INTRODUCTION

The mission of the Bureau of Land Management is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. This acquisition is for development of interpretive and informational signage and associated kiosks. Important aspects of the project will be public education on natural and cultural resources, and general rules and regulations.

OBJECTIVE

The Bristlecone Field Office (BFO), Ely District BLM requires professional content development, fabrication and delivery of interpretive and informational signage and pedestal structures.

The objective is to provide visitors to the Garnet Hill Recreation Area and Egan Crest Trailheads and campgrounds with educational information about natural and cultural resource subjects and safety. Additionally, informational kiosks will post general rules and regulations, fee-site instructions and have maps of the rockhounding area, motorized and non-motorized trail systems.

These interpretive, informational, and trail map signs are a final component of a large-scale improvement of the recreation area.

SCOPE OF WORK

The Contractor will furnish all personnel, equipment, supervision, transportation, supplies, and incidentals, except those indicated as government-furnished, to perform all tasks as outlined in this performance work statement for a period of 01/04/2027 through 10/04/2027.

The contractor will work closely with the Contraction Officer’s Representative (COR) and BFO Resource Specialist team members as identified in each of the tasks.

BACKGROUND

The Garnet Hill Recreation Area improvement project involves large scale improvements at two popular existing trailheads, the Egan Crest Trailhead and Garnet Hill Rockhounding Trailhead. In addition, two separate overnight campgrounds/trailheads and two additional separate trail system trailheads are being added. Each trailhead/campground will have either a double or single panel large roofed kiosk (6) that will have area info, rules and regulations, fee site instructions, trail system map etc. At the Garnet Hill Rockhounding area there will be smaller pedestal mounted type interpretive signs on a variety of natural and cultural resource subjects (16) along an ADA accessible concrete sidewalk that leads down into the rockhounding area.

PERIOD OF PERFORMANCE

The period of performance will be from 01/04/2027 through 10/04/2027.

PLACE OF PERFORMANCE

All work will be accomplished primarily at the contractor’s office. If needed but not critical, site visits by the contractor can be scheduled, and the necessary BLM personnel could be available.

APPLICABLE DOCUMENTS

The documents listed below will be provided by the BLM.

The contractor will develop and create content, for 15 small 1/8in thick CHPL panels with through holes. These panels will only be developed/created with final artwork submitted to the BLM, but they will not be fabricated. Panels will consist of artwork, text and QR code for Rec.gov Scan and Pay instructions. Panels will be approximately 6in wide x 18in tall with 6 to 8 5/16in through holes placed around perimeter. There is an existing template of artwork and text, however due to needed size and orientation of panel, some reworking or complete development may be needed.

The scan and pay instructions will be the same for each panel. Differences in each panel will be and Titles (Egan Crest, Upper CG and Lower CG) these differences may or may not include campsite #. There will be an area for a QR code left blank at this time. It will be at a future date the BLM will place the QR code onto the artwork that has been provided by the contractor.

One of the overlay panels will be affixed to the large Main Kiosk panel (identified in Task I) at the Egan Crest TH and the additional fourteen panels will be affixed to the shade structures at each overnight campsite.

Each subject will have one sign fabricated (total of 16). Signs will be fabricated on 1/8 in thick Custom High-Pressure Laminate (CHPL).

Contractor will help decide whether use of either photos or drawn artwork (illustrations) should be used for each sign. In some instances, it may be appropriate for both. High quality drawn artwork (illustrations) may be preferred. Contractor is responsible for all procurement of photos and illustrations purchased from outside sources.

Drafts (electronic) of all products shall be provided to BLM for a 14-day maximum internal review period. Not all 16 drafts will need to be sent for review at the same time, they may be sent by the contractor individually when they are ready. There is an expectation that no more than two initial drafts and one final draft will be needed. First Draft would include draft of text and draft photos or illustrations to be used (could be in word doc). Second draft should include full sign layout of text and illustrations/photos with BLM revisions from first draft. Final draft would include all revisions made from second draft. BLM will provide comments and edits on each draft. Second draft and final products will reflect the changes and edits requested by BLM.

The BLM internal review will ensure that the information is scientifically credible, technically accurate, appropriately written for the intended audience and designed and published in a professional manner. BLM will provide in writing approval of each sign.
