide schematics and design documentation for the distribution valves and adapter plates to the Contracting Officer (CO) and COR.
3.8.2 Provide new Schematic and Engineering Drawings of Hydro Distributing Valves and Custom Adapter Plates
3.8.3 Provide tuning or calibration procedures for the valves, pumps, and other associated componentry of the governor system.
5.0 DELIVERABLES / DELIVERY SCHEDULE
5.1 Activity and Deliverable Timetable: Deliverable products shall be submitted to the addresses shown in Section 5.3, in accordance with the following schedule:

5.2 Acceptance/Disapproval of Deliverables:
Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the deliverables are received to review the document, provide comments back to the Contractor, accept or disapprove the deliverable(s). The Contractor will also have a maximum of ten (10) working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government.
