GENERAL

Background A partner working group has been formed with Elko County, Northeastern Nevada Stewardship Group, Elko Velo, and Nevada Outdoor School to form the Elko Trail System Initiative (ETSI). ETSI has secured permission from BLM to begin the planning process to build a proposed 50-mile trail system on BLM public lands between the communities of Elko and Spring Creek, Nevada.

Approximately 12 miles of trail has already been flagged on the ground. The remainder 38 miles need to be laid out for the system that would support non-motorized mode of travel (with potential for e-bike use), with an emphasis on mountain bike users.

Subject The subject is the layout of 38 miles of single-track soft surface trail. There are currently few single track trail opportunities that are close to population centers of Elko and Spring Creek.

Scope of Work Provide all necessary labor, equipment, and materials to complete 38 miles of single-track soft surface trail layout incorporating existing proposed trails, supporting 4 trailheads that have been identified, and providing a map with descriptions of each trail segment.

Project Access and Location Access and Location to the Project Site: The proposed trail system is located approximately 5.8 miles south of Elko on NV-227. Other access points are located along NV 228, approximately 1.25 miles from the junction of NV-227 and NV-228 near Spring Creek and along Hilltop Road in Spring Creek.

Working Hours: Contractor shall decide own working hours in coordination with Contracting Officer.

Approximate latitude/longitude of suggested access points: NV-227 (40°47'14.34"N, 115°41'33.21"W), NV-228 (40°46'4.05"N, 115°40'54.84"W), Hilltop Road (40°44'59.30"N, 115°44'3.52"W) Existing Conditions Existing flagged alignment: 12.28 miles of trail have already been flagged on the ground.

Trailheads: 4 trailheads have been identified and will be designed internally.

Please see attached map for existing proposed trails.

Site Visit Inspection:

The Contractor shall provide their own vehicles for travel to project area and will remain on existing routes or inspect the working area on foot. Use of motorized vehicles or mechanized mode of travel are not permitted. Travel is restricted to BLM public lands. Any travel over private land in execution of this contract without approval from private landowner is prohibited.

Standards All trail layout must follow the standards set forth in BLM/IMBA Guidelines for Quality Trail Experience (GQTE) and emphasize sustainability in terms of both resource damage and on-going maintenance (attached).

DELIVERABLES

General:

Contractor shall provide a loosely flagged trail alignment where:

flagging is no more than 20 feet apart;

generally presents the center line of trail tread;

uses separate colors of flagging to represent grade reversals, drainage, trail features and apexes of turns.

Trail layout should be designed using the following difficulty, using mountain bike standards but will be open to all non-motorized uses:

30% beginner 60% intermediate 10% advanced Contractor shall provide a map and associated segment descriptions that will show entire system including a key that links to description of primary trail objective and trail construction guidelines as demonstrated in page 89 of the GQTE, be a digital document in .pdf format and .kmz files for trail alignment.

Contractor shall provide for a progressive skills course for beginner riders to be identified and flagged near one of the trailheads.

Facilitate and coordinate a kick-off meeting with all interested ETSI parties to discuss overall goals of the trail system and to gain insight into community desires.

Progress report each week of work delivered to COR no later than Friday afternoon.

CONTRACTUAL

Period of Performance:

It is anticipated that the work for this task will begin no more than 60 days from the date of award and will run continuously for 4 months after with the provision for 1 extension of this contract for an additional 1-month period. Total time of performance is 210 days from date of award Project Meetings:

Kick-off Meeting:

The Contractor, and subcontractors, and the persons responsible for coordination of the work shall be present on the call.

The kick-off meeting call will be held prior to the start of work and include all interested ETSI partners. The Contractor will be required to facilitate and notify all ETSI partners of meeting in advance of meeting time, date and place. The purpose will be to review required work, SOW, schedules and to discuss overall goals of the trail system to gain insight into community desires.

Payments and administrative provisions of the Contract can be conducted with the contractor only at the end of the meeting session.

The Contractor shall be prepared to summarize and explain procedures planned for the project.

Fee and Payment:

All services, supplies, materials (except those specified to be furnished by the Government), labor, superintendence, and travel necessary to perform the work and render the design and layout of the mileage required under this contract are to be included in the lump sum price of this contract.

Progress payments shall be made upon as follows:

85% upon completion of a flagged and GPS route of required mileage;

15% upon remittal of map with associated segment descriptions.
