Statement of Work Audiovisual Installation Services for Alaska Fire Service Building 1541 Training Rooms
1.0 Background
This statement of work outlines work/updates to training rooms # 1,2, and 3 in Alaska Fire Service Building 1541 located on Fort Wainwright, A.
Training Rooms 1, 2, and 3 in Building 1541 are presentation spaces with configurable seating arrangements. The rooms are divided using foldable wall partitions. The Alaska Fire Service uses these rooms for presentations, briefings, training, and collaboration. The audiovisual systems are functional for the most part, however, the systems are over 10 years old.
This project will replace outdated or near end of service life equipment/components in all training room to ensure long term functionality and allow for additional future enhancements. We want to update the current hardware in Building 1541 training rooms, while retaining current functionality. The updated infrastructure would need to support the current configuration where each training room can be operated as a training room independent of the others, or in any combination for a larger audience.
The Government POC will provide a virtual site visit, for potential vendors to see the setup of training rooms, equipment and to be able to ask questions about the project prior to submitting their quotes. This site visit will be hosted via zoom.
2.0 Objectives
The efforts described in this document will be limited to the rooms stated and the level of effort required to meet the needs outlined in this Statement of Work.
· Replace outdated or near end of service life equipment/components in all training room to ensure long term functionality and allow for additional future enhancements.
· Update the current hardware in the three training rooms (1, 2, and 3) in Building 1541, Gaffney Road, while retaining current functionality.
· The updated infrastructure would need to support the current configuration where each training room can be operated as a training room independent of the others, or in any combination for a larger audience.
3.0. Requirements
Work effort involves survey, design, develop, purchase, program, installation, and configuration of an audiovisual (A/V) system for training rooms located in Building 1541 at Alaska Fire Service.
Work requires removal of all current Audio Visual( A/V) equipment & cabling that will not be used prior to the installation of new equipment. Audiovisual equipment includes projectors, microphones, phone integration, touch panels, video scaling devices, easy-to-use programming and all required cables, connectors, and mounts.
Coordinate installation dates with COR and Government Representative Contractor will submit detailed equipment list inclusive of all related hardware. Equipment list to include general description of item, manufacturer, model, quantity, and any other relative information.
Provide, program, install and test the following equipment in the following rooms and in the following manner:
Training Room #1, 2, & 3 Display System Provide and install a 1920 x1200 resolution with a minimum of 4500 lumen brightness wide format projector in the ceiling using a ceiling mount at the correct distance for producing an image that will fit properly on the existing screens. The projector should designed for large meeting spaces and it should come with a 3‐YR parts and labor warranty.
Provide and install wide format 17 inch touch capable confidence monitor at each lectern Provide and install wireless presentation technology that supports standards based 802.11 wireless network technology. Good Examples of this technology are Christie Brio, Wolfvision Cynap, or Barco Clickshare.
Audio System Provide and install audio amplifiers with multi-zone audio amplifiers to support the voice reinforcement capabilities and the combined room functions for audio presentations, incorporating the one wired gooseneck microphone installed at each lectern, and two wireless microphones (one lapel and one handheld, per lectern). The existing ceiling speakers would not be replaced. If existing microphones are compatible with new system, we would like to reuse them.
Signaling system Currently there is a Crestron MPS-200 presentation switcher in each room, which serves as the signaling system for each lectern (AFS Provided) and supports input connectivity for analog laptop connectivity, the lectern PC (AFS provided), existing Samsung document camera (AFS Provided)/ This switcher needs to be replaced with a commercial grade 8-input/6-output HDCP compliant presentation switcher in training rooms 1, 2 and 3. These switchers shall provide the core audio and video routing for the systems in the training rooms. Each training room will retain the ability to have any of the 3 lecterns function as the parent when using the rooms in various combinations.
Currently there is a Crestron 8-input/ 8 output HDCP analog video switch in the main equipment rack with an update commercial grade product retaining or enhancing current capabilities. This switcher is at the end of its life and may need to be replaced, if it is needed for the combined video functions of the 3 rooms Room Control System Provide and install a digital media room control solution comprised of three control processors(one for each training room), that will integrate automation and control the classroom environment including a 7” or bigger touch panel screen on a tabletop device, a video and audio input device that will scale any image to the needed resolution for correct images on the projector mentioned above.
Audio Conferencing Systems Provide and install new commercial grade digital signal processors (DSP) with USB and telephone interface for each Training Room. The DSP configurations would need to support the ability to conference from any combination of training rooms using microphones and audio system components.
Add ceiling microphones to provide voice pickup for all meeting participants in each presentation spaces with the functionality of muting from the lectern.
Facilities Considerations
Audiovisual equipment for each Training Room is installed in the multimedia lecterns. Each lectern has a built‐in equipment rack which centralizes most of the equipment and provides a means for proper cable management.
There are existing electrical receptacles at each lectern and they appear to be adequate for the electrical requirements for the lecterns. The lecterns are well ventilated and will be re‐used.
There is a standalone 44RU MiddleAlantic equipment rack in the storage room next to all three training rooms. This rack houses the wireless microphone receivers, Biamp digital signal processor, Crestron video matrix switcher, other signaling components and the UPS. The equipment rack is well ventilated and provides a means for proper cable management and will be used to accept components getting replaced and/or upgraded.
4.0 Deliverables
Performance Specifications Furnish all labor, materials, equipment (unless otherwise specified), special tools, and supervision of services required to install the complete and fully operational training classroom systems as specified above.
All products must be of commercial grade and meet industry standards for this type of professional application.
Training The contractor will provide a copy of all Operation and Maintenance Manuals and provide hands-on training to selected employees. Training will include complete operation of the systems and any end user maintenance requirements.
The contractor will be available for hands-on or phone instruction to troubleshoot if needed for a two year period following completion of the installation.
5.0 Contacts
Point of contact for this project will be the Alaska Fire Service Training Administrator, Amy Skraba
The period of performance for this project will be from 8/24/20-1/31/21
