Statement of Work

HGRD Servomotor Overhaul

1.0 INTRODUCTION

The Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRA-ES) requires a highly experienced contractor to overhaul the wicket gate servomotors at the Headgate Rock Dam (HGRD). The wicket gates are installed on horizontal Kaplan style Voith Hydro Inc. turbines. The servomotors connect to an actuating ring which in turn connects to the wicket gates which regulate the flow of water inside of the turbine.

Precision control of the wicket gates is the cornerstone to hydroelectric power generation.

2.0 OBJECTIVE

A key mission of the BIA, CRA-ES is to provide economical and reliable power to the residential and commercial customers that reside within the boundaries of the Colorado River Indian Tribe (CRIT) reservation.

Accomplishing these tasks necessitates in-depth knowledge and expertise in all areas of requirements, elicitation, documentation, maintenance, and management to ensure that requirements are met, and deliverable services comply with business needs.

To ensure that all efforts are successfully completed and delivered the services of an expert contractor is required.

The objective of this effort is for a Contractor to supply tools, equipment, materials, labor, and Subject Matter Experts (SME’s) required to provide technical and logistic support to overhaul the eight (8) wicket gate servomotors at HGRD.

Excepted benefits of the identified mission support service include:

3.0 BACKGROUND

Owned and operated by the Bureau of Indian Affairs (BIA), the Headgate Rock Dam and Hydro Electric Generation Station (HGR-GS) are located on the lower Colorado River, about 15 miles downstream of Parker Dam near the town of Parker, Arizona. The dam, which impounds a body of water known as Lake Moovalya, has 10 radial gates.

Radial gates #1-7 act as spillway gates and pass Colorado River flow without generating any power. Radial gates #8- 10 sit immediately upstream from the power plant’s three hydroelectric generation units.

The hydroelectric power plant was retrofitted to the Head Gate Rock Dam (HGRD) circa 1992. It was designed as a low head, axial flow turbine powering the generation units to nearly 19.5 Mega Watt (MW) of power serving the Colorado River Indian Tribes (CRIT) Reservation. Somewhat rare, the hydroelectric generation units are installed horizontally because of the low head design. The turbines are manufactured by Voight and the generation units are manufactured by Villares.

The current wicket gate servomotors are part of the original installation of the hydro turbines at HGRD. They have seen continuous use since initial installation. As the hydro electric plant operates 24/7, the wicket gate servomotors are continuously operating at 1,000 psi. The servomotors provide adjustment of an actuating ring which adjust the wicket gates. There are a series of three (3) turbine units, two (2) wicket gate servomotors per unit, and two (2) spare servomotors. In total there are eight servomotors requiring overhaul.

4.0 SCOPE

The Contractor shall provide all Personnel, Supervision, Mobilization, Tools, Equipment, Vehicles, Lodging, Travel, Meals, and other direct cost required to accomplish the identified task to overhaul the wicket gate servomotors for the

HGRD.

5.0 REQUIREMENTS AND TASKS

In order to support CRA-ES’s mission and continued reliable power generation at HGRD, the Government requires sophisticated technical skill and professional work, to complete the required performance duties outlined in this SOW. The following section of the SOW describe the requirements and tasks that shall be completed by the Contractor.

5.1 REQUIREMENTS

The Contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of tasks assigned under this contract.

At the contractor’s expense, repairs shall be made due to any damage to existing materials due to the contractor’s operations or the contractor’s failure to provide proper protection shall be completed by the Contactor. Any repairs completed shall require acceptance by the government prior to completion.

The contractor shall be responsible for removal and disposal of equipment and waste products produced under this

SOW.

5.1 SPECIFIC TASKS

The contractor shall provide management and technical services within the scope of this contract to support the following tasks.

5.1.1 TASK 1: WICKET GATE SERVOMOTOR OVERHAUL

5.1.1.1 CRA-ES requires the overhaul of eight (8) wicket gate servomotors for the HGRD.

5.1.1.1.1 Component installation and removal from the Voith hydro turbines shall be completed by HGRD personnel.

5.1.1.1.2 The Contractor shall be responsible for the boxing, shipping (from and to CRA- ES), and overhaul of the servomotors.

5.1.1.1.3 The returned servomotors shall operate within the same parameters as before the unit was rebuilt.

5.1.1.1.4 Coordination with HGRD personnel will be required as only two (2) servomotors can be sent out for overhaul at a time.

5.1.1.1.5 Delivery of completed rebuilt servomotors shall be to the address noted in section 6.3 of this SOW.

5.1.1.1.6 Servomotor overhaul shall include, but are not limited to;

• Repair and machining of Steel Rod and Sheffer Clevis Pin Holes

• Removal of all existing paint coating o Apply new powder coating sealant to exterior of the servomotor in same location as original paint coating

Color to Match as close as possible original color

• Remove and Replace all Seals, and Rings

• Overhaul of Locking Cylinder Servo

• Overhaul of Servomotor

• Replace All solenoids, MLDT transducers, Conduit Couplings, Gaskets, screws, washers, and nuts

• Replace hydraulic fittings with exact replacements

• Repair all damage found, Machine, and True up of Piston Rod

• Apply Chromium Carbide Thermal Spray Coating to Piston Rod

• Assemble, Test and send back to CRA-ES a complete rebuilt Wicket Gate

Servomotor

• A test report shall be generated for each of the rebuilt servomotors. A copy of the test report shall be provided to the COR. The following tests shall be performed. The government shall not accept any rebuilt servomotors that have not successfully passed all identified tests. Along with a Pass/Fail note, the recorded readings shall be included in the report.

• Stroke Length • Step Response

• Velocity

6.0 DELIVERABLES / DELIVERY SCHEDULE

6.1 Activity and Deliverable Timetable: Deliverable products shall be submitted to the addresses shown in Section 6.3, in accordance with the following schedule:

6.2 Acceptance/Disapproval of Deliverables:

Unless otherwise specified, the Government will have a maximum of ten (10) working days from the day the deliverables are received to review the document, provide comments back to the Contractor, approve or disapprove the deliverable(s). The Contractor will also have a maximum of ten (10) working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government.

8.0 PERIOD OF PERFORMANCE

8.1 Period of Performance:

The period of performance for this contract is anticipated to be a maximum of 180 days from notice-to-proceed. The Contractor shall deliver the products and services of this contract in a timely manner and in accordance with the schedule indicated below under the 6.1, Table 1 - Activity and Deliverable Timetable. The schedule may be amended depending upon the logistics involved in undertaking the intended work.

9.0 WARRANTY

The contractor shall warrant all products, materials, and workmanship for a minimum of one (1) year from the date of work completion. Conveyance of all manufacturer/source commercial warranties, including a warranty summary documentation shall be part of submittal documentation. Major components requiring extended failure support service or warranty for specific critical components shall be documented, optioned and submitted to CO for acceptance.

Figure 1 illustrates the size of the current box that houses the two (2) spare servomotors. These will be the first servomotors to be rebuilt. Size of the box is ~12 ft. long.
