BLANKET PURCHASE AGREEMENT (BPA)
STATEMENT OF WORK
CARCASS DISPOSAL
The Bureau of Land Management (BLM) Palomino Valley Wild Horse and Burro Center (PVC) is seeking carcass disposal services for horses and burros that are deceased at the PVC facility. This is on an as needed basis; no minimum number of disposal services are guaranteed. PVC is located at 15780 Pyramid Hwy, Ironwood Rd, Reno, NV 89510.
1. SUPPLY/SERVICE
The contractor shall provide carcass disposal services within 24 hours’ notice after notification from authorized personnel from the BLM. Service options are for carcasses to be dropped off at a contractor operated location (within a 30 Mile radius of PVC), or to be picked up at the BLM PVC facility. The preference of the BLM is for carcasses to be picked up at the PVC facility, the Government is willing to consider drop off, this will all be evaluated based on the criteria listed in the solicitation. If the vendor will be picking carcasses up at the BLM PVC facility the contractor is responsible for all equipment and or supplies needed to perform the disposal service. These disposal services at the facility must happen during normal business operating hours. Notices may be sent over a weekend, but there is no expectation to perform services on a weekend.
Based on county, state, and federal laws and regulations, Contractor must hold all necessary licenses and permits to handle disposal of deceased large animals.
2. BLANKET PURCHASE AGREEMENT (BPA)
This Contract will be a 5-year ordering period. The Government is only obligated for the actual services performed. There is no minimum or maximum guaranteed amount for this service. Annually a BPA Call/ Order will be placed to provide funding for orders as they may occur. Any funding that is not used will be deobligated at the end of the BPA Call year. The vendor should plan to invoice monthly for services rendered, only for actual services that have occurred.
3. DELIVERY TICKETS/ PICKUP TICKETS
The contractor shall provide delivery/ pickup tickets which must include the following information.
· The slip must have letterhead/ marking tying the slip to the contractor.
· The slip must identify the quantity and types of carcasses.
· The date of pickup/ delivery.
· Signature from contractor and the BLM.
· Unit pricing matching the BPA Bid Schedule and Total price for the service call.
· BPA Call number from the contract.
· Record of the tickets should be retained as they are subject to the Freedom of Information Act (FOIA).
These tickets will be kept by the contractor and BLM, the contractor will upload these tickets to the Invoice Processing Platform (IPP) when they invoice. The invoice is to show the BPA CALL number and date of billing.
A summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all services made during a billing period, identifying the delivery/ pickup tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery/ pickup tickets.
