About this file
This Statement of Work (SOW) details fence repair and replacement services for the Bureau of Land Management (BLM) Carson City District following the 2020 North Fire. The project involves removing and reconstructing approximately 15,468 linear feet of fencing within Washoe County, Nevada, located approximately 65 miles north of Carson City. The BLM will furnish specific materials including steel pipe posts, brace rails, wire, fence clips, and gates, while the contractor is responsible for installation, transportation, and proper disposal of removed materials.
The contract requires completion within 45 calendar days, with a pre-work conference to review project specifications and schedules. Installation specifications are detailed, including requirements for post setting, wire stretching, and gate installation. The work involves careful environmental considerations, such as no ground blading, limited vehicle access, and hand-clearing of vegetation along the fence line. Payment will be calculated by linear foot of fence and by individual components like gates and end panels, with unit prices required for all items under an "All or None" total offer approach.

PART 2: PRODUCTS
2.1 GOVERNMENT-FURNISHED MATERIALS
A. Requirements: See Section 016400 - Government Furnished Products.
PART 3: EXECUTION
3.1 PREPARATION
A. Clearing: All fence line routes have not been cleared of vegetation and must be hand cleared or with hand-held power tools. Maximum clearing width is 8 feet on each side of the fence line. Provide minimum disturbance to existing grass and sod. Travel will be limited to existing roads and 8 feet on each side of the fence line.
3.2 INSTALLATION
A. General: Construct wire fence in accordance with the drawings.
B. Setting Posts: Set steel pipe posts by driving into the ground or into undersize drilled holes. Driven steel pipe posts that are split by driving, twisted, bent, or have broomed tops will not be accepted. Driven posts shall be set to the depths as shown on the drawing. Set posts plumb and to the spacing and depths as shown on the drawing, unless staked otherwise. All posts shall be capped.
C. Driving Steel T Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.
D. Corner Post, Gate Post, Corner Panel, Brace, and End Panel (Stress Panel) Assemblies: Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills if indicated, and a maximum of 1320 feet center-to-center for barbed wire sections. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
E. Wire: Stretch tightly and staple to posts or securely attach to steel pipe posts with ties wire and steel or fiberglass T posts with standard wire clips. Wire is properly stretched when it is springy to the touch. The wire shall be free to move through the clips as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
F. Brace Wire: Double-loop and twist tight with a stick. For steel pipe panels, each wrap shall be looped once around the post. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding or wire vertically to the rail to prevent unwinding.
G. Gates: Shall be installed according to the drawings.
H. Wire Gate Closers: Adjust wire gate closer after installation so that the closer does not require excessive force to latch and the gate will still hang properly.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for by the foot for each type of fence as measured along the ground surface next to the completed fence, including distance across gate openings, end, stress, and corner panels; cattle guards and drainage crossings. The quantities of end panels, corner panels, and gates to be paid for will be the actual number of these items. Note: Gates do not include adjacent end or corner panels. These are separate items. Note: Stress panels are not considered separate bid/pay items unless specifically identified on the drawings.
