STATEMENT OF WORK

Replacement of Fuel Tanks and Pumps at Shiloh National Military Park

1. SCOPE OF WORK: This project would remove four (4) each aboveground steel double-wall concrete reinforced fuel tanks and pumps and replace with three (3) new Hoover Containment Vault or equivalent. aboveground steel double-wall concrete reinforced tanks, pumps, gauges, fill alarms, and epoxy exterior finish. This project would also remove one (1) each used oil tank and replace with a Hoover Containment Evac used-oil double-wall tank or equivalent.

2. PRINCIPLE ITEMS OF WORK: Project consists of completely removing all five of the aboveground storage tanks. Two are 1,000 gallons off-road diesel tanks, one is a 1,500 gallons split tank of gasoline (1,000) and off-road diesel (500), one is a 500 gallons highway diesel, and one is a 240-gallon used oil tank. After removal of tanks, no concrete pad work should have to be altered, as tanks will be same footprint. Specification of new tanks, equipment, and fittings shall be as follows:

Two VT1000 diesel fuel tanks:

· Aboveground double-wall steel

· Insulated secondary containment for flammable liquids

· Primary and secondary containment emergency vents

· Clock level gauge with high level alarm

· Top mounted diesel dispensing pump, fuel filter, hoses, fittings, piping, counter, and nozzle.

· 15 gallons internal spill containment box with lockable lid including fill adapter and drain plug.

· Elastomeric Polyurethane finish on exterior of tank

· Interstitial gauge

· Fill limiter valve with drop tube, adapter, and lockable cap.

One VT 1500 gasoline fuel tank

· Aboveground double-wall steel

· Insulated secondary containment for flammable liquids

· Primary and secondary containment emergency vents

· Clock level gauge with high level alarm

· Top mounted phase I vapor recovery gas pump package which includes pump, hoses, nozzle, counter, fuel filter, and fittings.

· 15 gallons internal spill containment box with lockable lid including fill adapter and drain plug.

· Elastomeric Polyurethane finish on exterior of tank

· Interstitial gauge

· Fill limiter valve with drop tube, adapter, and lockable cap.

One H420 240 gallon used oil tank

· Aboveground double-wall steel

· Double diaphragm pump

· Air filter, regulator, and pressure gauge

· Air valves and strainers

· Primary and secondary working vents

· Level gauge

· Corrosion resistant exterior coating

Total of four (4) new tanks and pumping will be installed.

3. LOCATION: Shiloh National Military Park, 1055 Pittsburg Landing Road, Shiloh, TN 38376.

Replacement of all said items shall be accomplished by contractor.

The Contractor shall provide all cranes for lifting, removing, and setting of new tanks and connect all existing electrical wiring.

The Contractor shall install all items according to code and that meet manufacturer’s written instructions.

The Contractor shall provide submittals of all materials proposed for the project, product data and samples, and shall receive approval for each one prior to any onsite work taking place.

A warranty signed by the installer and manufacturer shall be provided to the contracting officer and contracting officer representative upon completion of project.

The Contractor shall be responsible for the complete removal and disposal of all tanks and any debris. All debris shall be disposed of in a state approved disposal area. Recycling of all removed materials is strongly encouraged if applicable.

The Contractor shall follow all safety procedures. Temporary fencing or flagging of work area may be required.

The contractor shall coordinate the schedule with the contracting officer representative so he can inform employees about times that work will be accomplished. The workdays and hours shall be Monday thru Friday, 7:00 am – 4:30 pm. Flexible hours may be discussed with the contracting officer representative if the need arises.

4. TURF PROTECTION: Contractor shall take precautions not to rut or damage any mowed areas during work of this project. Contractor shall correct any damage to turf caused by rutting.

5. MATERIALS, WORKMANSHIP, AND EQUIPMENT: Whenever not explicitly described in these specifications, all materials, workmanship, and equipment used in carrying out the work shall be of the best of the respective grades and qualities. The contractor shall provide adequate supervision and sufficient labor and equipment for prosecuting the work to full completion in the manner and within the time required by the contract.

a. Workmen. All workmen shall have sufficient skill and experience to properly perform the work assigned to them. Any foreman or workman employed by the contractor or by any subcontractor who, in the opinion of the contracting officer, does not perform his work satisfactorily and in a skillful manner or is disrespectful, intemperate, disorderly, or otherwise objectionable, shall, on the written request of the contracting officer, be removed immediately by the contractor or subcontractor employing such person and he shall not be employed again on any portion of the work without the written consent of the contracting officer.

b. Equipment. All equipment used shall be of sufficient size and in good mechanical condition to meet the requirements of the work and to produce a satisfactory quality of work. The contracting officer may order the removal and require replacement of any unsatisfactory equipment. Should the contractor fail to furnish suitable and sufficient equipment for the satisfactory prosecution of the work, the contracting officer may withhold payment of estimates which are or may become due or may suspend the work until such equipment has been provided.

6. CONTRACTOR TO BE PRESENT OR REPRESENTED: The contractor shall either be personally present on the job site or be represented thereon by a responsible agent employed by the prime contractor to be designated in writing by the contractor, who shall have full authority to act for him in all cases and carry out any instructions relative to the work which may be given by the contracting officer, either personally or through an authorized representative. The contractor's agent shall not be changed during the life of the contract without the written approval of the contracting officer.

7. LEGAL RESTRICTIONS AND PERMITS: The contractor shall be familiar with, and shall observe and comply with, all Federal, State, and local laws, park regulations, safety laws, building and construction codes, and ordinances and regulations in any manner affecting the conduct of the work.

The contractor shall provide all necessary licenses and permits and shall give due and adequate notices necessary to the due and lawful prosecution of the work. Trucks and other heavy equipment shall be confined to the limits of the project parking areas.

8. PROTECTION AND RESTORATION OF PROPERTY: The contractor shall be responsible for the preservation from injury or damage, resulting directly or indirectly from the execution of the work, of all public and private property along and adjacent to the parkway. He shall use every precaution necessary to prevent damage to pipes, conduits, and other underground structures; also, all overhead structures such as wires, cables, etc.; and poles, trees, shrubbery and crops, within or outside the right-of-way. Any utility lines damaged by the contractor shall be repaired at once at the contractor’s expense. All trails and roads adjacent to or intersecting the project shall be protected from damage.

When any direct or indirect damage or injury is done to public or private property due to an act, omission, neglect, or misconduct in the execution of the work, or in consequence of the non-execution thereof, on the part of the contractor, the contractor shall restore or have restored the property at his expense. The restoration shall be completed to a condition equal to before such damage or injury was done.

The contractor shall not file any suites, actions, or claims against the Government and its representatives due to any injuries or damages sustained by any person or property due to consequence of neglect in safeguarding the work, using unacceptable materials in the work, or because of any act or omission by the said contractor or his employees. The contractor shall not file any suits, actions, or claims against the Government and its representatives arising under the Workmen's Compensation laws or any other law, bylaw, ordinance, regulations, order, or decree. During the prosecution of the work, the contractor shall be responsible for injury or damage to any person or property resulting from an act, omission, neglect, or misconduct in the manner or method of executing said work satisfactorily, due to the non-execution of said work at any time, or due to defective work or materials.

There shall be no personal liability upon the contracting officer, the designated representative, or upon Government agents or Government employees for any act performed in the discharge of any duty imposed or the exercise of any power or authority conferred upon them within the scope of the contract. In all such matters they act solely as agents and representatives of the Government.

9. TIME FOR COMPLETION: The contractor shall complete this project within 60 calendar days.

10. TRAFFIC CONTROL: Traffic control of site shall not be needed.
