STATEMENT OF WORK
ACCESS CONTROL SYSTEM AND EQUIPMENT
1. SCOPE:
Caribbean-Florida Water Science Center, Information Technology Unit has been working to consolidate the centers IT infrastructure, policies, and procedures regarding facility security and access controls. The goals are to reduce operational costs through strengthening security, consolidating access logs, and creating efficiency in operations. Currently, there are three separate door access processes that IT staff maintains. Converting to a center-wide Access Control Solution for all locations will have added benefit of allowing secure access, Realtime monitoring, remote administration, and historical logging of entry/exiting of the center’s main offices
As such, the CFWSC need to hire a contractor/vendor who can install, test, and troubleshoot the Identiv software, and HID and other applicable hardware that is configured as an access control system with centralized administration. The project includes the install new door access hardware and readers, install software licenses and service the existing access control unit and equipment located in the centers Florida and Puerto Rico offices. Routine maintenance and support will be required for all locations. As safety protocols allow, the security contractor/vendor will need to be available “on-call” to perform priority services when unscheduled outages or inclement weather events occurs to properly secure the facility in the event of hardware or software failure.
Access Control systems that require an access control solution that installs card readers, door contacts, request to exit devices, and electric strikes on identified center office entrance/exit doors. Run plenum rated composite wire from each of the doors over to the IT rooms where they will be appropriately routed to the back side of the room. Install the government rated intelligent controller and power supplies on the existing backboard. Wire in all the devices at the door side, and wire in all of the devices on the panel side and connect to the customer's network. Vendor should be on site to do testing with customer. Verify that all devices are reporting correctly and that all are operational.
CFWSC Access Control system is in need to hire a vendor to install new door access hardware and readers, install software licenses and service the existing access control unit and equipment located in the center offices in Florida and Puerto Rico.
1. Access Control
1.1 Applicable Documents

1.2 Definitions
Maintenance - The Contractor shall provide regular service checks during CFWSC main offices normal business hours. The Contractor shall provide emergency repair and service on an as needed basis and shall guarantee a response timeframe of no more than twelve (12) hours from receipt of priority service call requests.
Servicing Area - defined as service available to the Caribbean-Florida Water Science Center (CFWSC) Five main office locations in Florida and One office in Guaynabo, Puerto Rico.
2. BACKGROUND
The CFWSC utilizes a centralized hardware control unit and software system for facility access control and centralized administration software in three out of six of its centers main offices: (1) Offices in Lutz and Orlando, Florida and Guaynabo, Puerto Rico currently uses HID cards for building access. These offices will require new installation of some hardware and software. (2) The Guaynabo, Puerto Rico office is moving to a new location which will require a new installation of hardware and software. (3) Where applicable, the Florida offices listed above will be upgraded using existing wiring and readers. (4) offices in Tallahassee and Ft Myers, Florida currently use keys for building access. These offices in Florida will require a new installation of hardware and software.
3. REQUIREMENTS
3.1 The Contractor shall provide Professional services to setup system and program system in all CFWSC locations. The Contractor shall provide all services, supplies and equipment related to scheduled installation and emergency repair and maintenance of the access control systems at the following locations:
3. DESCRIPTION OF SUPPLIES OR SERVICES. The USGS CFWSC is seeking to procure a center-wide centralized Access Control System and extend the life of the hardware and software of its existing facilities with control access system hardware. The Physical Access Control System required hardware and software components to be installed will cover new installation of software and hardware and the updating of end-of-life cycle devices. The hardware can be found on the Approved Products List as being FIPS 201 compliant and have been approved for the Federal Identity, Credential, and Access Management (FICAM) implementation.
The SALIENT characteristics are as follows:
