Central Station Monitoring Contractor to monitor 5 locations for intrusion, smoke and low temp as noted above. Alarms are to be monitored on a 24-hour basis for 7 days each week and throughout the duration of the contract. When “emergency signals” warrant the Contractor to respond (i.e., intrusion, fire, malfunctioning alarm), the Contractor must respond within 30 minutes. During response, contractor will notify dispatch of type of alarm, building location, and type of response needed (fire department, law enforcement). Contractor will respond to site upon clearance from NPS response team to manually reset alarm panel, as this cannot be done remotely.

The Contractor will call the Emergency Contact List—provided after contract award—when a smoke, low temp or intrusion alarm is set off. Implementing the Emergency Contact List is required for all “emergency and trouble signals” (e.g., low battery, or phone line trouble signals). Monitoring service costs will cover labor, transportation, and materials to monitor the above 5 alarms across 5 locations.

When “trouble signals” warrant the Contractor to respond (i.e., conduct service calls), the Contractor must respond within 2 hours of receipt of “trouble signal,” or by 4:30 PM the next calendar day, whichever is sooner. The standard of “must respond within 2 hours” is reasonable because most addresses receiving service are within a 2-hour drive (100 miles) of the Minneapolis-St Paul metropolitan area.

When alarm panel(s) experience malfunction, Contractor will respond to site in person to inspect and troubleshoot malfunctioning equipment. Inspection may include replacing batteries, check wiring/connections, reset alarm codes, and/or replace entire panel.

The contractor will bill in 30-minute increments with one-person-hours. Billable hours begin once the Contractor arrives on site, and end when contractor departs NPS property. Costs associated with travel to and from the service call locations must be included in the cost of service and are not authorized as a separate expense.

Bi-annual Inspections The Contractor will provide all labor, materials, transportation, and equipment necessary when conducting an inspection of the smoke, and low temp and intrusion alarms listed above. The alarm inspections will be conducted on or before January 1 and June 1 of each year for which the contract is awarded. All labor, transportation, equipment, and removal of solid waste associated with fixing or mediating inspection failures must be addressed and become fully functional within 30 days (or with prior approval of the Contracting Officer if more than 31 days). The assigned Contracting Officer’s Representative must be on-site during for all inspections.

Contractor will enter new seasonal alarm codes for park annually for all armed buildings during the typical spring inspection prior to April 1st of that year. Contractor will also replace batteries in all battery-operated components, i.e., smoke detectors, annually during the typical fall inspection prior to January 1st.

Replacement Equipment and Parts As a result of central station monitoring, service calls, or bi-annual inspections, some equipment or parts may become inoperable, unserviceable, or obsolete. The Contractor will identify replacement parts or complete pieces that render the entire system compliant with city, state, and federal laws, as well as able to communicate with Central Station Monitoring. Replacement parts should be of the same make as existing equipment or parts, and work within the existing framework. Replacement equipment and/or parts shall be identified. Quote for replacement equipment including parts shall be submitted to contracting for review and approval. Items must be replaced within 14 calendar days of acceptance of quote. The assigned Contracting Officer’s Representative must be on-site when the Contractor tests replacement equipment or parts for functionality. Examples of replacement equipment and parts includes, but is not limited to, batteries, panels, heat sensors, low temperature monitors, strobes, horns, and sprinkler heads.

Service Calls The above Alarm systems may require intermittent service outside regular inspections throughout the year. Service may be ordered only by the Contracting Officer’s Representative (COR):

Any calls placed by any person outside of this authorized list may result in costs to the Contractor. Authorized list to be provided after award of contract
