STATEMENT OF WORK (SOW)

FORENSICS SERVICES

1. BACKGROUND

The Bureau of Indian Affairs (BIA), Office of Justice Services (OJS) Missing and Murdered Unit (MMU) requires Forensics Services on an as needed basis. Services are required to properly identify DNA submissions, and submission of evidence. Services are also required for DNA profiling, Genetic Genealogy, and bone recovery that may contribute to investigative leads for cases within the BIA OJS MMU..

2. SCOPE

BIA will provide the evidence sample and location.

The Contractor shall:

a. Provide forensic medical examination services including maintaining evidence control and integrity, required notification, handling fees other as needed services required for each individual case and circumstances. Specific services include but are not limited to:

i. Assures that all necessary documentation is available, verifies that proper authorization for forensics is at hand, and records all information necessary for case records.

ii. Ensures proper handling, transfers, labeling and storing of specimens.

iii. Responsible to clean and sterilize all instruments. Must conduct cleanup in accordance with health and safety regulations.

iv. Participate in post forensics meetings as needed.

v. Keeps work areas well stocked with necessary supplies and notifies appropriate personnel when inventory levels are low. Must keep all work areas clean and dispose of all waste appropriately.

vi. Maintains all logs, records, data, etc. in a legible and precise manner.

vii. Performs services in accordance with the ethical, professional, and technical standards of the healthcare industry.

b. Conduct a preliminary DNA Screening for evidence.

c. During the screening process provide additional services if needed such as: M-Vac Sampling, Bone/Teeth Pre-processing, Saliva Identification, and Seminal Fluid Identification.

d. Create Forensic DNA profile that include identifying DNA and Differential DNA. Also investigative leads through Genetic Genealogy.

e. Process Sexual assault kits.

f. Professional services included: testimony, case consultation, developing family trees, familial statistics evaluation and rating, and case review in relation to DNA and genealogy results.

3. PERSONNEL MINIMUM REQUIREMENTS

The Contractor shall provide personnel to perform the work herein that are properly and currently licensed, certified, and authorized within the state where work takes place. In addition, all personnel must be trained and certified to handle evidence requiring proper “chain-of-custody” integrity and control.

4. DELIVERABLES

The Contractor shall provide the following deliverables within the specified timeframe:
