SAN BERNARD NATIONAL WILDLIFE REFUGE AUSTIN WOODS UNIT

GENERAL REQUIREMENTS

A. DESCRIPTION OF WORK

The work under this order consists of:

A boundary survey of the Wade McNeill Exempt Unitrust, Lida Davis McNeill and Chase Bank of Texas, N.A., Co-Trustees, Wharton County, Texas, as described and shown in attachments.

(l) Scope Project: Accompany USFWS Land Surveyor to the site listed above where services will be performed.

(2) Research necessary to complete the survey for the above listed tract. Copies will be furnished to the goverrm1ent.

(3) Contact Adjoiners: Contact adjoining owners to the above listed tract.

(4) Control: Sufficient control in order to complete survey including GPS control at the precision necessary to obtain an error of closure no less than 1:20,000.

Establish state plane coordinates for the purpose of completing the survey.

The Texas State Plane Coordinate System (NAD 83) or as otherwise directed shall be the basis for bearings on the plat(s). Show all control on plat. All coordinates, bearings and distances will be GRID and all areas will be

GROUND.

(5) Tie Topographic Features: Show all roads, structures, exterior fences, etc.

within the tract.

(6) Monumentation: Set standard United States Fish & Wildlife Service (USFWS) aluminum dig in type monuments at comers as shown on attachment. Set standard USFWS aluminum caps on 5/8" rebar at corners on line as shown on attachment.

The estimated number of corners to be set is as follows: 15

All corners will have a yellow or an orange carsonite witness post placed by them.

A description of each corner, showing ties to topographic features, shall be shown in a bound field book (one corner per page), found or set. When using GPS, appropriate state plane coordinates shall be noted in the Field book for each corner on the appropriate page.

(7) MARK BOUNDARY: The boundary lines will not be posted (marked) at this time.

The estimated length of boundary for the tract is 16.2 miles of which approximately 12 miles is water boundary.

(8) Computations: Computations necessary to complete the work. All computations will be furnished to the government.

(9) Drafting: A plat(s) with stamp and signature of registered surveyor will be furnished for all work accomplished. Show coordinates for all corners found.

One copy of the digital drawing file(s) will be furnished to the government. One mylar of the plat(s) will be furnished to the government.

Four (4) copies of the plat (signed and sealed) and a PDF of the signed plat, if possible.

(10) Field Notes: Field note description of the tract. Four (4) copies of the description (signed and sealed), a PDF of the signed description, if possible, and one (1) digital copy will be furnished to the government.

B. TIME FOR COMPLETION

(l) All work covered under this solicitation shall be completed within 210 calendar days after the receipt of the government's written notice to proceed.

(2) The contractor shall begin work not later than five (5) calendar days after receipt of written notice to proceed.

C. SERVICES AND MATERIALS TO BE FURNISHED BY THE CONTRACTOR

(1) The contractor shall furnish all personnel for the work and each person shall be fully qualified for the work he is to perfo1m.

(2) All state and local laws pertaining to land surveying shall be met, including corporate or company registration if required, as well as individual registration in the state which the work is to be done. The person supervising the survey shall hold a current State license to practice land surveying, and such name and license number shall be provided.

(3) All transportation vehicles, survey and other equipment necessary to perforn1 the work required shall be furnished by the contractor. All survey equipment shall be of such design and in such condition and adjustment that results obtained will fulfil and maintain the degree of accuracy required.

(4) The contractor shall contact one of the following refuge personnel at least 24 hours prior to picking up any government supplied materials (aluminum monuments, caps, carsonite posts, etc.):·

D. RESPONSIBILITY

Review of delivered work and acceptance will be the basis of final payment for the work. The Contractor shall be responsible for the professional quality a11d technical accuracy of the drawings/maps and other services furnished under this contract. The contractor shall, without additional compensation, correct or revise any errors or deficiencies in his drawings/maps or other services.

E. INSPECTION AND ACCEPTANCE

During the process of the work, any inspection of the work by the Contracting Officer Representative shall be solely at their option. All work, and all of the Contractor's or Subcontractors plant, equipment, arid personnel engaged in the work; shall be subject to and available for inspection by the Contracting Officer's Representative at any time.

F. PAYMENT

(I) A partial payment may be made at the end of each month. Final payment will be made upon satisfactory completion and acceptance of the work.

(2) The Contractor shall submit invoices to Louis duBois, Reviewing Official, in Marble Falls, Texas (see address below).

(3) If additional work, such as field work, research, etc.., is needed to complete the land boundary survey, the Contractor shall submit in writing a justification for the additional work, cost and estimated time to the Contracting Officer Representative. Only the Contracting Officer has the authorized authority to approve the additional work. No work shall begin until authorized in writing by the Contracting Officer. If work is started prior to authorization is given it is done at your own risk.
